Farmers take loans for development of dairy sector for 120.4 million soms

At least 311 loans were provided for 120.4 million soms for the development of the dairy sector. The Ministry of Finance of Kyrgyzstan provided the data.

Farmers in Jalal-Abad region (29.5 million soms) and Issyk-Kul region (25.3 million soms) received most of the loans. Lending volumes are the lowest in Bishkek (1.3 million soms) and Batken region (2.4 million soms).

The Financial and Credit Fund issues loans for the purchase of cattle (cows) for production of milk or to increase the number of cattle. The loan amount is not more than 500,000 soms to individuals and not more than 1 million soms to farms. The term of the loan is up to three years, including a grace period of up to nine months for repayment of the principal amount. The interest rate on the loan is 6 percent per annum.

Loans are issued against collateral. At the same time, it is planned to provide a loan of up to 150,000 soms under guarantee.

Citizen of Uzbekistan tries to smuggle 1.3 million rubles into Kyrgyzstan

A citizen of Uzbekistan tried to smuggle 1.3 million rubles into Kyrgyzstan. Press service of the State Customs Service reported.

The citizen of the Republic of Uzbekistan was stopped at Dostuk checkpoint. The total amount of the smuggled money was 1,330 million rubles.

The fact was registered, the collected materials were sent to the transport prosecutor’s office of Kyrgyzstan for consideration and making a decision in accordance with the legislation of the Kyrgyz Republic.

Banking secrecy: Conditions under which Tax Service gets access to it

«We have worked out an agreed version on the issue of the Tax Service’s access to information constituting banking secrecy,» Deputy Minister of Economy and Commerce of Kyrgyzstan Iskender Asylkulov said at a press conference on Wednesday.

According to him, the controversial issue was worked out by the Ministry of Economy together with the Union of Banks, the National Bank, the Tax Service and entrepreneurs. As a result, it was decided that the Tax Service, upon request, would receive information only on transactions between entrepreneurs.

«In general, up to 2 percent of the number of registered entrepreneurs are subject to tax audits in Kyrgyzstan. In the process of inspections, it is difficult to fully consider the process of interaction between entrepreneurs. Therefore, the norm on access to banking secrecy was introduced. But the Tax Service will, during inspections, request information from banks only on transactions. If a person, for example, saves money or spends on personal needs, we do not need it. We are only interested in mutual trade, turnover,» Iskender Asylkulov said.

The state stake in Karven Four Seasons will be put up for sale. Kanatbek Turgunbekov, Chairman of the State Agency for Management of State Property, announced at a meeting of the Parliament.

According to him, the state stake in the resort will be included in the privatization list.

«If the appraisal is made at market value, we will try to sell it,» Kanatbek Turgunbekov added.

Previously, this share in the resort belonged to the politician Askarbek Shadiev.

Recall, Askarbek Shadiev fled the country in June 2018 through Tajikistan. The State Committee for National Security put him on the international wanted list. The politician fled after a criminal case was opened against him for misappropriation of $30,000. The funds were allocated for the presentation of the Chingiz Aitmatov Prize. In November 2018, Askarbek Shadiev was deprived of his mandate. In June 2020, he was sentenced in absentia to 13 years in prison with confiscation of property.

Man attempts to commit suicide in Bishkek

A 25-year-old man attempted to commit suicide in Bishkek. Press service of the Ministry of Emergency Situations reported.

The incident, as the ministry reported, occurred this morning at 7.30 a.m. in one of the houses on Tugolbai Ata Street.

«Information about a suicide attempt was received. Rescuers were sent to the scene. After negotiations, they opened the locked door of the apartment,» the statement says.

The man was provided with the first aid and handed over to the ambulance workers.

Second stage of declaration campaign starts in Kyrgyzstan

Second stage of the campaign for accepting single tax returns following the results of 2022 has begun, which will last until May 1, 2023. The Tax Service of Kyrgyzstan reports.

The tax return must be filed by:

Individual entrepreneurs, including those working under a license;

Individuals who own taxable property and a land plot (except for household plots);

Peasant and farm enterprises operating without forming a legal entity;

Employees of institutions, enterprises or organizations that are under the jurisdiction of a state body or local government body, carrying out research, creative, teaching, medical, recreational and other activities to serve the population, not related to executive and administrative functions;

Employees of organizations and enterprises with a state share of participation, who are not state or municipal employees;

Citizens who have a residence permit or the status of returnee who have received income from activities in international organizations;

An individual who acquired property worth more than 300,000 soms during the year.

It should be noted that the deadline for submitting a tax return by legal entities, state and municipal employees expired on March 31.

Fines are imposed in Bishkek for spontaneous disposal of industrial waste. Press service of the City Hall reported.

According to it, the municipal inspectorate in conjunction with Tazalyk municipal enterprise conducts night raids. Six violators were detected and fined 45,000 soms for two days in three districts.

«Throwing industrial waste into garbage bins secretly, often at night, has become a real problem for Tazalyk. Garment, slaughterhouse and construction waste is thrown out. This often leads to equipment failure and increases burden on the workers of the enterprise, since the loading of spontaneous waste takes three times longer than the household waste,» the City Hall said.

The press service reminded that individuals and legal entities must sign contracts for the disposal of construction waste with Tazalyk or other specialized enterprise before the start of construction work.

Mandate refugees cannot apply for citizenship of Kyrgyzstan. Press service of the Ombudsman’s Institute reports.

According to it, the Deputy Ombudsman Albert Kolopov met with the head of the National Office of the UN High Commissioner for Refugees in the Kyrgyz Republic Ivan Saleyeu.

The parties discussed the problems of mandate refugees who cannot register documents for obtaining citizenship of the Kyrgyz Republic, although they have been living in the country for several decades.

«The issue is technical. Additional documents are required that were not previously declared, such as a residence permit. In this regard, refugees cannot submit their documents for obtaining citizenship of the Kyrgyz Republic,» said Ivan Saleyeu.

Albert Kolopov told about the monitoring that the Ombudswoman conducted in Batken region among the returnees, having studied the problems of ethnic Kyrgyz who moved to their historical homeland.

The parties noted the importance of respecting the rights of stateless persons. In particular, the situation with the detention of stateless persons, who have applied for refugee status, for illegal border crossing is of concern.
