The event was held at the Russian Information and Cultural Center to celebrate the 30th anniversary of the Commonwealth of Independent States. Erasing frontiers – OSCE holds cross-regional seminars towards establishing a community of preventing and countering violent extremism and radicalization that lead to terrorism

“What can each of us offer to others to build a community of practice in preventing and countering violent extremism and radicalization that lead to terrorism (P/CVERLT)?” This question gave direction to a series of three, three-day cross-regional seminars for certified facilitators of the OSCE’s Leaders against Intolerance and Violent Extremism (LIVE) capacity-building initiative, organized by the Action against Terrorism Unit of the OSCE Transnational Threats Department.

The seminars took place between 16 November and 8 December 2021. Over 50 graduates of train-the-trainer courses for LIVE facilitators from South-Eastern Europe and Central Asia attended the seminars. Participants shared their experiences and ideas for establishing a community of practice to support their future training delivery, expanding their relevant cross-regional networks in the process.

Participants took stock of lessons learnt and good practices in applying their facilitation skills and implementing prevention activities since completing the train-the-trainer course, inspiring and supporting one another. To set the tone for ongoing peer exchange, selected participants talked at length about their local delivery of LIVE trainings and shared lessons learned from the implementation of prevention initiatives by members of local communities whom they trained.

“The local level work of civil society actors in building community resilience is vital to preventing the spread of violent extremism. However, they cannot work in isolation and without support and resources. Linking practitioners together by creating meaningful spaces - in person and online - for sharing, learning and connecting is necessary to ensure long term impact of P/CVERLT programs,” said Georgia Holmer, Head of Action against Terrorism Unit. “Bringing front-line practitioners, who focus on promoting tolerance and inclusion, together across national and regional boundaries is one of the most powerful steps towards building peace,” she added.

The cross-regional seminars provided participants with opportunities to deepen their relevant knowledge and facilitation skills through tailored sessions with expert trainers of the LIVE train-the-trainer courses. The seminar topics, selected together with the participants, included emerging trends in violent extremism, gender-sensitive prevention approaches, and the Do No Harm approach. The idea of the latter, being mindful of what bring people together and what divides them, different experiences and needs within a community when designing a prevention initiative, strongly resonated with the participants.

"Participants of our LIVE training sessions have seen a lot of potential in facilitators, materials and methodology. This will serve as a solid basis to continue building multi-stakeholder partnerships and apply conflict-sensitive approaches to the issues of violent extremism and radicalization to violence in different regions of Tajikistan,” shared LIVE facilitators Rukhshona Shobudinova and Maryam Davlatova.

With guest speakers from UN Women, the Global Community Engagement and Resilience Fund (GCERF), and the Network for Religious and Traditional Peacemakers, participants had more in-depth discussions on the role of religion in preventing violent extremism, as well as practical tools for advocacy and fundraising as relevant to their local training participants.

Tajikistan and EU Discuss Key Aspects of Partnership

Yesterday on the sidelines of the Second Ministerial Conference “Italy — Central Asia” in the C5 + 1 format in Tashkent, Minister of Foreign Affairs Sirojiddin Muhriddin met with the EU Special Representative for Central Asia Terhi Hakala.

The parties had an exchange of views on key aspects of the partnership between Tajikistan and the EU, including in politics, security and regional cooperation.

They also had a constructive dialogue on international issues, including the security situation in Afghanistan and other topics of mutual interest.

Meeting of JamoliddinNuraliev with the IMF delegation

On December 6, 2021 Jamoliddin Nuraliev First Deputy Chairman of the National Bank of Tajikistan had an online meeting with representatives of the International Monetary Fund (IMF) Carlos de Barros Serrao and S. Eric Oppers.

At the beginning of the meeting, First Deputy Chairman of the National Bank of Tajikistan Jamoliddin Nuraliev expressed satisfaction with productive and multifaceted cooperation between the IMF and the NBT, which is generally aimed at developing banking system of Tajikistan.

“The National Bank of Tajikistan has established mutually beneficial cooperation with the International Monetary Fund and in this regard, highly appreciates new project of Technical Assistance to ensure financial stability which was requested by the National Bank of Tajikistan and supported by the IMF. This technical assistance is timely and appropriate for development of financial sector of the Republic of Tajikistan as part of on going reforms to streng then financial stability, promote effective macro-prudential policy, risk management, banking regulation and supervision, ”has said Jamoliddin Nuraliev First Deputy Chairman of the NBT.

During the meeting, it was noted that“Financial Stability Sector Review” (FSSR )Technical Assistance Program was launched in 2017 . Upon the request formthe National Bank of Tajikistan the Republic of Tajikistan is the 24th country to receive this program from the IMF.

IMF Representative Carlos de Barros Serrao outlined the process of implementing Technical Assistance Project to assess financial stability sector with its key components, classifying financial sector risks in a matrix and thus mentioningrisks mitigation and management at a later stage. It was noted that at the first phasean overview of financial stability sector will be preparedand draft Action plan for the following delegation will be finalized. Implementation of the next phase will be carried out by the extended delegation andis planned for April 2022. This will create a favorable foundation for the project to continue in the medium term.

During the meeting, the IMF representatives expressed their readiness to cooperate in the field of technical assistance using all available opportunities, and the National Bank of Tajikistan proposed to solve the issues of strengthening macro-prudential policy and risk analysis tools during implementation of the program. Moreover, it was proposed to use new stress-testing modules and pay particular attention to new issues and improvements in financial statistics.

First Deputy Chairman of the National Bank of Tajikistan Jamoliddin Nuraliev underlined the need to focus onand implement technical assistance in one direction - financial stabilitystrengthening, which is new and effective area. The “Financial Stability Sector Review” provides an opportunity to identify aspects of reforms and facilitate their implementation in order to strengthen financial stability and promote effective macro-prudential policies, risk management, regulation and banking supervision.

In conclusion, the parties expressed their interest in further strengthening effective cooperation and continuing meetings and dialogue within this project for development of banking system of the country.

Two Production Enterprises Put Into Operation in Dushanbe

Two new production plants have been put into operation in Dushanbe.

The new enterprise for the production of LED lamps has created more than 45 new jobs.

The raw materials used for the production of lams are imported from Russia. The company produces more than 27 types of lamps.

The equipment for the newly opened plant for the production of cardboard containers, which offers more than 30 types of cardboard boxes, have been imported.

The monthly production capacity of the enterprise which is part of Pulotov LLC is about 1.5 million boxes.

The company has the ability to organize production in accordance with the needs of clients.

Tajik Ambassador Meets Turkish Minister of Family Affairs and Social Services

Yesterday, the Ambassador of Tajikistan to Turkey Ashrafjon Gulov met with the Minister of Family and Social Services of Turkey Derya Yanik.

The meeting focused on the exchange of knowledge, experience, and strengthening cooperation in the field of social protection of the population.

The parties also stressed the importance of the family in society.

Ambassador Gulov noted that the status of women has increased in Tajikistan, especially in the light of President Emomali Rahmon’s policies.

The parties coordinated the establishment of a working group to develop cooperation, exchange experience in the field of social protection, and implementation of various items in the agenda of the Tajik-Turkish Intergovernmental Commission on Economic Cooperation.

Participation of the delegation of Tajikistan in the Executive Council of the World Organization of Islamic Education, Science and Culture

On December 6, 2021 in Cairo was held a meeting of the Executive Board of the World Organization of Islamic Education, Science and Culture (ICESCO), which was attended by Assistant to the President of the Republic of Tajikistan on Foreign Affairs Azamsho Sharifi.

During the meeting, the draft agenda of the 14th session of the General Conference, the Executive Report on the activities of ICESCO in 2021, the Financial Report of the Organization in 2021, the ICESCO Report on Contributions of Member States in 2021, proposals to improve the financial stability of ICESCO, The draft two-year budget action plan for 2022-2023, a number of administrative and legal documents and proposals were also adopted.

Quality of Medical Services for Mothers and Children Improved in Tajikistan

A number of significant strides have been made in the health sector of Tajikistan, especially in the field of maternal and child health, in the last 30 years. This was announced yesterday at a working meeting which focused on the analysis of critical cases and the prevention of maternal mortality, reports the Ministry of Health and Social Protection of the Population.

Issues related to improving the quality of medical services for mothers and children were discussed within the framework of the Public Health Strategy of Tajikistan for the period up to 2030.

The meeting was attended by the Deputy Minister of Health and Social Protection of the Population Zulfiya Abdusamatzoda, heads of a number of institutions and departments, development partners, and specialists of the country’s medical institutions.

Abdusamatzoda stated that the issues of maternal and child health are one of the priority directions of the current policy of the government and the Ministry of Health and that a number of important strategic documents have been adopted in this direction.

“Per President Emomali Rahmon’s instructions Istiklol Medical Complex, Khorug’s regional maternity hospital, central hospitals in Lakhsh, Nurobod, Dusti, Khuroson, Yovon, Farkhor, Hamadoni, regional and city maternity hospitals in Khujand, as well as the Maternity Hospital ?2 in Dushanbe have been provided with the latest equipment,” said Abdusamatzoda.

Additionally, perinatal centers have been built in Kulob and Bokhtar, and the Central District Hospital was commissioned in Vose.

“This made it possible to improve the access of the population to health services,” she said.

Dr. Alaei Names Main Factors of Tajikistan’s Success in the Fight Against COVID-19

President of the Institute for International Health and Education in New York Dr. Arash Alaei, who collaborates with the Ministry of Health and Social Protection of the Population of Tajikistan as an expert, named the main factors of Tajikistan’s success in the fight against the coronavirus.

He noted that the measures and approaches of many countries have been analyzed since 2019.

“We can divide countries into different groups. Countries that have acted successfully and have managed to maintain this success. Countries that have succeeded in some cases, but have faced difficulties, and countries that have failed from the beginning and are still struggling to control the disease,” he said.

According to Dr.Alaei, Tajikistan is a country that has so far been successful in the fight against COVID-19.

The American doctor named the main factors of this success and noted that the people and the government of Tajikistan, from the first days of the outbreak of the virus, have paid serious attention to COVID-19.

“The government has set up a national commission whose members are paying close attention to COVID-19 programs. The population has also implemented the programs developed by experts,” he noted.

Dr Alaei further noted that the government of Tajikistan, the commission, and the population listened and followed scientific advice, and not in prejudice and unscientific debate.

“We saw that the success was achieved by those countries that placed their belief in science, and governments and populations followed scientific recommendations. Those countries that faced big problems did not pay attention to scientific developments and recommendations,” he emphasized.

A very important point he noted is that the virus can evolve and develop new strains if people do get vaccinated and do not wear a mask. In this case there is a risk of a new wave of COVID-19.

“There is a new strain called omicron,” he said.

Omicron, according to Dr.Alaei, can be contracted quickly, so the doctor urges Tajiks to remain cautious.

The American doctor praised the work done by the government of Tajikistan and the Ministry of Health and Social Protection of the Population in informing the population about the need to follow the appropriate rules of hygiene, and in implementing important measures in the fight against the spread of the virus.

“The disease is severe and its mortality rate is 1 to 3%. However, it cannot be prevented by fear, so we must be vigilant and prevent the spread of the disease with a scientific approach,” said he.

According to Dr. Alaei, those that have already been infected can be re-infected with new strains.

He also noted that even vaccinated people can become infected with the new strain, but its consequences are not as dire.
