Taliban Supreme Leader Makes First Public Appearance

KABUL — Taliban supreme leader Haibatullah Akhundzada addressed supporters in the southern city of Kandahar, officials announced Sunday, his first public appearance since taking control of the group in 2016.

Akhundzada has been the spiritual chief of the Islamist movement since 2016 but has remained a reclusive figure, even after his group seized power in Afghanistan in August.

His low profile has fed speculation about his role in the new Taliban government -- and even rumors of his death.

On Saturday, he visited the Darul Uloom Hakimah madrassa to "speak to his brave soldiers and disciples," according to Taliban officials.

There was tight security at the event and no photographs or video have emerged, but a 10-minute audio recording was shared by Taliban social media accounts.

In it, Akhundzada -- referred to as "Amirul Momineen," or commander of the faithful -- gives a religious message.

The speech did not touch on political organization but sought God's blessing for the Taliban leadership.

He prays for the Taliban martyrs, wounded fighters and the success of the Islamic Emirate's officials in this "big test.”

Widely believed to have been selected to serve more as a spiritual figurehead than a military commander, Akhundzada's statements will fuel speculation that he now plans to take a more central role in leading the new government.

Unifying figure

Akhundzada rose from low-profile religious figure to leader of the Taliban in a swift transition of power after a 2016 US drone strike killed his predecessor, Mullah Akhtar Mansour.

After being appointed leader, Akhundzada secured the backing of Al-Qaeda chief Ayman al-Zawahiri, who showered the cleric with praise -- calling him "the emir of the faithful.”

This endorsement by Osama bin Laden's heir helped seal his jihadist credentials with the Taliban's longtime allies.

Akhundzada was tasked with unifying a Taliban movement that briefly fractured during the bitter power struggle after Akhtar's assassination, and the revelation that the leadership had hidden the death of their founder Mullah Omar for years.

His public profile has largely been limited to the release of messages during Islamic holidays, and Akhundzada is believed to spend most of his time in Kandahar, the main city in the Taliban's southern Afghan heartland.

His last message was on Sept. 7, when he told the newly appointed Taliban government in Kabul to uphold sharia law as they govern Afghanistan.

Last week, Mullah Yussef Wafa, the Taliban governor of Kandahar and a close ally of Akhundzada, told AFP he was in regular contact with his mysterious chief.

"We have regular meetings with him about the control of the situation in Afghanistan and how to make a good government," he said in an interview.

"As he is our teacher, and everyone's teacher. We are trying to learn something from him," he added.

"He gives advice to every leader of Islamic Emirate of Afghanistan and we are following his rules, advice, and if we have a progressive government in the future, it's because of his advice."

Tajik Foreign Minister Briefs OSCE on Alarming Situation at the Border with Afghanistan

Yesterday, Minister of Foreign Affairs Sirojiddin Muhriddin received the President of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE) Margareta Cederfelt.

The meeting focused on a wide range of issues of cooperation within the OSCE framework.

The parties noted the significance of strengthening inter-parliamentary cooperation for the expansion of relations.

They underscored the importance of jointly addressing the modern challenges, such as the impact of the COVID-19 pandemic on the economy, climate change, border security, the fight against terrorism and extremism, as well as drugs and weapons trafficking.

The parties also discussed issues of human rights, gender equality and increasing the role of women in the political and economic life of society.

They paid special attention to the latest developments in Afghanistan. Muhriddin informed the OSCE delegation about the alarming situation at the border with Afghanistan.

The parties expressed their readiness to use ample opportunities to intensify cooperation in all three dimensions of the OSCE comprehensive security approach.

Deadly traffic accident in Khujand city

On October 29, 2021, at approximately 12:30, the driver of an Opel Zafira, Kholikov Valijon Alievich, born in 1986, resident of Khujand, was driving on the highway of R. Hojiev Avenue, located on the territory of Khujand city, unable to control the vehicle, pedestrian Ghafurov Abdurasul, born in 1946, a resident of Devashtich district.

As a result, pedestrian Ghafurov A. received serious bodily injuries and died at the hospital.

An investigation is under way.

Telephone conversation between the Ministers of Foreign Affairs of the Republic of Tajikistan and the Russian Federation

On October 29, 2021 the Minister of Foreign Affairs of the Republic of Tajikistan S. Muhriddin had a telephone conversation with the Minister of Foreign Affairs of the Russian Federation S. Lavrov.

The Foreign Ministers of the two countries exchanged views on topical issues of bilateral relations and the international agenda.

At the same time, the Foreign Ministers of Tajikistan and Russia discussed cooperation in the framework of international and regional organizations, including the CIS, the CSTO and the SCO.

In conclusion, the two sides reaffirmed their interest in further expanding cooperation and strategic partnership between the two countries.

Health Ministry Awards Doctors from the UAE with Certificates of Honor

Yesterday, doctors from the United Arab Emirates who together with leading Tajik specialists performed operations on children and adolescents diagnosed with congenital heart disease, were awarded certificates of honor by the Ministry of Health and Social Protection of the Population of Tajikistan.

Health Minister Jamoliddin Abdullozoda expressed gratitude to the doctors for the initiative and called it a continuation of mutually beneficial cooperation between the two countries.

Souvenirs were handed over to children who underwent surgery.

From October 23 through November 2, at the initiative of the Health Ministry in collaboration with the UAE, children with congenital heart defects undergo operations free of charge in the Istiklol health complex.

The goal of the initiative is to support low-income families raising children with congenital heart defects.

MIA Denies Information About the Alleged Creation of a Chinese Military Base in Tajikistan

The information about the alleged creation of a Chinese military base in Tajikistan is not true and this issue is not on the agenda of bilateral relations, reports the Tajik Ministry of Internal Affairs.

As part of the cooperation agreement between the Ministry of Internal Affairs of Tajikistan and the Ministry of Public Security of the China, there is a plan to conduct joint tactical exercises between the Tajik and Chinese law enforcement agencies on the existing infrastructure of the Special Rapid Response Unit of the Directorate for Combating Organized Crime in GBAO, according to the Ministry of Internal Affairs.

They also inform that all necessary equipment and expenses during the joint exercise will be provided and covered by China.

Yesterday, the Chinese Foreign Ministry also denied reports about the construction of a base in Tajikistan.

“I can confidently tell you that China does not have any military base in Central Asia,” Chinese Foreign Ministry spokesperson Wang Wenbin said at a briefing when asked to comment on the reports about the formation of a Chinese military base.

China-SCO Local Economic Cooperation Demonstration Zone in Qingdao Ushers in the First Overseas Investment Fund

At the 2021 China-SCO Countries Financial Cooperation and Capital Market Development Forum that opened in Qingdao’s Jiaozhou on October 28, the China-Shanghai Cooperation Organization (SCO) Demonstration Zone for Local Economic and Trade Cooperation, which is located in the Jiaozhou Economic and Technological Development Zone, ushered in the first overseas investment fund, reports the Qingdao Municipality.

The fund is the first QDLP fund under Qingdao’s Qualified Domestic Limited Partnership (QDLP) scheme. QDLP is a pilot program developed by Chinese local authorities for the purpose of facilitating cross-border asset allocation.

It allows global asset managers to raise Renminbi from investors in China to invest in overseas traditional and alternative assets such as hedge funds, private equity funds, and REITs. Qingdao has been assigned a quota of US$ 3 billion for piloting the QDLP scheme.

The China-SCO local economic cooperation demonstration zone will run the fund in collaboration with Sino-Russian Energy Investment Private Equity Fund Management (Qingdao) Co Ltd.

At the forum, it also signed agreements with Kazakhstan’s Astana International Financial Centre, CICC Capital and other domestic and overseas capital management organizations to launch cooperation in promoting cross-border capital flows.

Tajikistan and Ukraine Hold Meeting of the Joint Intergovernmental Commission

On October 27 via video conference, Tajikistan and Ukraine held a meeting of the Joint Intergovernmental Commission on Economic Cooperation, reported the Ministry of Economic Development and Trade.

The Tajik delegation was headed by the Deputy Minister of Economic Development and Trade, Chairman of the Tajik side of the Commission Rukhshona Nasriddinzodam, while the Ukrainian delegation was led by Deputy Minister of Economy — Trade Representative, Chairman of the Ukrainian side of the Commission Taras Kachka.

The parties exchanged views on priority areas of bilateral cooperation. Nasriddinzoda stressed that the strengthening of mutually beneficial trade and economic relations with Ukraine is an important task for Tajikistan.

In this regard, she proposed to expand the list of reciprocal shipments of industrial products, including agricultural products from Tajikistan to Ukraine.

Also, the parties paid special attention to the establishment of joint industrial enterprises in the free economic zones of Tajikistan and participation in joint projects for the construction of hydropower plants.

They also noted the importance of continuing work to create favorable conditions for the development of transit capacity of both countries, and discussed the resumption of direct passenger flights on Kiev-Dushanbe-Kiev route.

The responsible persons were also instructed to continue mutually beneficial cooperation in the fields of education, tourism, and culture.
