Damage discovered by the Accounts Chamber last year costs Tajikistan at almost 377 million somonis

In a report released at a news conference in Dushanbe, officials from the Accounts Chamber revealed on February 15 that financial damage discovered by the Accounts Chamber last year cost Tajikistan 376.9 million somonis.

According to them, financial losses increased by 94.1 million somonis compared to 2021 (financial damage discovered by the Accounts Chamber in 2020 reportedly amounted to 282.8 million somonis).

The Accounts Chamber reportedly conducted 191 inspections last year.

They further noted that 375.5 million somonis had been reimbursed, including 275.4 million of budgetary funds and 100.1 million somonis of federally funded institutions.

Disciplinary and administrative action was reportedly imposed upon 323 officials and managers who were implicated in wrongdoing and 19 officials were dismissed.

Tajikistan’s lower chamber (Majlisi Namoyandagon) of parliament passed the law on the establishment of the Accounts Chamber on June 1, 2011. This government institution reportedly controls revenue and expenditure parts of the national budget, off-budget funds and investments coming in the country’s economy from abroad.

The Accounts Chamber was reportedly established to tighten control of finances as well as conduct audit and assess the national budget. The Accounts Chamber is accountable to the President and the Parliament. The Majlisi Namoyandagon elects chief auditors of the Chamber of Accounts upon the recommendation of the President; chief auditor may be elected to not more than two seven-year terms.

Death toll from Khorog avalanche Wednesday’s avalanche reportedly rises to at least five

Death toll from the avalanche that hit the Shosh-Kharagh area in Khorog, the capital of the Gorno Badakhshan Autonomous Region (GBAO), Wednesday morning has reportedly risen to five.

A resident of Khorog told Asia-Plus by phone that the bodies of five persons, killed by the avalanche, are in the morgue of the reginal central hospital of Khorog.

According to him, those five persons, including two children, are resident of Murgab district who rented a room in one of the houses in the Shosh-Kharagh area.

“In all, eight people lived in that house and those three others have not yet been found,” the source added.

The avalanche has reportedly destroyed the power transmission line and water supply line in Khorog and the city has been left without electricity and water.

Meanwhile, a resident of GBAO’s Vanj district says one person was killed by an avalanche in the district Wednesday morning.

The Emergencies Committee under the Government of Tajikistan has confirmed that a resident of Tekharv village in Vanj district was killed by an avalanche today morning.

Death toll from Khorog avalanche rises to eight, says Emergencies Committee

The Emergencies Committee under the Government of Tajikistan reports the death toll from Khorog avalanche has risen to eight.

Ms. Umeda Yusufi, a spokeswoman for the Emergencies Committee, says eight people, including four women as well as a boy and a girl aged 4 years each, were killed by the avalanche that hit the Shosh-Kharagh area of the city of Khorog, the capital of the Gorno Badakhshan Autonomous Region (GBAO), Wednesday morning, at round 10:00 am.

According to her, nine people were pulled alive from the snow in Khorog by 2:00 pm.

18 residential buildings were damaged partially and four residential buildings were destroyed completely by the Khorog avalanche, Ms. Yusufi noted.

She further noted a resident of Tekharv village in GBAO’s Vanj district was also killed by an avalanche today morning.

Heavy snowfall has caused a series of avalanches that blocked in some places the roads in Shugnan, Rushan, Ishkashim and Roshtqala district of the GBAO.

The Emergencies Committee spokeswoman also said that an avalanche came down today morning on the 65th kilometer of the Dushanbe-Khujand highway in Varzob district trapping four cars. “The passengers and drivers were saved. Unfortunately, one of the drivers died,” Ms. Yusufi said.

Two killed in Khorog avalanche

A heavy snowfall that there has been in the Gorno Badakhshan Autonomous Region (GBAO) since Monday has caused a series of avalanches in the area.

Radio Liberty’s Tajik Service, known locally as Radio Ozodi, cited the Emergencies Committee under the Government of Tajikistan as saying that an avalanche that hit Nosisir-Khusrav Street in GBAO’s capital, Khorog, Wednesday morning at around 10:00 am buried ten houses and the building the Afghan Consulate.

Seven people, including a 5-year-old child, have been pulled from the snow. Two persons were reportedly killed in the avalanche, according to Radio Ozodi.

Search-and-rescue operation is under way.

The avalanche reportedly destroyed the power transmission line in Khorog and the city has been left without electricity.

On February 14, an avalanche that occurred on the 8th kilometer of the road Khorog and Roshtqala, near the village of Shod, district buried a minibus with ten passengers aboard, according to the Emergencies Committee. The passengers reportedly survived but sustained various injuries and were taken to a hospital.

Radio Ozodi says that about ten avalanches have occurred in the region over the past two days alone.

Three police officers reportedly punished over the death of Kulob resident

Three officers of the Kulob police department have been punished over the death of a 37-year-old resident of the city of Kulob, Abduqahhor Roziqov.

Interior Minister Ramazon Rahimzoda said this at a news conference in Dushanbe today while reporting on the results of the work carried out by his ministry last year.

He noted that “three police officers who detained Abduqahhor Roziqov and took him to the police department were punished for negligence.”

“Besides, several other officers of the Kulob police department were laid off in connection with this incident,” the minister said.

Rahimzoda did not provide other details of this incident.

Recall, a 37-year-old Abduqahhor Roziqov was detained in the city of Kulob Ozodi on the night of January 2 to January 3 on suspicion of involvement in drug trafficking.

Roziqov had previously been sentenced to 12 years in prison on drug charges but was subsequently released in an amnesty. As a condition of his release, he had to register weekly with the Interior Ministry’s office in Kulob.

Two hours after Roziqov was taken away by police officers Shamshod Sharifov, Zafar Kholov and Jamshed Karomatov, his relatives received a call instructing them to retrieve his body from the morgue.

The Interior Ministry released a statement on January 3 to claim that Roziqov had succumbed to an amphetamine overdose. The man died as he was being transported from his home to a police precinct, it said.

Meanwhile, Abduqahhor’s relatives say he died as a result of torture by the police officers who carried out the arrest.

Relatives have demanded an independent medical examination to ascertain cause of death. Media reports say a group of around 10 of Roziqov’s relatives gathering outside the Kulob morgue to demand that those responsible be punished.

The source within the Kulob prosecutor’s office says investigators have not yet been able to establish that he died from torture by police officers.

According to Radio Liberty’s Tajik Service, known locally as Radio Ozodi, Interior Minister Ramazon Rahimzoda received Roziqov’s mother and other close relatives.

Dushanbe to host Tajikistan – Russia Business Forum

More than 160 Russian entrepreneurs will take part in the Tajik – Russian Trade Forum, which will be held in Dushanbe in early March.

The purpose of the forum is to strengthen mutually beneficial interstate cooperation during the visit of the Prime Minister of the Russian Federation Mikhail Mishustin to the Republic of Tajikistan.

The Russian Federation is one of the main trade partners of Tajikistan. According to official statistics, in 2022 Tajikistan received $26.4 million of Russian investments.

Dozens of joint industrial enterprises, as well as educational institutions, have been built in the republic with the involvement of Russian capital.

Within the framework of the forum, the business circles of the two countries will be able to discuss important issues of strengthening cooperation related to the development of trade and investment.

Customs Service: Tajikistan’s Foreign Trade Turnover Growth by 25.1% In 2022

The foreign trade turnover of Tajikistan in 2022 amounted to $7512.9 million, which is $1508.2 million or 25.1% more than compared in 2021. This was said today at a press conference of the Customs Service under the Government of the Republic of Tajikistan.

“Imports of goods amounted to $5182.9 million, which is $965.1 million or 22.9% more than in 2021. In turn, exports amounted to $2,330.0 million, which is $543.2 million, or 30.4% more than compared in 2021,” said at the press conference.

Trade turnover with neighboring countries amounted to $3,887.0 million, or 51.7% of foreign trade turnover, having increased by $761.2 million, or 25.9%, compared to 2021. In particular, exports amounted to $1,567.5 million and imports to $2,058.5 million. Exports increased by $352.8 million, or 33.3%.

Last year, Tajikistan carried out foreign trade activities with 109 states.

Meeting of the Ambassadors of Tajikistan, the Netherlands and the UN Resident Coordinator in Malaysia with the Minister of Natural Resources, Environment and Climate Change of Malaysia

On February 14, 2023, there was held a Joint Meeting of the Ambassador of the Republic of Tajikistan to Malaysia, Ardasher Qodiri, the Ambassador of the Netherlands to Malaysia, Jaab Werner and the UN Resident Coordinator in Malaysia, Ms. Karima Al Korri with the Minister of Natural Resources, Environment and Climate Change of Malaysia, Nik Nazmi.

During the meeting, the representatives of Tajikistan and the Netherlands briefed the Malaysian side on the Preparatory process for the UN 2023 Water Conference and called on Malaysia to participate in the upcoming historic Conference at the appropriate level, as well as to make commitment in accordance with the Water Action Agenda.

The sides also exchanged views on bilateral and multilateral cooperation, as well as other issues of mutual interest.

President Emomali Rahmon Holds Telephone Conversation with the Chairman of the GBAO Province

Today, the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Emomali Rahmon, had a telephone conversation with the chairman of the Gorno-Badakhshan Autonomous Province Alisher Mirzonabot concerning heavy snowfall and avalanches that caused deaths and property damage, as well as regarding the elimination of the consequences of a natural disaster in Khorog.

We recall that as a result of heavy snowfall over the past three days, the snow depth was more than one meter, and an avalanche descended in Khorog.

The Head of state, Emomali Rahmon, gave specific instructions to the Prime Minister of the country, the leadership of the Gorno-Badakhshan Autonomous Province, the Ministry of Internal Affairs of the Republic of Tajikistan and the Committee for Emergency Situations and Civil Defense on the prompt elimination of the consequences of the natural disaster and the provision of material assistance to affected families.
