Tajik chief prosecutor concerned over the rise in terrorist and extremist crimes in northern Tajikistan

Tajik Prosecutor-General Yusuf Rahmon is concerned over the rise of terrorist and extremist crimes in Sughd province and increase in the number of young people joining extremist parties and movements. He reportedly stated this at a meeting of the working group of Tajik Government that took place in the northern city of Konibodom last month. Speaking at the meeting, Tajik chief prosecutor noted that the number of terrorist and extremist crimes in Sughd increased by 17.5 percent. Most of these cases have been registered in the cities of Isfara and Konibodom,' Rahmon said, noting that six residents of Isfara and two residents of Konibodom are currently getting illegal religious education abroad. According to the official website of the Prosecutor-General's Office of Tajikistan, issues related to the spring conscription campaign and military-and-patriotic education were also in the focus. Rahmon, in particular, noted that criminal proceedings had been instituted against six residents of Konibodom and seven residents of Isfara for the refusal to perform military service. Tajik chief prosecutor emphasized that in accordance of government's guidance, officials must be leaders and role models in mobilizing their children for military service. According to data from the Prosecutor-General's Office, 17 officials from Konibodom and 6 officials from Isfara have sent their children to military service. The two-month-long effort seeking to enlist young men aged 18-27 for the one- or two-year compulsory military service takes place twice a year, in the spring and in the autumn. In the spring, the conscription campaign stats on April 1 and runs through May.

More than 100 representatives of Turkmenistan to arrive in Dushanbe to participate in the business forum

More than 100 representatives of Turkmenistan will arrive in Dushanbe on April 8 to participate in the first meeting of the Tajikistan-Turkmenistan Business Council and a business forum of entrepreneurs of the two countries that take place here on April 8 and 9. An official source within the CCI says senior representatives of more than 67 Turkmen companies engaged in production of plastic products, home appliances, textiles, confectionery, and stationery will participate in the forum. Besides, representatives of tour operators, construction and consulting companies will participate in the forum. According to some sources, Tajikistan is expected to be represented by more than 200 entrepreneurs at the upcoming business forum. According to data from the Agency for Statistics under the President of Tajikistan, a two-way trade between Tajikistan and India over the first two months of this year has valued at about US$11.8 million, which is 1.9 percent more than in the same period last year. This consisted of Tajikistan's exports to Turkmenistan estimated at almost US$200,000 and Tajikistan's imports from Turkmenistan worth almost US$11.6 million.

Irrigation canal being built by the Taliban may worsen already poor water management in Central Asia

After returning to power in Afghanistan in 2021, the Taliban began building an irrigation canal to convert 550,000 hectares of desert in northern Afghanistan into farmland. The Taliban has reportedly made a controversial Qosh Tepa Canal a priority project. Construction of the canal is believed to have begun in March last year. According to some sources, the second of three stages of the project is expected to begin in the coming months, with more than 100 kilometers already dug. Some Central Asia's nations (Uzbekistan and Turkmenistan) have expressed concern that a giant canal project in Afghanistan will have an adverse effect on their agrarian sectors. The Tepa Canal is to be filled with water drawn from the transboundary Amu Darya River. Experts believe that with a length of 285 kilometers and a width of some 100 meters, the canal will divert a significant portion of the Amy Darya's flow while irrigating 550,000 hectares of land. According to some source, it will draw some 10 billion cubic meters of water from the Amu Darya River every year. By diverting water from the Amu Darya River, the canal is also expected to make the Aral Sea disaster worse. The plan to irrigate land in northern Afghanistan is not new. Afghanistan's first president, Mohammad Daud Khan, reportedly had a similar vision in the 1970s.

President of Azerbaijan Ilham Aliyev Completes State Visit to Tajikistan

Recall that the state visit of the President of the Republic of Azerbaijan lasted two days — April 5-6.

The forecast of indicators for the development of social spheres for 2024 and the main parameters for 2025-2026 were presented at a meeting in the Ministry of Economic Development and Trade with the participation of representatives of the Ministries of Energy and Water Resources, Education and Science, Health and Social Protection of the Population, Labor, Migration and Employment.

Opinions were expressed on the prospects for indicators of the development of the social sphere for 2024 and the main parameters for 2025-2026.

The forecast will be developed for the qualitative implementation of the instructions of President Emomali Rahmon in the direction of creating new jobs, training personnel, improving the level and quality of medical care, improving the quality of education, creating new modern schools, small, sunny and wind hydroelectric power plants, as well as increasing the volume of electricity production and, in general, providing favorable conditions for the development of the socio-economic spheres.

While developing a forecast of indicators of socio-economic development for 2024 and the main parameters for 2025-2026, special attention should be paid to the qualitative aspects of development and the provisions of the concepts, strategies, adopted state and sectoral programs.

Therefore, in this process, representatives of the ministries presented a forecast of indicators for the development of the socio-economic spheres, including energy and water resources, health and social protection of the population, labor and employment of the population, as well as education and science in 2024 and the main parameters for 2025 -2026 years.

Akylbek Japarov names 5 directions in reform of education in Kyrgyzstan

Chairman of the Cabinet of Ministers of Kyrgyzstan Akylbek Japarov took part in a forum on reform of the education system. Press service of the Cabinet reported.

The head of the Cabinet of Ministers dwelled in detail on the five main directions of reforming education in the republic.

First, he outlined the adaptation of curricula to modern labor market requirements.

In this context, Akylbek Japarov announced «a complete revision» of the curricula.

«The time for half-hearted decisions is long gone. We should have started the adaptation process a long time ago. While we were piloting different programs, trying one or the other, traveling to different countries and conferences to learn from successful experience, several eras have already changed. Today, not only we, but the advanced countries are faced with the fact that even the most modern education systems were not ready for the shock of universal access to artificial intelligence,» the head of the Cabinet said.

He added that the idea of «catching up with the advanced countries, gradually and in stages» should be abandoned. «The only way now is a jump transition. It is this task of breakthrough development that the president sets before us,» the Chairman of the Cabinet emphasized.

He outlined the improvement of the quality of teaching as the second direction of reforming the education system.

«Our teachers are the foundation of the educational system’s success. We must provide them with opportunities for professional growth and professional development. The introduction of modern teaching methods will help teachers become real mentors for their students,» said Akylbek Japarov.

The third direction is the development of infrastructure and the availability of education.

It is important to ensure equal opportunities for all students, regardless of their location and socioeconomic status. In the coming years, we will actively build schools, kindergartens and new university campuses.

«The Ministry of Education needs to revive Mektep publishing house and adapt textbooks from around the world for teaching in our schools,» the Cabinet Chairman said.

Flexible forms of learning, such as online courses, modular learning and lifelong learning, will allow our citizens to develop their skills and knowledge in accordance with changes in the labor market and their interests,» said Akylbek Japarov.

He named the formation of creative and critical thinking as the fifth and most important direction in reforming the education system.

«In the modern world of information, it is especially important to be able to analyze data, make informed decisions and work in a team. We must introduce elements of project-based learning, case method and discussion formats into the educational process in order to stimulate the development of creative and critical thinking among our students,» the head of the Cabinet said.

Akylbek Japarov expressed confidence that through joint efforts it would be possible to implement the aforementioned five main steps and achieve significant progress in training an educated generation and strong professionals in the country.

Cabinet members to come to Parliament every Thursday

Deputies adopted a bill obliging members of the Cabinet of Ministers of Kyrgyzstan to come to Parliament every Thursday in the third reading. It was announced at a meeting of the Parliament.

Deputies considered a draft law on the Cabinet. In accordance with it, representatives of the Cabinet of Ministers must come to parliament meetings every Thursday and participate in discussions.

Having considered the issue, deputies supported the initiative.

The law will come into force after the president signs it.

Sadyr Japarov discusses cooperation with Foreign Minister of Serbia

President of Kyrgyzstan Sadyr Japarov received the First Deputy Prime Minister, Minister of Foreign Affairs of Serbia Ivica Dacic, who arrived in the country on an official visit. Press service of the head of state reported.

The parties exchanged views on the current state and prospects of the Kyrgyz-Serbian bilateral cooperation.

Sadyr Japarov noted a significant potential for political, economic, cultural and humanitarian cooperation between the two countries.

The Kyrgyz Republic is open to joint work with Serbian partners.

The President stressed that Kyrgyzstan and Serbia have no disagreements or contentious issues in the political plane, which pleases the Kyrgyz side. He expressed confidence in the need to continue work for further cooperation between the two states.

Ivica Dacic extended an invitation to Sadyr Japarov to visit their country. He expressed satisfaction with the visit to Kyrgyzstan and said that his visit to the country was historical.

Ivica Dacic is the first Serbian Foreign Minister to pay an official visit in the last 25 years.

He noted that the states have similar positions on many issues. But bilateral cooperation is still underdeveloped. In this context, it is important that such visits to be an impetus for the development of joint cooperation.

Following the meeting, the parties agreed to develop and strengthen friendly relations in various fields.

Local elections: CEC presents pilot e-voting project

The Central Election Commission of Kyrgyzstan (CEC) presented a pilot electronic voting project and an upgraded voter identification device.

According to the CEC, the lists of voters who vote electronically include citizens who apply for it no later than 15 calendar days before the voting day.

The list of voters is compiled separately for each polling station and published in a separate section on Tizme state portal.

Three local councils of Batken district — Samarkandek, Ak-Sai and Ak-Tatyr participate in the pilot project.

To vote electronically, it is necessary to download Menin Shailoom mobile application in App Store (for iOS) and Play Market (for Android). The voter needs to be identified by personal and biometric data, including facial recognition using liveness technology.

The system will then provide access to the electronic ballot of the respective constituency. After the voting is over, a protocol in the approved form will be generated.

The CEC also told about the upgraded device for voter identification. The device reads information from ID cards, international passports, fingerprints, and prints out reporting information about the voting process.

The elections of deputies to rural councils will be held on April 9 in Naryn, Batken, Osh, Talas and Chui regions.
