Ex-Minister of Natural Resources Dinara Kutmanova detained

Former Minister of Natural Resources, Ecology and Technical Supervision Dinara Kutmanova was detained and placed in a pre-trial detention center. Press center of the State Committee for National Security of Kyrgyzstan (SCNS) reported.

The former official is reportedly «the key ideological inspirer and the main organizer of corruption in the Ministry of Natural Resources.»

The investigation was based on evidence, including testimonies from other participants of the corruption schemes, as well as the results of face-to-face interrogation with participation of the ex-minister and other defendants.

«Dinara Kutmanova, possessing all the powers granted to her within the framework of her position as a minister, despite the trust placed in her by the highest authorities, for the sake of her personal ambitions and selfish interests, organized an extensive corruption network for the illegal withdrawal of allocated public money,» the statement says.

According to the SCNS, the ex-minister involved not only her subordinates, but also her relatives (son and sister), including her inner circle (housekeeper, friend of her son and others), in illegal corrupt activities to simulate the filing of applications for financing fictitious projects in the field of nature protection and ecology.

It should be recalled that for three years the total amount of funding reached about 969,568 million soms, of which 180 million were allocated for public procurement for the needs of the Ministry of Natural Resources, and 789,568 million soms were allocated to individuals and legal entities within the framework of 110 projects for the protection and conservation of nature.

In total, nine persons were involved as defendants in the criminal case. The ex-minister’s son is on the international wanted list, and measures are being taken to deport him from Turkey.

Dinara Kutmanova was detained and placed in a pre-trial detention center of the SCNS.

Investigative and operational measures are ongoing to establish other similar facts.

Earlier, the ex-head of the Ministry of Natural Resources Dinara Kutmanova told 24.kg news agency that her son Kemelbek was kidnapped in Istanbul. According to her, the kidnapers demanded $600,000 as a ransom. The Ministry of Internal Affairs denied the information of Dinara Kutmanova.
