WASHINGTON, The FBI on Friday added Rafael Caro Quintero, one of the founders of Mexico's now defunct Guadalajara cartel, to the list of its ten most wanted fugitives.In a joint announcement with the US Drug Enforcement Administration (DEA), the FBI offered a 20-million-dollar reward for information leading to his capture.
Caro Quintero has been on the run in Mexico since 2013, when he was released from prison on a technicality 28 years into a 40-year sentence for the 1985 kidnapping, torture and murder of DEA agent Enqrique "Kiki" Camarena.
"It is because of his (Camarena's) courage, and his selflessness, that we're not going to stop looking for Caro Quintero until we find him and put him back behind bars where he belongs," FBI deputy director David Bowdich said in a statement.
At the same time, a new indictment was unsealed against Caro Quintero by the US attorney for the Eastern District of New York, the same district which is currently trying Mexican drug lord Joaquin "El Chapo" Guzman.
The indictment details Caro Quintero's alleged leadership role in the trafficking of methamphetamine, heroin, cocaine and marijuana into the United States between 1980 and 2017.
Caro Quintero is accused of still having a leadership role in the Sinaloa cartel, which Guzman previously led.
"They call him the narco of narcos. He's literally like a godfather to these people," FBI special agency Russell Ellersick said
