President of Tajikistan Emomali Rahmon Awards Military Ranks to Law Enforcement Officers

At the Palace of the Nation, the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Supreme Commander-in-Chief of the Armed Forces of the Republic of Tajikistan Emomali Rahmon, in honor of the celebration of the 30th anniversary of the establishment of the Armed Forces of the Republic of Tajikistan, awarded a group of military personnel of the Armed Forces of the Republic of Tajikistan and law enforcement officers with state awards and conferred upon them regular military ranks for exemplary service and valuable contribution to ensuring the protection of the constitutional rights of citizens, the fight against crime, the preservation of public order, the protection of state borders, the courage and dedication.

The Head of State, Emomali Rahmon, congratulated those present, in their person, officers and soldiers of the Armed Forces and law enforcement officers of the country on the celebration of the 30th anniversary of the formation of the National Army, which is one of the main pillars of the newest Tajik statehood.

It was emphasized that as a result of the selfless work of the glorious people of Tajikistan, our independent state is steadily developing, the beloved Motherland is improving and becoming more beautiful every year, the well-being of the people is enhancing.

The Leader of the Nation, Honorable Emomali Rahmon, regarded all these achievements as the fruits of peace, tranquility, complete political stability and national unity, which is ensured thanks to the faithful service of the military personnel of the country’s Armed Forces and law enforcement officers.

The President of the country, Honorable Emomali Rahmon, said that the leadership of the state and the Government of the republic will always appreciate the faithful service, courage and valor of military personnel and law enforcement officers in protecting the borders of the Motherland, ensuring the security of the state and society, the rule of law, the rights and interests of citizens.

Thus, this time, in accordance with Article 69 of the Constitution of the Republic of Tajikistan, by the Decree of the President of the Republic of Tajikistan “On awarding the military personnel of the Armed Forces of the Republic of Tajikistan and law enforcement officers with state awards of the Republic of Tajikistan”, a group of brave and courageous persons was awarded the honorary title “Honored Worker of Tajikistan”, Order «Spitamen» 1st degree, Order «Spitamen» 2nd degree, Order «Sharaf» 2nd degree, medals «For Courage», «For Valor», «Brave Border Guard of Tajikistan», Certificate of Honor of the Republic of Tajikistan, as well as conferred the next military ranks.

By the Decree of the President of the Republic of Tajikistan in accordance with Article 69 of the Constitution of the Republic of Tajikistan «On the assignment of higher military ranks, special regular and regular ranks» a group of military personnel from the Ministry of Defense of the Republic of Tajikistan, the Ministry of Internal Affairs of the Republic of Tajikistan, the State Committee for National Security of the Republic of Tajikistan and the Ministry of Justice of the Republic of Tajikistan was awarded the highest military rank of major general and a special regular rank of major general of militia.

It should be noted that during the period of independence, the faithful service of officers, their fruitful work and exemplary military discipline are always highly valued by the Head of State, Honorable Emomali Rahmon.

The meeting of the Deputy Minister with the representative of the Ministry of Foreign Affairs of Saudi Arabia

On February 21, 2023, the Deputy Minister of Foreign Affairs of the Republic of Tajikistan Sharaf Sheralizoda met with the Head of the Asian Affairs Department of the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia, Muhammad bin Abdulhadi Al-Matrafi.

During the meeting, an exchange of views took place on overriding issues of development of bilateral and multilateral relations between Tajikistan and Saudi Arabia.

The parties exchanged views on expanding cooperation in the fields of economy and trade, investment, tourism, as well as within the framework of international organizations.

Meeting of the Ambassador with the President of Damascus University

On February 20, 2023 the Ambassador of the Republic of Tajikistan to the State of Kuwait Zubaydullo Zubaydzoda met with the President of Damascus University of the Syrian Arab Republic Muhammad Osama Al-Jabban.

During the meeting, the sides discussed issues of strengthening scientific and cultural cooperation between higher education institutions of the Republic of Tajikistan and the Syrian Arab Republic.

Moderate tremor jolts southern Iran

A moderate earthquake measuring 5.2 on Richter scale reportedly shook the vicinity of Dorz, a village in Larestan County in the southern Iranian province of Fars, on Tuesday morning.

Citing the director-general of the crisis management office of the province, IRNA reports that the quake occurred at 09:35 am local time (0605 GMT).

Khalil Abdollahi told IRNA today morning that the rescue and investigation teams had been dispatched to the region.

Tuesday’s tremor reportedly was centered about 111 kilometers northwest of Bandar Abbas at a depth of 10 kilometers.

Crisis24 says moderate shaking was probably felt near the epicenter, as well as light shaking throughout parts of southern Iran, far northeastern UAE, and Musandam Governorate in Oman.

No damage or injured was reported, according to Crisis24.

IRNA reports that in a related development, a 5.9-magnitude earthquake jolted Khoy, northwestern Iran, in late January. Three were killed, over 1,000 were injured and thousands of people saw their homes and properties damaged in the quake.

Turkiye appreciates post-quake rescue and relief efforts provided by Tajikistan

Turkish President Recep Tayyip Erdogan yesterday got acquainted with the work of rescue teams, including Tajik rescuers, during his visit to the Hatay province, according to the Emergencies Committee under the Government of Tajikistan.

“He highly appraised the work of our rescuers and expressed sincere gratitude to the government of Tajikistan and the Tajik people for the assistance and support provided in such a difficult time for the Turkish people,” Ms. Umeda Yusufi, a spokeswoman for the Emergencies Committee, said.

This is the first time that rescuers from Tajikistan have traveled abroad to provide assistance and participate in disaster relief efforts.

Over ten days of recue-and-search operations, Tajik rescuers have saved three people and pulled 214 bodies from the rubble.

Tajik rescuers reportedly saved three people, including two children, in the earthquake-hit Kahramanmaras province.

On February 11, Tajik rescuers reportedly pulled a man his six-month-old son alive from under the rubble of a collapsed of a building. According to statement released by the Emergencies Committee, they were trapped under the rubble of the building for six days

Turkiye’s Anadolu Agency (AA) reported on February 12 that Tajik rescue workers have found and pulled a 3-year-old baby alive from under the rubble of a collapsed building. He reportedly spent 158 hours there.

The operation was carried out with use of special devices for detecting people under rubble, according to AA.

Since February 18, Tajik rescuers have reportedly worked in Hatay province.

A devastating earthquake of 7.8 on the Richter scale hit Southern Turkiye in the early hours of February 6 (4.17 am local time), with epicenter in the Pazarcik district of Kahramanmaras province.

Khatlon authorities ban the construction of high-rise buildings among old multi-story residential buildings

By order of acting Governor of Khatlon province Davlatali Said a ban was imposed on the construction of high-rise buildings among old multi-story residential buildings in Bokhtar, the capital of Khatlon province.

First Deputy Governor of Khatlon province, Amonullo Salimzoda, stated this at a meeting with reporters in Bokhtar on February 14.

He refrained from commenting on the governor’s order.

Meanwhile, acting Mayor of Bokhtar, Faizullo Barotzoda, has confirmed this information and noted by governor’s order and noted that all decisions on the allocation of land for the construction of new high-rise residential buildings among old multi-story residential buildings will be reversed.

“This order does not apply to half-finished facilities," Barotzoda noted.

“We have held a meeting with entrepreneurs and top managers of construction companies to discuss this issue. Based on the municipal redevelopment plan of Bokhtar, we proposed them to construct high-rise buildings only on the main streets, first of all, on Vahdat Avenue and in the Dushanbe-Bokhtar highway area. There many facilities there have not operated for many years. There are several gas stations and residential barracks there,” said Bokhtar mayor. “The companies must negotiate with the owners of these facilities on compensation for their properties and after that they can start constructing.”

Recall, after devastating earthquakes in Turkiye and Syria, the Committee for Architecture and Construction under the Government of Tajikistan has decided to check all new high-rise buildings constructed in Dushanbe, Bokhtar and Khujand, the capital of Sughd province.

In this regard, the head of the Committee for Architecture and Construction on February 16 signed a special order to set up a special commission to check the seismic resistance of the new high-rise building in the mentioned areas.

Russian defense minister, CSTO secretary-general discuss development of Organization’s military capacity

Russian media reports say Russian Defense Minister Sergey Shoigu on February 20 held a meeting with the Collective Security Treaty Organization (CSTO) Secretary-General Imangali Tasmagambetov.

TASS, citing the Russian Defense Ministry’s press center, says the parties discussed topical issues of development of the military component of the organization and improvement of its force potential," the ministry said.

During the meeting, Shoigu reportedly congratulated Tasmagambetov on his appointment.

"I want to immediately congratulate you on your appointment to this important and responsible post, on which much depends in our organization. I count on your colossal experience as a figure of national scale, and now of interstate scale, given your experience, including on the post of Defense Minister, where you have done much for the establishment of the Kazakh armed forces," the Russian defense minister was cited as saying.

Shoigu reportedly also expressed hope that the experience of the new Secretary-General will serve to further strengthen the authority of the CSTO both in the international arena and within each of the states that are members of the organization.

For his part, Tasmagambetov thanked Shoigu for the meeting and noted that last week he visited Belarusian President Alexander Lukashenko, the current rotating chairman of the CSTO Collective Security Council.

“First of all, we signed a plan of actions for the implementation of the decisions of the Collective Security Council – the November decisions of last year,” Tasmagambetov said.

Imangali Tasmagambetov was appointed CSTO Secretary-General on January 1, 2023 for a three-year term.

The Collective Security Treaty Organization is an intergovernmental military alliance in Eurasia. It now includes Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan.

Putin’s address to Russia’s parliament and military commanders and soldiers

On Tuesday, February 21, Russian President Vladimir Putin delivered a speech to members of both houses of parliament and to military commanders and soldiers.

Putin, in particular, noted that he is making this address at a time “which we all know is a difficult, watershed moment for our country, a time of cardinal, irreversible changes around the world, the most important historic events that shape the future of our country and our people, when each of us bears a colossal responsibility."

"Step by step, carefully and consistently, we will resolve the tasks facing us. Since 2014, the (people of the) Donbas had been fighting, defending their right to live on their own land, to speak their native language. They fought and did not give up in the conditions of blockade and constant shelling, undisguised hatred on the part of the Kyiv regime. They believed and expected that Russia would come to their rescue. Meanwhile, we did our best to solve this problem by peaceful means. We patiently tried to negotiate a peaceful way out of this most difficult conflict, but a completely different scenario was being prepared behind our backs," Russian leader said.

He reiterated that the people of Ukraine have become the hostage of the Kyiv regime and its Western overlords, who have effectively occupied this country in the political, military and economic sense.

“Today's Ukrainian regime essentially serves not the national interests but those of third countries," Putin said.

According to him, the elites of the West intend to transform a local conflict into a phase of global confrontation.

“This is exactly how we understand it all and we will react accordingly, because in this case we are talking about the existence of our country,” said Putin. “But they also cannot fail to realize that it is impossible to defeat Russia on the battlefield. Therefore, they are conducting more and more aggressive information attacks against us.”

He further noted that the West elites distort historical facts, constantly attack Russian culture, the Russian Orthodox Church, and other traditional religions of Russia.

“Look at what they do with their own peoples: the destruction of the family, cultural and national identity, perversion, and the abuse of children are declared the norm. And priests are forced to bless same-sex marriages,” Putin said, noting that millions of people in the West understand they are being led to a real spiritual catastrophe.

Criticizing the United States, he emphasized that no country in the world has as many military bases abroad as the United States.

Concerning Russia’s economy, Putin said that Western countries want to make the Russian people suffer with sanctions, “but their calculations did not materialize as the Russian economy and the management turned out to be much stronger than they thought.”

According to him, many basic civilian sectors of the domestic economy not only have not shrunk, but have actually increased production.

“Russian farmers harvested a record crop of over 150 million tons of grain, including over 100 million tons of wheat. By the end of the agricultural year, that is, by June 30, 2023, we will be able to bring the total volume of grain exports to 55-60 million tons. Even 10-15 years ago that seemed like a fairy tale, an impossible plan,” Russian president said, adding that those imposing sanctions are punishing themselves.
