Local council deputy becomes stabbing participant in Kara-Suu

Deputy of Savai rural council Nurbek Abdumalik uulu became a participant of stabbing in Kara-Suu district. Azattyk reports.

The Department of Internal Affairs of Osh region opened a criminal case under the article «Hooliganism».

The incident occurred on the night of May 6 in one of the apartments in Kara-Suu town. One of the victims was Nurbek Abdumalik uulu, a 30-year-old deputy of Savai rural council, the second was a 28-year-old resident of the same village.

The police found no evidence that the stabbing participants were members of a criminal group, but the reasons for the incident were not announced.

Illegal casino revealed in Osh city

Illegal gambling activity was stopped in Osh city. Press center of the State Committee for National Security of Kyrgyzstan (SCNS) reported.

During a search in the gambling establishment, 327,000 soms and 16 personal computers were found and seized.

«The casino manager had 597,200 soms, $4,800, 4,000 rubles and 4 processors. Work continues to detect and suppress activity of gambling establishments operating without permits,» the SCNS said.

19-year-old citizen detained for illegal crossing of border

A 19-year-old resident of Chui region was detained for illegal crossing of the state border in Batken. Press service of the Department of Internal Affairs of the region reported.

The guy crossed the border and was detained while trying to return to Kyrgyzstan.

A criminal case was initiated under article 378 «Illegal crossing of the state border» of the Criminal Code of the Kyrgyz Republic. The case file was sent to court.

Azerbaijan-Armenia: State Department Urges For Peace Over Violence

The United States on Thursday urged Azerbaijan and Armenia to seize peace initiatives as both countries traded gunfire along borders ahead of this weekend's Brussels talks, TURAN's Washington correspondent reports.

"This kind of violence, we believe -- it undermines the progress made by Armenia and Azerbaijan toward a durable and dignified peace, and we call on the leaders of both of these countries that when they convene in Brussels on the 14th to... agree to distance their forces along the border, as discussed by Secretary Blinken" State Department's Principal Deputy Spokesperson Vedant Patel told a daily press briefing.

Washington recently hosted four days of talks between Azerbaijani and Armenian foreign ministers and EU-mediated talks between Ilham Aliyev and Nikol Pashinyan are scheduled for this weekend.

When asked by TURAN whether Washington viewed the upcoming dialogue as continuation of Washington talks, Patel said the following:

"We see the dialogue that we hosted as important, positive steps in which we felt the two countries had the opportunity to engage on some important issues, see the other side’s point of view. And we believe that there continues to be a durable path forward. We believe that there is a peaceful solution to this. It’s why we, from the Secretary on down, have continued to be so deeply engaged on this. But I’m not going to get ahead of these talks themselves."

TURAN also asked Patel about the Russian Foreign Ministry spokesperson's latest comments on U.S.-led talks in which she'd questioned Washington's optimism about the latest dialogue.

"I don’t spend a lot of time thinking about what my Russian counterpart says from her podium," Patel said in response.

He went on to add, "... As it relates to this very important issue of peace between Armenia and Azerbaijan, it is something that this department will continue to remain deeply engaged on."

Washington 'believes' that there is a clear path forward, Patel added. "We obviously were happy to host these two countries at the beginning of May. We believe that those talks were fruitful and laid the groundwork for a continuation of these talks beginning in Brussels, and we’ll let that process play out," he concluded.

Advancing peace in the South Caucasus has also been a subject to high-level talks between top U.S. and French diplomats on Thursday,TURAN reports.

Deputy Secretary of State Wendy Sherman spoke with French Foreign Ministry Secretary General Anne-Marie Descôtes and they "highlighted their commitment to advancing peace and reconciliation efforts in the South Caucasus," State Department spokesperson Matthew Miller said in a redout of the call.

“STEAS” division head on STAR refinery plans

"SOCAR Turkiye Enerji" (SOCAR's Turkish subsidiary, "STEAS") plans to raise capacity of "STAR" refinery from 11.3 million tons to 12 million tons per year in 2023, head of "SOCAR Turkey Refining and Petrochemical Business Unit" (a branch of "SOCAR Turkiye Enerji" - "STEAS") Anar Mammadov told Azerbaijani journalists in Izmir during the press tour.

At present, the refinery meets 20-25% of Turkey's needs in the main types of oil products, and 55-60% of oil products produced at the refinery account for diesel. The refinery provides naphtha as raw material for the "Petkim" petrochemical complex. And "Petkim" is a shareholder of this refinery.

"Our priority is to supply petroleum products to the Turkish market. But sometimes we are better off exporting diesel and jet paraffin because of better logistics. And we occasionally enter the Mediterranean market with them, as well as with raw materials for the chemical industry," Mammadov said.

Note that SOCAR invested about $7bln in the construction of the "STAR" refinery, and it was commissioned on 19 October 2018 with the capacity to process such oil grades as "Azeri Light", "Kerkuk" and "Urals", over 20 oil grades in total. At the same time, by its design, the refinery is most suitable for processing heavy grades of oil, such as those from Kazakhstan, Africa and the Black Sea region.

Note that "STAR" refinery is designed for annual production of 1.6 million tons of naphtha, 1.6 million tons of jet fuel, 4.8 million tons of diesel with very low sulfur content, 700.000 tons of petroleum coke, 420.000 tons of mixed xylene, 480.000 tons of reformate and 160.000 tons of sulfur.

In April, "STEAS" shareholders decided that "Petkim"s stake in the refinery would be reduced to 12 per cent from 18 per cent.

In 2024, the refinery will halt operations for 45-60 days for preventive maintenance work.

Asked by Turan why this decision was adopted, Mammadov explained, "The two facilities operate with different margins, and this is not a good situation for shareholders. Since the refinery and "Petkim" are mutually integrated in terms of operations and shareholders' work, a decision was adopted to reduce "Petkim"s stake in the refinery to preserve capex and ensure international credit obligations. It will optimise the operation of both facilities. I do not rule out that the stakes will change over time. With "Petkim"s stable liquidity and high return on projects, this company, in which SOCAR holds the controlling interest, can raise the share".

Asked whether the refinery gets oil from Russia, Mammadov said: "We adhere to all international sanctions (against Russia - editor's note) ... In general, we have enough opportunities to buy different types of oil. We try not to take Azerbaijan's oil, because it is expensive and light. We take mostly heavy oil on the open market".

International Day of Plant Health, 12 May 2023

Both our health and the health of our planet depend on plants. Plants are the source of the oxygen we breathe, much of the food we eat, the fibers that make our clothes and natural building materials. Yet, up to 40 percent of food crops are lost due to plant pests and diseases every year. This is affecting food security and agriculture, the main source of income for vulnerable rural communities. Climate change and human activities are also affecting plant health, altering ecosystems and damaging biodiversity while creating new niches for pests to thrive. The International Day of Plant Health (I.D.P.H.) is an annual celebration held on May 12 to raise awareness about protecting plant health to improve food security, distribution, and consumption. Declared by the United Nations, I.D.P.H. aims to encourage communities to tackle plant and crop health issues as a way to help end hunger, reduce poverty, protect biodiversity, and boost economic development. The day follows as a legacy of U.N.'s International Year of Plant Health observed in 2020. Our health and that of our planet depend on the health of our plants. Plants make up 80% of the food we eat and provide 98% of the oxygen we breathe. Yet they're constantly under threat by natural and man-made disasters, including pest infestations, the increased use of pesticides and herbicides, the rising, unsustainable pace of global trade, and climate change. These problems pose risks, especially for vulnerable rural, poverty-stricken communities, which often depend on agriculture for subsistence. International Day of Plant Health was brought to the world's notice first by the U.N.'s own Food and Agriculture Organization (F.A.O.), which called for further investment in innovation to boost food security and ensure that the food we eat is grown, delivered, and consumed healthily. The organization specifically calls to note the need to transform agricultural systems around the world to become more efficient, more inclusive, more resilient, and more sustainable. In addition to its idea, the F.A.O. has mapped out several key steps to improve global plant health, such as fostering more development and implementing standard measures to protect global plant resources. It also notes the importance of safe trade practices that deemphasize the use of pesticides, to enhance the health of seeds, soils, and pollinators. On the political side, governments of the world are called on to prioritize the health of their agricultural products and the sanitary quality of their agricultural processes and to emphasize the need for more scientific input in tackling the matter. Unanimously, on March 2022, the United Nations General Assembly declared May 12 as International Plant Health Day to highlight these issues on a global scale. In subsequent years, this holiday will be marked by various events on global, regional, national, and even farm levels.

CEO of SOCAR Trkiye: Petkim’s export hit USD 900 million in 2022

'Last year, Petkim produced USD 3 billion worth of products and exported products in the amount of USD 900 million,' said acting CEO of SOCAR Trkiye Elchin Ibadov. 'Although the main goal of the company is to meet Turkey's domestic market demand, additional products are also exported,' the acting CEO added.
