Health Ministry develops system for epidemiological situation monitoring

The Department of Disease Prevention and State Sanitary and Epidemiological Surveillance, together with the Center for Electronic Healthcare of Kyrgyzstan, developed iEPID information system for monitoring public health incidents. Press center of the Ministry of Health reported.

According to it, iEPID is aimed at monitoring the epidemiological situation in the country and provides a quick and effective response to emerging problems, including outbreaks of infectious diseases. The system allows to track them, providing real-time information on the number of cases, spread of the disease across territories and other factors necessary for taking effective measures. For example, it is currently actively monitoring outbreaks of measles, meningitis, and COVID-19.

«Previously, information on various cases of infectious diseases was collected randomly through telephone and e-mail, which could lead to delays and incorrect assessment of risks in outbreaks. To minimize the impact of the human factor, iEPID is integrated with other healthcare information systems. Data is automatically transferred to it if a case of epidemiological significance is registered,» the ministry said.

iEPID has pre-set incidence thresholds for various diseases and it automatically analyzes information from different systems. When the number of cases exceeds a set threshold, the system generates an alert that requires further review and validation. The information system also made it possible to significantly reduce paperwork, cancel a number of forms, reporting forms and information logs.

The system was developed as part of the implementation of the target model for the development of digital healthcare Sanarip MED.

Creative aquaculture forum held in Bishkek

The Food and Agriculture Organization of the United Nations (FAO) and the Kyrgyz National Agrarian University held a youth forum in Bishkek on the role of the aquaculture and fisheries sector in ensuring food security. UN FAO Office in the Kyrgyz Republic reports.

The event brought together the leaders of the fishing industry, representatives of government agencies, public associations, experts and university students studying aquaculture. The organizers gave the young generation the opportunity to demonstrate their involvement in solving the problems of development of the aquaculture and fisheries sector.

At least 74 percent of the total is trout production, 9.3 percent is carp and 16.5 percent is other fish species.

«Indicators of domestic consumption of fish in the countries of Central Asia, including Kyrgyzstan, unfortunately, remain low. This shows a gap between supply and market demand for fish and fish products. At the same time, it is important to note that the Central Asian region has significant potential to contribute to the sustainable development of fisheries and aquaculture,» Kuvatbek Bapaev, Senior Policy Adviser of the FAO Office in the Kyrgyz Republic, said in his opening speech.

Within the framework of the forum, a small culinary competition was held, where everyone could taste traditional dishes of Asian and European cuisine, but made from fish. FISHbarmak and a fishburger most of all impressed the tasters and jury members.

The second part of the forum was held in the format of a startup project competition. As Vadim Dosaev, Deputy Chairman of the Association of Fisheries of Kyrgyzstan, emphasized, participation in such events is a good chance for young people to demonstrate their level of training and ability to solve problems that are relevant for the aquaculture sector.

Prosecutor’s office opens criminal case on fight with servicemen in Leilek

The military prosecutor’s office of Batken garrison opened a criminal case on the fact of a fight in Leilek district. Own sources informed 24.kg news agency.

The criminal case was initiated under the article «Hooliganism» of the Criminal Code of the Kyrgyz Republic.

«According to local residents, the fight was started by servicemen of the Ministry of Defense. It is known that they were under the influence of alcohol and provoked the conflict,» the sources said.

Servicemen of the Ministry of Defense got into a fight with local residents on May 7 in Muras village (former Margun. — Note of 24.kg news agency) in Leilek district of Batken region. About 100 military and civilians participated in the fight.

People’s kurultai – attempt to introduce fifth wheel of power, deputy believes

«People’s kurultai is an attempt to introduce the fifth wheel of power,» deputy Adakhan Madumarov said at a meeting of the Parliament.

He demanded the text of the draft law on People’s Kurultai proposed by the working group.

«Deputies will vote after studying the material. We need to know which articles out of 22 you have removed. You should hand out materials three days before the start of the parliamentary session. Then you will say that the bill is not discussed in the second reading,» Adakhan Madumarov said.

He was supported by MP Aibek Osmonov, who noted that the bill has to be discussed. «The more we discuss, the better the bill is,» he said.

The deputy Zhanar Akaev replied that the working group was proposing the draft for the second reading, and therefore could not hand out the text.

The deputies insisted, and they were given the text, then discussion began.

The draft law on People’s Kurultai was rejected by the Committee on Constitutional Legislation, State Structure, Judicial and Legal Issues of the Parliament in May 2022.

The presidential administration again submitted it for discussion in March 2023. After heated debates, the Parliament removed the bill from the agenda and created a working group.

SCNS reveals corruption in Kiyal state enterprise

The State Committee for National Security of Kyrgyzstan (SCNS) revealed corruption schemes in Kiyal state enterprise and detained several former and current employees. Press center of the state committee reported.

A stable corruption scheme consists in the illegal sale and leasing of premises of Kiyal National Association of Folk Art Crafts state enterprise under the Department for Presidential Affairs of the Kyrgyz Republic.

It was revealed that the officials and responsible employees of Kiyal state enterprise, for the purpose of personal enrichment, organized a scheme for the systematic illegal collection of funds from entrepreneurs and traders at Kiyal market.

«Based on the decision of the judicial authorities, searches were carried out. Evidence was found confirming the fees for illegal leasing, the facts of illegal sale without official registration of the commercial and industrial premises of Kiyal state enterprise for $12,000,» the statement says.

An interdepartmental commission has been set up within the framework of the criminal case. The exact amount of damage caused to the state is being calculated.

Violations of fire safety requirements were revealed during the installation and equipping of trading places, which can lead not only to material damage, but also to casualties among the population.

The SCNS reminded about the fire that occurred at Kiyal market in the fall of 2021. The total fire area was about 100 square meters, 17 pavilions burned down.

Taking into account the collected evidence, the former director of Kiyal state enterprise, market controllers, involved in the said corruption scheme were detained and placed in the pretrial detention center.

Investigative and operational measures are ongoing to establish other manifestations of corruption and officials involved in these illegal actions.

Deputy proposes to revise Constitution

Deputy Mirlan Samyikozho proposed to revise the text of the Basic Law at a meeting of the Parliament.

According to him, the new version of the Constitution was prepared in a hurry with mistakes.

«No matter how many times we make changes to the Basic Law, we always write in Russian and then translate it into the state language, although the heads of the last Constitutional Conference say that this time the text was first written in Kyrgyz. But, in fact, there are many errors due to the translation from Russian into Kyrgyz. We have found all errors. All our problems are because of the Basic Law. It was adopted in haste. Therefore, it is necessary to revise the wording of the Constitution,» Mirlan Samyikozho said.

Deputies refuse to dismiss Cabinet of Ministers of Akylbek Japarov

Parliament of Kyrgyzstan did not support the proposal of Butun Kyrgyzstan faction on resignation of the Cabinet of Ministers headed by Akylbek Japarov.

Earlier, the Committee on Constitutional Legislation, State Structure, Judicial, Legal Issues and Regulations of the Parliament rejected the faction’s initiative.

During the voting, only 9 deputies supported the resignation of Akylbek Japarov, 48 opposed.

Three candidates nominated for post of Ombudsman in Kyrgyzstan

On May 3, the Parliament dismissed the Ombudswoman of the Kyrgyz Republic, Atyr Abdrakhmatova, by a majority vote. 24.kg news agency found out who is nominated for the post of the main human rights activist of the country.

According to Cholpon Sultanbekova, Chairwoman of the Committee on Constitutional Legislation, State Structure, Judicial, Legal Issues and Regulations of the Parliament, only three candidates from factions were nominated. The deputy did not name the candidates for the post of Ombudsman.

As the secretariat of Alliance faction told 24.kg news agency, they proposed the candidacy of ex-deputy Mirlan Zheenchoroev.

The social media users also report that MP Kamila Taliyeva intends to run for the post of Ombudsman. But the deputy herself denied the information, saying that she has no legal education, assuring that she intended to continue her work as a deputy.

Recall, 50 deputies voted for the resignation of Atyr Abdrakhmatova from the post of Ombudsman, and 5 voted against.

Policemen beaten in Batken during search of smugglers’ house

Three residents of Batken region resisted the policemen during a search of their house and beat them. Press center of the State Committee for National Security of Kyrgyzstan (SCNS) reported.

During the authorized search of the house of a resident of Kara-Bak village, 36 boxes were found containing 18,000 packs of cigarettes without excise stamps, smuggled in from the territory of a neighboring state. The preliminary cost of the smuggled goods seized from illegal circulation is 1,800 million soms.

During the investigation, three men, in order to conceal the smuggled goods revealed during the search, resisted and used physical force against police officers ensuring law and order.

As a result, some law enforcement officers received bodily injuries of varying severity.

A criminal case was initiated against three residents of Kara-Bak village under Article 374 of part 2 «Threat or violence against a representative of the authorities» of the Criminal Code of the Kyrgyz Republic. The detainees were placed in a temporary detention facility.

The SCNS warns that smuggling is prosecuted, and people involved in it will be held accountable to the fullest extent of the law.
