Emomali Rahmon Attends 6th Summit of the Conference on Interaction and Confidence-Building Measures in Asia

The Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Emomali Rahmon, took part and delivered a speech in the VI Summit of the Conference on Interaction and Confidence Building Measures in Asia, which was held in Astana under the chairmanship of the Republic of Kazakhstan.

Heads of state and government, high-ranking representatives of participating countries, leaders and representatives of observer states, international observer organizations and partners took part in the work of the summit of a high international level.

The President of the Republic of Tajikistan, Emomali Rahmon, delivered a speech at this summit.

The Head of the Tajik state, Honorable Emomali Rahmon, first expressed gratitude to the President of the Republic of Kazakhstan, Distinguished Kassym-Jomart Tokayev, for holding the next meeting of heads of state and government at a high organizational level and for his warm welcome.

The President of Tajikistan, Emomali Rahmon, during his speech, expressed his opinion on the profound transformations on the world stage, the consequences of the COVID-19 pandemic, their impact on the economy and security of countries, the economic and social crisis and the state of international and regional security, the growth of terrorism, extremism, transnational organized crime, drug smuggling and cybercrime, considered it necessary to make joint efforts in combating these challenges and threats, as well as to coordinate work to strengthen peace, stability and security.

It was emphasized that Tajikistan is an active participant in the dialogue on global security within the framework of international and regional organizations. Our country has developed and adopted a new strategy to counter terrorism and extremism for the period up to 2025, based on its experience in combating global threats.

Recalling the global initiatives of Tajikistan in combating the threats and dangers of the modern world, the Head of the Tajik state stressed that a few days later, in the capital of Tajikistan, together with the United Nations and other international partners, a high-level conference will be held within the framework of the «Dushanbe Process» on combating terrorism, which includes important global topics.

It is worth noting that after joining the Conference on Interaction and Confidence Building Measures in Asia (CICA), Tajikistan is making a significant contribution to achieving the goals within CICA.

The President of Tajikistan, Emomali Rahmon, expressed his opinion on the development of tourism, tackling important issues of security and cooperation in Asia, including the situation in Afghanistan, based on the general objectives of the Declaration adopted at the Dushanbe Conference, and drew the attention of the leaders of the Member States to the timely solution of the existing problems and further coordination of efforts.

The Head of the Tajik state, Emomali Rahmon, also mentioned Tajikistan’s initiatives to address global problems related to the lack of drinking water and climate change, and called on the heads of state and international organizations to enhance cooperation in combating the effects of climate change.

It should be said that in order to attract more attention of the international community to the solution of water and climate problems and the melting of glaciers, the Tajik side previously proposed declaring 2025 the International Year for the Protection of Glaciers.

The President of the country expressed hope that the efforts of Tajikistan in this direction will be fully supported by the member countries of CICA.

2023 is an important year in terms of the mid-term review of the Sustainable Development Goals and the assessment of the implementation of the goals of the International Decade for Action “Water for Sustainable Development”. The world community expects significant results from the second United Nations Conference, which will be held next year in New York. Tajikistan will be one of the co-chairs of this important international conference.

Confidence was expressed that the prospects for joint activities of the countries in the direction of strengthening confidence and security, as well as broad multilateral cooperation in solving urgent problems, would be determined.

President Emomali Rahmon Meets Pakistan Prime Minister Shahbaz Sharif in Astana

The Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Emomali Rahmon, met with the Prime Minister of the Islamic Republic of Pakistan Shahbaz Sharif in Astana (Kazakhstan) within the framework of the Conference on Interaction and Confidence Building Measures in Asia.

During the meeting, a wide range of issues of cooperation between Tajikistan and Pakistan were discussed.

The President of the country, Honorable Emomali Rahmon, called the meeting a suitable opportunity to discuss the situation and prospects for relations between the two countries, and stated that constant serious attention is paid to the process of meetings and negotiations between Tajikistan and Pakistan at various levels.

The parties exchanged views on the further development and expansion of comprehensive mutually beneficial relations, the further strengthening and deepening of economic, trade and transport ties, the expansion of energy projects, the strengthening of political, defense and military-technical cooperation.

In order to achieve constructive goals, it was recognized as necessary to intensify the work of the Joint Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation, joint working groups on oil and gas, energy, the Joint Council of Entrepreneurs, the Tajik-Pakistani Business Forum, create a Joint Council of companies for the transportation of goods of the two countries.

During the meeting, within the framework of cooperation in the field of security, the parties discussed issues of effective countering terrorism, extremism, drug smuggling and other manifestations of transnational organized crime.

At the end, the President of the country, Emomali Rahmon, invited the Prime Minister of the Islamic Republic of Pakistan, Shahbaz Sharif, to pay an official visit to Tajikistan at his convenience.

President Emomali Rahmon Receives UAE Minister of Energy and Infrastructure

The Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Emomali Rahmon, met with the Minister of Energy and Infrastructure of the United Arab Emirates Suhail Al Mazrouei within the framework of the Summit of the Conference on Interaction and Confidence Building Measures in Asia in Astana (Kazakhstan).

During the meeting, issues of cooperation between the two countries were discussed.

At the beginning of the conversation, the President of the country, Emomali Rahmon, said that the United Arab Emirates occupies an important place in the foreign policy of the Republic of Tajikistan: “We advocate and promote strengthening and expanding multifaceted cooperation with your country.”

During the meeting, the parties exchanged views on the development of trade and economic ties and investments, expressed satisfaction with the level of political relations between the two fraternal and friendly countries, as well as cooperation within international organizations.

At the meeting, the parties reviewed the development of cooperation in promising areas of energy, the opening of joint ventures in the mining industry of Tajikistan, the processing of cotton and end products, the use of large hydropower resources, investment projects beneficial to the parties, and cooperation between financial and banking structures.

In the agricultural sector, it was recognized as necessary to strengthen cooperation in the direction of establishing the export of agricultural products from Tajikistan to the Emirates, including fresh fruits, dried fruits, vegetables, honey, as well as livestock and meat products.

The expansion of relations in the field of tourism has become one of the promising areas of bilateral relations between Tajikistan and the UAE.

It was considered expedient to increase the number of air routes and connect the capitals by opening direct flights between Abu Dhabi and Dushanbe.

During the meeting, the parties also fruitfully discussed other important issues of mutual interest.

Trilateral Meeting of the Leaders of Tajikistan, Russia and Kyrgyzstan

On October 13, 2022, at the initiative of the Russian side, a joint meeting of the President of the Republic of Tajikistan Emomali Rahmon, the President of the Russian Federation Vladimir Putin and the President of the Kyrgyz Republic Sadyr Japarov was held in Astana.

The heads of state exchanged views on issues of regional security and stability in Central Asia.

During the meeting, the course of the negotiation process on the delimitation and demarcation of the Tajik-Kyrgyz state border was considered.

An agreement was reached to resolve emerging issues exclusively by political and diplomatic means, as well as to intensify the activities of government groups on the delimitation and demarcation of the state border and working groups of experts in strict accordance with previously reached agreements.

Prosecutor Seeks More Than 10 Years For Tajik Blogger On Charges Rights Groups Call Unfounded

DUSHANBE — Prosecutors are seeking more than 10 years in prison for noted Tajik blogger Daleri Imomali on charges human rights organizations call unfounded.

A source close to law enforcement structures told RFE/RL on October 13 that the prosecution asked the Shohmansur district court a day earlier to convict Imomali on charges of illegal entrepreneurship, premeditated false denunciation, and cooperating with a terrorist group. It then called for the court to sentence him to 10 1/2 years in prison.

Imomali’s trial, which started on October 7, is being held behind closed doors inside a detention center in Dushanbe.

Imomali has pleaded guilty to the illegal entrepreneurship charge but rejected the other two.

Known for his articles critical of the government, Imomali was detained along with noted journalist Abdullo Ghurbati on June 15.

Ghurbati was sentenced on October 4 to 7 1/2 years in prison on charges of publicly insulting an authority, minor assault of an authority, and participating in the activities of an extremist group. Ghurbati pleaded not guilty to all three charges.

Human Rights Watch and the Committee to Protect Journalists have demanded Tajik officials immediately release Imomali and Ghurbati.

Tajik President Emomali Rahmon has been criticized by international human rights groups for years over his disregard for independent media, religious freedoms, civil society, and political pluralism in the tightly controlled former Soviet republic.

Participation of the Tajik delegation in the 4th Berlin Conference on Climate and Security

On October 11-12, 2022, the 4th Berlin Conference on Climate and Security (BCSC-2022) was held at the initiative of the Federal Ministry of Foreign Affairs of Germany. The country was presented at this conference by the Ambassador of the Republic of Tajikistan to the Federal Republic of Germany, Imamudin Sattorov.

At the opening ceremony, the Federal Minister of Foreign Affairs of Germany Mrs. Annalena Berbock and a number of high-ranking officials of foreign countries spoke.

During two side sessions on “Regional stability: examples of climate security operations in Southeast Europe, the South Caucasus and Central Asia” and “Towards a green Central Asia: a deterrent and sustainable climate foreign policy” aimed at further cooperation and design new projects between the countries of the region and Germany were discussed.

In separate meetings, the Ambassador of Tajikistan paid attention to the international initiatives of our country in the field of water and climate, including the process of implementing the International Decade of Action “Water for Sustainable Development” for 2018-2028, preparations for the United Nations Conference on the mid-term ten-year review of water (New York, 22-24 March 2023), the announcement of 2025 as the International Year of Glacier Conservation, World Glacier Day and the urgent importance of establishing the International Glacier Fund involved.

Ministers of foreign affairs, state secretaries of relevant ministries and agencies of various countries, representatives of international and regional organizations, scientific research institutes, as well as interested parties from institutions of environmental protection, water and disaster risk reduction participated in the conference.

Meeting of the Council of Ministers of Foreign Affairs of the CIS

On October 12, 2022, in the city of Astana, the Minister of Foreign Affairs of the Republic of Tajikistan Sirojiddin Muhriddin participated in the meeting of the Council of Ministers of Foreign Affairs of the Union of Independent States.

The leaders of the foreign affairs bodies discussed the issues of preparation for the upcoming meeting of the Council of Heads of State of the CIS (October 14, 2022), based on the draft decisions and joint statements of the Council of Heads of State of the CIS, and the plan of holding multi-level consultations of the bodies of foreign affairs within the framework of the Union for 2023. confirmed. Moreover, there was an exchange of views on important issues of the international agenda.

During the meeting, the head of the foreign affairs agency of Tajikistan responded to the baseless statement of Kyrgyzstan to the participating countries of the CIS about the consequences of the pre-planned military aggression of Kyrgyzstan against Tajikistan, as a result of which more than fifty people were killed and about two hundred civilians were injured, detailed information gave S. Muhriddin recalled that dozens of protocols have been signed during the twenty-year history of negotiations between Tajikistan and Kyrgyzstan, which are revised and terminated after the change in the political relations of the neighboring country.

The Minister of Foreign Affairs of Tajikistan rejected the slanders of the Kyrgyz side, which mentioned the Agreement on the establishment of the Union of Independent States and the Almaty Declaration, and presented them as the legal basis for determining the state border. S. Muhriddin emphasized that the issue of determining the borders is not the subject of regulation of these two documents. Therefore, it was brought to the attention of the CIS participating states that the only legal basis for the continuation of the negotiation process are the documents of the national and territorial division of Central Asia in 1924-1927, which have passed all constitutional procedures.

The Minister of Foreign Affairs S. Muhriddin called on the Kyrgyz side to refrain from aggravating the situation, to strictly observe the signed protocols and to strictly control the process of their implementation. He expressed that Tajikistan sees the solution of all issues with Kyrgyzstan only through political and diplomatic means.
