Every year, on the occasion of the Constitution Day of the Republic of Tajikistan, established on November 6, scientific, educational and ceremonial events are planned throughout the country. In particular, a number of scientific-educational seminars were held in Dushanbe to study and celebrate this national achievement in the units of the Ministry of Internal Affairs.
For example, in the Department of the Ministry of Internal Affairs-1 in Sino district was held a scientific-training seminar entitled "The Constitution guarantees the highest human values, rights and freedoms." such as the historical course of adoption and development of its norms, the importance of legal guarantees and a reliable basis for human rights and freedoms and citizenship of the Constitution.
During the seminar-meeting the head of the investigation department of DMIA-1 in the district. Sino lieutenant colonel Mirzozoda Mansur Hassan said that the Constitution of the Republic of Tajikistan is the second highest legal act in the Commonwealth of Independent States, which was adopted by referendum. At the same time, the Constitution of the Republic of Tajikistan has been highly evaluated by experts and leading international organizations, experts from the Russian Federation, the United States and a number of European countries and recognized as one of the five best constitutions of the OSCE.
As the participants of the scientific seminar noted at the end, the adoption of the Constitution marked a new historical stage in the development of the statehood of Tajikistan, which led us to great political, legal, economic, social, cultural and creative changes. In fact, the Constitution is the pillar and passport of the state, the decisive and decisive act of the destiny of any people and nation.
