Rahmon calls on Isfarans to live with Kyrgyzstanis in an atmosphere of good neighborliness

As it had been reported earlier, a shootout between Tajik and Kyrgyz border guards took place along the Tajik-Kyrgyz border took place on April 12. The incident occurred Tuesday (April 12) evening near the Khistevarz jamoat in the Bobojon-Ghafourov district of the Tajik northern province of Sughd.

As a result of the shootout, a 27-year-old Tajik border guard Zoir Saidumarov was fatally wounded; he died the same day at a hospital.

According to Kyrgyz sources, two Kyrgyz border guards and four Kyrgyz civilians were also wounded in the incident.

Tajik and Kyrgyz delegations met on April 13. The parties agreed to withdraw troops to permanent deployments, find out the causes of the incident and reached agreement on security, land tenure and irrigation issues. The negotiations ended with signing of an appropriate protocol.

On April 14, Tajik and Kyrgyz foreign ministers held a phone talk to discuss the situation along disputed segments of the border between the two nations after the April 12 deadly shoot-out involving border guards.

The latest shootout took place just weeks after border guards from the two sides exchanged fire on March 10. According to a resident of Tajikistan’s Chorkuh jamoat, one Tajik border guard was killed and two others wounded then.

In late January, clashes erupted along a segment of the two countries' poorly demarcated border in a standoff over a blocked road.

Tajikistan's State Committee for National Security said at the time that two civilians were killed and 10 other people -- six security force members and four civilians – were wounded.

Kyrgyz authorities said 12 Kyrgyz nationals were seriously wounded and more than 24,200 Kyrgyz citizens were evacuated from the area because of the fighting in January.

In April 2021, clashes involving military personnel along the Tajik-Kyrgyz border left dozens of people dead on both sides.

The border of Kyrgyzstan and Tajikistan has been the scene of unrest repeatedly since the collapse of the former Soviet Union.

It has been difficult to demarcate the Kyrgyz-Tajik border because over the course of some 100 years Soviet mapmakers drew and redrew the Kyrgyz-Tajik border, incorporating land that had traditionally belonged to one people in the territory of the other Soviet republic.

Exclaves appeared and temporary land use agreements were signed.

All of this survived the collapse of the Soviet Union and people in Kyrgyzstan and Tajikistan have various Soviet-era maps they use to justify their claim to specific areas along the border.

Border talks between Tajikistan and Kyrgyzstan began in 2002. Only slightly more than half of the 970 kilometers of border shared by the two countries has been demarcated despite decades of attempts to bring the matter to a close. The border delineation problem has led to conflicts between rival ethnic communities.

To-date, Tajikistan and Kyrgyzstan have held more than 170 meetings and negotiations on delimitation and demarcation of the common border.

Russia sets deadline for Ukraine troops in Mariupol to surrender

Russia says its troops have cleared the urban area of the key city of Mariupol and only a small contingent of Ukrainian fighters remained inside a steel factory in the besieged southern port.

Mariupol will be the first major city to have fallen to Russian forces since Moscow claimed to have total control of Kherson last month.

“The entire urban area of Mariupol has been completely cleared … remnants of the Ukrainian group are currently completely blockaded on the territory of the Azovstal metallurgical plant,” Igor Konashenkov, a chief spokesman for Russia’s Ministry of Defense, said.

Konashenkov said 1,464 Ukrainian servicemen have already surrendered “in the course of liberation of Mariupol.”

According to Al-Jazeera, Ukrainian President Volodymyr Zelenskiy threatened to withdraw from the continuing peace negotiations with Russia if Ukrainian fighters trapped in the port city are killed.

“There are troops there who absolutely hate them, and I don’t think they will let them live,” the Ukrainian leader said, referring to the fact many of the fighters in Mariupol are part of the far-right Azov Battalion, Al-Jazeera said.

Meanwhile, Kremlin spokesman Dmitry Peskov told reporters in Moscow yesterday that the Ukrainian side has picked Gomel, a city in Belarus, as a venue for talks with Russia.

Russia will not suspend the military operation in Ukraine during the talks with the Ukrainian side, Peskov was cited a s saying by TASS.

Earlier on Sunday Kremlin Spokesman said that the Russian delegation had arrived in Belarus for talks with the Ukrainian side as agreed. The delegation consists of representatives of the Russian Foreign Ministry, Defense Ministry and other Russian departments, including President’s administration, headed by Russian Presidential Aide Vladimir Medinsky.

President Emomali Rahmon: Tajikistan and Kyrgyzstan Can Resolve Border Issues Only Peacefully

Tajikistan and Kyrgyzstan can resolve border issues only through negotiations. This was stated yesterday by President Emomali Rahmon during a meeting with the leadership of Isfara bordering Kyrgyzstan.

President Emomali Rahmon noted that the Tajik government is interested in holding talks on the demarcation of the state border between Tajikistan and Kyrgyzstan as soon as possible.

“However, I emphasize that the solution of border-territorial issues, the coordination of the state border and its demarcation is a very complex process and requires a lot of time and effort of specialists. Tajikistan is a firm supporter of negotiations to find a mutually beneficial solution to existing problems, taking into account the national interests of both parties,” he said.

He urged Isfara residents to be tolerant and not to succumb to emotions.

“I reiterate that border issues between states can be resolved only through negotiations. There is no other way,” said Emomali Rahmon.

He also recalled that for the residents of Isfara, the delimitation and demarcation of the Tajik-Kyrgyz state border is one of the key issues.

Emomali Rahmon noted that the Tajik side has been negotiating with Kyrgyzstan since 2002 within the framework of an intergovernmental commission on the delimitation and demarcation of the border between the two countries.

“To date, more than 170 meetings and negotiations have been held between the delegations of the intergovernmental commission and working groups on the issues of delimitation and demarcation of the state border. As a result of the 20-year work of the commission, 663.7 km of the 987-kilometer border between the two states, that is, 68.4% of the border line, has been identified and agreed upon,” he said.

“We should not forget that we, the Tajiks, as one of the oldest nations in the world, throughout our long history, solved all problems and emerging issues reasonably, with restraint and patience,” President Emomali Rahmon emphasized.

The length of the border between Tajikistan and Kyrgyzstan is more than 980 km. Disputes and conflicts arise from time to time between local residents in the border areas, in particular in the Isfara district of the Sughd region.

The next meeting of the topographic working groups of the government delegations of Tajikistan and Kyrgyzstan on the delimitation and demarcation of the common state border was held from April 5 through April 10, 2022 in Dushanbe.

On April 12-15, 2022 the Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan to the Russian Federation Davlatshoh Gulmahmadzoda paid a working visit to St. Petersburg. The head of the diplomatic mission during his working visit with the Governor of St. Petersburg A. Beglov met. Tajik Referees Invited to Arbitrate 2022 AFC Cup Group Stage Matches in Kuwait and Oman

Four referees from Tajikistan have been invited to serve in the matches of the 2022 AFC Cup in the West zone.

FIFA referee Sayyodjon Zainiddinov and FIFA referee assistant Farhod Kuralov will arbitrate the matches of Group B, which will be held from May 18 throufgh May 24 in Kuwait.

FIFA referee Gulmurod Sadullo and FIFA referee assistant Hasan Karimov will serve in the matches of Group A in Oman from May 18 through May 24.

Tajik journalist who served almost 9 years in prison decides to move on to humor and satire

He says now he plans to focus on writing materials in a humorous and satirical style.

Ismoilov told Asia-Plus in an interview that he had served eight years and ten months in prison.

“I would like to thank journalists and human rights organization as well as everyone who stood up for me and wrote about my case. It was the support of my colleagues that helped me not to lose heart and try to fight. It was the support and materials of journalists that saved my life and helped me a lot psychologically,” Ismoilov noted.

Now, after his release, the journalist also pleads not guilty and says that the woman who accused him of extortion later apologized.

“I don’t think she’s guilty, the authorities took her for a spin. Then she regretted it. I don’t know exactly what happened next, but she was also imprisoned,” the journalist noted.

As it had been reported earlier, police detained former regional reporter for the Dushanbe-based independent weekly Nouri Zindagi (Light of Life) in Sughd province, Mahmadyusuf Ismoilov, on June 24, 2013 following an application by the 39-year-old resident of the Asht district Sanovbar Ahadova.

Ahadova noted that Ismoilov had demanded money from her, threatening with the dissemination of information discrediting her.

Ismoilov was reportedly caught red-handed while taking 400 somonis from her. Criminal proceedings have been instituted against Ismoilov under the provisions of two articles of Tajikistan’s Penal Code: Article 247 (2) – fraud; and Article 250 (2) – extortion.

On October 28, 2013, Mahmadyusuf Ismoilov was sentenced to eleven years in prison.

A jail term of Mahmadyusuf Ismoilov has been reduced by one year, four months and twenty days in accordance with the amnesty law that was adopted on October 25, 2019.

It is not the first time police detained Mahmadyusuf Ismoilov. In November 2010, Mahmadyusuf Ismoilov was arrested on separate counts of defamation, insult, and incitement to hatred over an article titled, “Asht Is Being Destroyed. Who Is Responsible for It?” In the article, published in the August 2010 issue of Nouri Zindagi, Ismoilov criticized government and law enforcement officials in the Asht district and cited corruption, abuse of office, and mismanagement of funds. Ismoilov who was facing 16 years imprisonment on charges related to his professional activities was released on October 14, 2011. The Khujand court, however, barred Mahmadyusuf Ismoilov from journalistic work for three years, and ordered him to pay a fine in the amount of 35,000 somonis for causing moral damages.

AKDN’s cooperation in Tajikistan to attract investment
