President of France fails to save Armenian PM – attempt to sabotage talks beyond Armenia’s capabilities

On the eve of the Brussels meeting, the Armenian side did everything possible to ensure that it either did not take place at all, or there was not the slightest breakthrough in the negotiations on a peace agreement, Trend reports.

Things did not go as Yerevan had planned. The meeting confirmed that the attempt to avoid or sabotage peace is already beyond the capabilities of both Armenia and its patrons. There is only one option for Armenia left - to agree to the conditions of Azerbaijan.

Despite the fact that Nikol Pashinyan and Emmanuel Macron tried to cancel Azerbaijan's peace plans, Baku once again patiently and resolutely repelled these attempts.

Since October, France and Armenia have purposefully sought to hold a meeting in a quadrilateral format, the Azerbaijani side did not agree to this, and as a result of the will and firm position of Azerbaijan, the Brussels format reactivated.

Baku has achieved its goal this time and proved after Washington in Brussels that there is one interested party in the peace talks - Azerbaijan.

The next trilateral meeting between President of Azerbaijan Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan and President of the Council of the European Union Charles Michel in the Brussels format ended in favor of Baku.

At the last two meetings, both the head of the US State Department, Antony Blinken, and the head of the EU, Charles Michel, supported the position of official Baku.

Armenia should think carefully about the results of the next meeting in the Brussels format. If the military-political leadership of Armenia continues to obstruct negotiations on a peace agreement, it should think about its future.

Azerbaijan will never allow the realities formed in the South Caucasus to be changed by Armenia and its patrons, whether through military provocations or diplomatic manipulations. If Yerevan continues to create barriers to the reintegration of the Armenian residents of Azerbaijan’s Karabakh, then Yerevan will suffer the greatest damage from this.

Speaker of the Assembly of Representatives Zokirzoda Attends a Special Meeting of the National Assembly of Azerbaijan

President Emomali Rahmon Arrives in Beijing for State Visit

The Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, arrived on a state visit in the city of Beijing, People’s Republic of China.

The President of the country, Emomali Rahmon, was warmly met by the high-ranking representatives of the Government of the neighboring country, China, at the Beijing International Airport, which was festively decorated to welcome the distinguished guest.

In order to receive the Honorable Head of State, Emomali Rahmon, a parade of honor was lined up and the national flags of Tajikistan and China were hoisted.

It is expected that during this visit, President Emomali Rahmon will hold fruitful meetings with the Chairman of the People’s Republic of China Xi Jinping, high-ranking leaders of the Government of this country and representatives of reputable Chinese companies with a view to strengthening and expanding friendly and cooperative relations.

The Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, left for the People’s Republic of China to make a state visit and participate in the «China + Central Asia» Summit of Heads of State.

At Dushanbe International Airport, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, was seen off by the Chairman of the Majlisi milli Majlisi Oli of the Republic of Tajikistan, the Prime Minister of the Republic of Tajikistan, the Head of the Executive Office of the President of the Republic of Tajikistan and other officials.

On this visit, the President of the Republic of Tajikistan, Honorable Emomali Rahmon will be accompanied by the Minister of Foreign Affairs, assistants to the President of the Republic of Tajikistan on Foreign Relations and Economic Issues, ministers of economic development and trade, transport, industry and new technologies, the Chairman of the State Committee for National Security, the chairmen of the committees for television and radio, food safety, the President of the National Academy of Sciences of Tajikistan, and other officials.

Croatian parliamentary delegation visits ‘ASAN Service’

A delegation led by Deputy Speaker of the Croatian Parliament Davorko Vidovic has today visited the 'ASAN service' center. The visitors were informed about the activities and innovations of 'ASAN service' centers. It was noted that with the application of the most advanced information technologies, these Centers provide efficient and transparent access to key public and private services for citizens, foreign residents, as well as legal entities in the Republic of Azerbaijan. In 2015, the Azerbaijan Service and Assessment Network received the United Nations Public Service Award for the best public service delivery mechanism worldwide. That was in recognition of the Network as an international role model of establishing a citizen-oriented, modern, transparent, innovative and accessible public service delivery mechanism. In 2023, Azerbaijan`s ASAN Service was also honoured with the 'Best Government Service in the World' award as part of the World Government Summit`s Global Government Excellence Award program held in Dubai, the United Arab Emirates. The Global Government Excellence Award recognizes innovators who have excelled in providing government services around the world. The delegation also familiarized themselves with the activities of 'INNOLAND' Incubation and Acceleration Center as well as 'ABAD' legal entity which was established to support family businesses such as decorative-applied folk arts and agriculture. As part of the visit, discussions were held on establishing cooperation between the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and the Croatian agency operating in the relevant field.

How does the Republic of Korea help Tajik medical specialists?

On August 21, 2022, Tajik doctors traveled to the Republic of Korea to participate in the "Educational Program on Advanced Health Management and Burn Treatment System ('20-'22)". On May 12 this year, at a seminar at Rumi Hotel, they spoke about the experience they gained there and the results they achieved in the burn treatment. The trip was organized by the Representative Office of the Korea International Cooperation Agency (KOICA) in Tajikistan and the Embassy of the Republic of Korea as part of the CIAT scholarship program. The training took place at the Bestian Hospital in Seoul from August 22 to September 1, 2022. CIAT is a cooperation program in which politicians, government officials and experts from developing countries are invited to Korea for technical training and knowledge sharing. The group of doctors consisted of 18 specialists from the Ministry of Health and Social Protection of the Population of Tajikistan in the field of burn diseases and plastic surgery from all over Tajikistan. Through the program, they gained knowledge of innovative burn treatment methods, as well as learned about the modern technologies of South Korea. Some of them have already been implemented, some are only going to be put into practice. Some participants spoke about this in more detail during the seminar. Thus, according to Asadullo Sharopov, the Leading Specialist of the International Cooperation Department of the Ministry of Health of Tajikistan, 80% of primary health care facilities (PHC) in the country have been repaired, another 89% have been provided with the necessary equipment. 'Funding of primary health care has increased over 10 years from 15.9% in 1998 to 39% in 2022. 5,000 doctors and 10,000 mid-level health workers have been trained in family medicine in Tajikistan. 110 clinical protocols have been developed and approved. The scope of emergency medical care has also been improved,' he concluded. Among other things, there have been reforms in the health sector, including in the national strategy of Tajikistan. What new treatments are already being used? One of the participants in the CIAT program is a specialist from the Republican Scientific Center for Cardiovascular Surgery in Dushanbe. On the basis of the Center there is a department of reconstructive and plastic microsurgery, where from 200 to 300 emergency reconstructive plastic surgeries and from 80 to 900 elective surgeries are performed annually. 'At the moment, as part of the training from KOICA, we have successfully eliminated defects in the eye sockets, performed reconstructive rhinoplasty, elimination of hypospadias (malformation of the genitourinary system in children) and a number of other operations,' the specialist noted. Also, according to him, they attended trainings and seminars, listened to lectures on the consequences of reconstructive surgery burns from leading Korean specialists. As a result, all participants received certificates. And some of the methods that specialists learned about during the training have already been put into practice. 'One of our cases was an extensive defect in the patient's foot after an injury. In such cases, there are 2 options: amputation of the limb, or, roughly speaking, replacement with another defect. Professor Moon recommended free skin plastic surgery to us. There is a compression material for such operations in Korea, but not yet in Tajikistan, so we created it ourselves and performed the operation. The patient was satisfied with the results of our work. If in the future the clinic "Bestian" provides us with this material, the results will increase. Another patient of ours received a serious injury, healing did not start in any way. Previously, in such cases, it was recommended to amputate the limb and install a prosthesis. But instead, we transferred the patient to our clinic, where, thanks to the knowledge gained, we performed a two-stage operation. The treatment was very long, but the patient saved the limb,' said an employee of the Republican Scientific Center for Cardiovascular Surgery. What needs to be improved? At the seminar, the participants of the program shared their opinion about what is lacking in specialists, departments, hospitals that treat burns in Tajikistan. The list includes: lack of beds, modern technologies, qualified personnel, modern equipment, etc. Participants also made a number of suggestions to improve their work. Among them: improving the skills of employees, conducting demonstration operations and briefings from qualified Korean specialists, replacing equipment in burn treatment facilities with more modern equipment, as well as strengthening the electronic patient registration system. As tasks were identified: the gradual expansion of departments at the expense of central and state administration, the development of cooperation between the Ministry of Health of the Republic of Tajikistan with other international partners to provide modern technologies, consumables and retraining of specialists.

Industrial fields to benefit $4 trillion from usage of 5G – Nokia VP

The 5G network plays a critical role in the industrial fields, Nokia's Vice President for East Europe, Türkiye, and Central Asia Region Demetrio Russo said during the "GSMA Mobile 360 Eurasia 2023" event in Baku, Trend reports.

"The industrial fields will make a profit of $4 trillion from the use of the 5G network. Over 70 percent of the machines are not connected to the Internet. We lack a lot of data to make production smart and autonomous. Moreover, business expansion requires an Internet connection, stable and high speed in order to efficiently manage and analyze data," Russo said.

According to the vice president, Nokia is a leader in the field of 5G.

Russo also noted that Nokia was the first to launch projects in the field of 5G and is working on the universal connection of applications to the Internet.

"In Azerbaijan and Central Asia, we are assisting in the development of the industrial revolution," he added.

Nokia is a public limited company listed on the Helsinki Stock Exchange and New York Stock Exchange. It is the world's 415th-largest company measured by 2016 revenues according to the Fortune Global 500, having peaked at 85th place in 2009.

Azerbaijan approves number of documents signed with Tajikistan

President of the Republic of Azerbaijan Ilham Aliyev has signed a decree approving the "Protocol between the State Customs Committee of Azerbaijan and the Customs Service of Tajikistan on the organization of the exchange of preliminary information on goods and vehicles transported between Azerbaijan and Tajikistan", Trend reports.

The decree approves the protocol signed on April 5, 2023 in Tajikistan's Dushanbe.

President Ilham Aliyev's another decree approved the "Agreement between the Government of Azerbaijan and the Government of Tajikistan on cooperation in the field of land management, land relations, cadaster, geodesy, cartography, remote sensing of the Earth and geographical information systems", signed on April 5, 2023 in the city of Dushanbe.

The competition will be held on May 17-21 under the motto "Shine like a star".

In general, 315 graces (191 seniors, 124 juniors) will perform in the continental championship with the participation of rhythmic gymnastics stars from 38 countries.

During the competition, which will take place over five days, the graces will perform in an individual program (seniors) and in a group exercise program (juniors and seniors).

Teams of group exercises among seniors will present programs with five hoops, three ribbons and two balls, while teams among juniors will compete in programs with five jump ropes and five balls.

At the competitions, Azerbaijan will be represented in the individual program by seniors Zohra Aghamirova and Ilona Zeynalova, while Gullu Aghalarzade, Laman Alimuradova, Kamilla Aliyeva, Zeynab Hummatova, Yelizaveta Luzan and Darya Sorokina will perform within the senior team in group exercises. At the same time, Govhar Ibrahimova, Sakinakhanim Ismayilzada, Madina Aslanova, Ilaha Bahadirova, Ayan Sadigova, and Zahra Jafarova will join the competitions among junior group teams.
