For two days, September 17-18, at the Training Center of the National Bank of Tajikistan in Guliston for the Assistant Chief of DMIA for Cooperation with Public Organizations and Members of the Public Council for Civil Society Police Reform under the Ministry of Internal Affairs of the Republic of Tajikistan A training workshop on “Police-Community Partnership” was held in Sughd. The seminar was held in the framework of the "Police Reform Program of Tajikistan for 2021-2025" with the involvement of teachers of the Academy of the Ministry of Internal Affairs and experts in the field, which can influence the reform process.
The purpose of the event was to train and demonstrate effective methods of cooperation between citizens and the police to protect human rights and freedoms, ensure public order, prevent and combat crime, as well as ensure transparency in police activities. Because it is the cooperation of these two forces that can help improve the image of the authorities and strengthen the relationship of the police with the public.
The seminar began with an introductory speech by the National Coordinator for Police Reform of the Ministry of Internal Affairs, Colonel Hamdamzoda Valikhon Hamdam. He called the seminar to further strengthen police cooperation with the public and said it would be useful to introduce innovations in this area and use best practices. During the two days, the head of the science department of the Academy of the Ministry of Internal Affairs, Lieutenant Colonel Amirsho Mansurzoda, and the director of the Eurasia Foundation of Central Asia-Tajikistan, Azimjon Saifiddinov, spoke to the participants on the following topics: »,« Indicators of police effectiveness »,« Concept, essence and principles of police cooperation with the community »,« Forms and methods of police cooperation with the community »,« Communication, behavior and beauty »,« Identification of problems and ways to solve them »,« Interaction of police and citizens »,« Main directions of police-public cooperation on crime prevention »,« Conflict between police and society, ways of its solution »,« Police accountability to society »,« Stimulation of cooperation,Conclusions and expectations from police cooperation with the community ”,“ Requirements for citizens and their associations cooperating with the police ”,“ Planning police cooperation with the community ”and other strengthening areas of police cooperation with the community.
During the event, the trainers did not limit themselves to theoretical presentations, but used the method of visual sessions, questions and answers, open discussion, practical discussion and listening to suggestions. They also openly discussed the issues raised with real examples and showed the way to solve the existing problems in the conditions of Tajikistan.
