The oil and gas sector of Azerbaijan in the first half of the year fulfilled its obligations to the state budget by only 80%

The surplus of the state budget of Azerbaijan in January-June 2023 amounted to 1 billion 416.6 million manats. According to the Ministry of Finance of the Republic of Azerbaijan, the state budget revenues amounted to 15 billion 479.9 million manats (an increase of 9%). At the same time, the revenue plan was fulfilled by 99.2%.

Revenues from the non-oil and gas sector in the reporting period amounted to 8 billion 831.2 million manats (+18.4% from January-June 2022) or 57% of all budget revenues, the forecast was fulfilled by 120.5%.

Oil and gas revenues amounted to 6 billion 648.7 million manats (a decline of 1.5% from January-June 2022) or 43% of budget revenues, the forecast was fulfilled by 80.3%.

In general, in the revenue structure, receipts from the State Tax Service amounted to 9 billion 181.4 million manats (+41.6% of the indicator of the first half of 2022, the forecast was fulfilled by 127.7%), the State Customs Committee – 3 billion 75.5 million manats (+21.1%, the forecast was fulfilled by 129.8%), transfers from the State the oil fund – 2 billion 661 million manats (a decrease of 42.7%, the forecast was fulfilled by 47.2%), the rest – from other sources.

The updated forecast for state budget revenues for 2023 is 33 billion 779.5 million manats, expenditures – 36 billion 568.8 million manats.
