Three migrants to stand trial in Tula for beating policemen

The prosecutor’s office of the Zarechensky district of Tula approved the indictments in criminal cases against three migrants who are accused of beating police officers, the press service of the prosecutor’s office reports.

«They are accused of committing a crime under part 1 of article 318 of the Criminal Code of Russia (use of violence against a representative of the authorities), – the message says.

According to investigators, on the evening of July 22 in the village of Oktyabrsky, being in a state of intoxication, after the police reprimanded them for violating public order, they began to beat law enforcement officers.

«The foreigners inflicted at least four blows to the police officers in the chest area, causing physical pain and injuries», – noted in the press release.

Criminal cases sent against three migrants sent to the district court for consideration on the merits.

Tajik judges enhance their capacity to apply new housing code

Nineteen judges from the Sughd region of Tajikistan have been trained on international standards on the right to adequate housing and how to apply the provisions of a new Housing Code which entered into force on 1 September 2022.

A two-day training for judges “The right to adequate housing and a new Housing Code” was conducted jointly by the NGO “Independent Centre for Human Rights” and the Supreme Court with the support of the UN Office of the High Commissioner for Human Rights (OHCHR) Regional Office for Central Asia. The training seminar took place in Guliston, Sughd region, on 2-3 September 2022.

Mr. Shodmon Alizoda, Chairman of the Judicial Board on Family Affairs of the Supreme Court of Tajikistan, in his welcoming remarks noted that a new Housing Code contains multiple legislative innovations which have to be carefully studied to ensure their correct application.

He also stressed the importance of partnership with civil society: “We greatly appreciate our continued cooperation with the “Independent Centre for Human Rights”, whose experts have provided us with important expertise during the process of elaboration of the Housing Code and continue providing their support after the Code has been adopted”.

Mr. Suhrob Shoev, OHCHR National Programme Officer, emphasized the interdependence and interrelation of all human rights. He noted, “The right to adequate housing is key for the realisation of many economic, social and cultural rights and is linked, in particular, to the rights to health, education and employment”. He added, “Ensuring the right to adequate housing, especially for vulnerable groups, is an important driver in achieving SDGs”.

During the training, participants learned about the legal safeguards of the right to adequate housing as well as the rights and obligations of homeowners and members of their families. A separate training session was dedicated to the discussion of real-life cases related to protection of the right to adequate housing and adequate compensation. In addition, participants discussed the role of media in the coverage of forced evictions as well as challenges to the effective implantation of the law “On Access to Information about Activities of the Judicial Bodies”.

“Although a number of issues remain to be discussed, the seminar was very helpful in clarifying approaches to application of the new Code’s provisions”, said Ms. Mavjuda Pulodi, a judge of the Supreme Court. “To enjoy the trust of the citizens in Tajikistan, judges need to ensure that administration of justice, in particular related to the right to adequate housing, is transparent, fair and impartial”, she remarked.

As per feedback from participants, the OHCHR will consider organising similar training for judges in other regions of Tajikistan and, to make such capacity building activities sustainable, to support train-the-trainers seminars as well as development of thematic training modules for the Supreme Court’s Judicial Training Centre.

Tajikistan Market Situation Update, No. 43 (August 29 – September 4, 2022)

Highlights

• Compared to the last week, the average prices of most monitored food commodities remained stable in the majority of markets in the current reporting period. An increase in rice price was reported in 6 markets in the range of 1-9% while it remained the same in 9 other markets. Milk and egg prices also increased in 3-4 markets compared to the last week.

• Compared to the last week, the average prices of potatoes, onions, carrots and cabbage decreased in the range of 2-6% due to the ongoing harvest.

• Compared to average retail prices of July 2022, prices of most food commodities remained stable. Prices of potatoes and onions decreased compared to the last month by 19% and 35%, but carrots and cabbage prices increased by 4% and 9% respectively.

• Prices of petrol and diesel have remained stable this reporting period compared to the last few weeks.

• The skilled and unskilled wage labour rates have remained stable this reporting period compared to the last few weeks.

Tajikistan and Saudi Arabia Expand Parliamentary Cooperation

On September 1, the Chairman of the Committee for State Structure and Local Self-Government Faizali Idizoda met with the Ambassador of Saudi Arabia to Tajikistan Waleed bin Abdurrahman Al Reshaidan. Official visit of the Minister of Foreign Affairs of Tajikistan to Russia

The mayor of Dushanbe allocated material assistance to 5 thousand Dushanbe residents

The corresponding resolution, on the eve of the celebration of the 31st anniversary of the State Independence of the Republic of Tajikistan, was signed by the Mayor of Dushanbe Rustam Emomali.

Emomali Rahmon signed a decree on the autumn conscription for military service

The President of Tajikistan signed a decree on the transfer to the reserve of servicemen who have served the established terms of military service and the next call-up of citizens of the republic born in 1995-2004 for military service, the press service of the President rep[orts.

In accordance with the decree, the autumn conscription will begin on October 1.

Male citizens who have reached the age of 18 by the day of conscription, as well as older conscript ages who do not have the right to deferment or exemption from conscription for military service will be called up to the ranks of the Armed Forces of the Republic of Tajikistan.
