After the collapse of the Soviet Union, the former republics sought their independence. In the Republic of Tajikistan, along with misunderstandings, disturbances and the continuation of the civil war, a large part of the country is in a state of economic and moral crisis. Therefore, independence meant not only the recognition of the state, but also the practical activity of every Tajik individual. That was the reason why there were so many tasks for the people in order to get the country out of the communication isolation, become independent in the field of energy and start the light and heavy industry enterprises. During the 31st year of independence, the Republic of Tajikistan achieved significant achievements. The country has been recognized by more than 150 countries of the world. Also, the unity of Tajiks is an example for all countries of the world. The President of the European Council on International Relations, Professor Anton Karazha, in accordance with the agreement of this Council, awarded the title of Leader of the 21st Century to the President of the country, Emomali Rahmon. This title represents all the country's achievements during XX years under the leadership of the country's President.
People's sovereignty is embodied in state sovereignty and national sovereignty. The people of Tajikistan make their state the right to exercise sovereignty. As a result, the state power becomes independent and acquires its own characteristics. The social basis of the sovereignty of the people and the sovereignty of the state are one and inseparable from each other. Therefore, the sovereignty of the people and the sovereignty of the state are different forms of embodiment of the single sovereignty.
The main areas of state activity to ensure independence, which were foreseen at the 16th meeting and the first steps to build a democratic, law-based and secular state in Tajikistan, are essentially inextricably linked with the name of the country's President Emomali Rahmon, because he has earned the trust of the people in a very short period of time for history. , was able to direct all the efforts of various political and public forces to achieve mutual understanding, peace and resolve socio-economic issues in the country.
Thus, the sovereignty of Tajikistan is such a characteristic of the state power that it actually represents its supreme, independent and sovereign power.
The highest state power is expressed in the fact that it establishes the system of all legal relations currently in force, legal order, legal capacity, rights and duties of state bodies, public associations, officials and citizens. The supreme state power is clearly reflected in the Constitution and laws of the state, which are prepared and accepted by the supreme state bodies or submitted to a referendum.
Another feature of the sovereignty of the state is the unity of the state power, and no alliance or other political force should interfere with the state power.
For the first time, the Declaration of Tajikistan's sovereignty, which was approved on August 24, 1990, reflected the basis of establishing a sovereign, law-based, democratic, secular and unified state in the republic.

In connection with this memorable holiday, an event dedicated to the 31st anniversary of the Independence of the Republic of Tajikistan on the theme "Development of national statehood, the century of unique political, economic, social and cultural achievements of Tajikistan" was held in the territory of Faculty No. 4 of the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan.
The management team of the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan, officers, cadets of the faculty took part in this event. The ceremonial meeting was opened by the head of Faculty No. 4 of the Academy of Internal Affairs of the Republic of Tajikistan, candidate of legal sciences, police colonel Ghafuri M.S. At the opening ceremony, they spoke about the protection of national identity and national values.
It was proved that one of the pillars of Tajik statehood begins with state independence.
