Russia, Central Asian Nations Vow to Combat Global Security Threats

Russia and Central Asian countries will counter terrorism, extremism, illegal migration and drug trafficking, the leaders of Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan said in a joint statement following a Central Asia — Russia summit.

«Based on our primary responsibility to ensure security, we will continue to promote six-party cooperation and information exchange in order to counter terrorism, extremism, illegal migration, illicit drug production and trafficking. This coordinated effort will take into account the activities of regional and international organizations, aimed at strengthening peace and security,» the statement reads.

«Given the complicated military and political situation in the world, growing risks, overall tensions and the potential for conflict, we call for dialogue and efforts to form a more stable international security architecture based on equality and respect for the interests and concerns of all parties,» the document added.

«We call for coordinated work to address threats in the field of international information security, which may exacerbate friction in the global media space. We acknowledge the importance of stepping up efforts on the national, bilateral and multilateral levels, particularly in the fight against the use of information and communication technologies for criminal purposes,» the parties pointed out.

The Central Asia — Russia summit took place in Kazakhstan’s capital of Astana on Friday. It was the first such meeting of its kind, marking the 30th anniversary of Russia’s diplomatic relations with the five Central Asian nations.

Russia, Central Asian Nations Call for Combating Criminal use of Information Technologies

Russia and Central Asian nations emphasize the importance of combating the use of information and communication technologies for criminal purposes, the leaders of Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan said in a joint statement following a Central Asia — Russia summit on Friday.

«We call for coordinated work to address threats in the field of international information security, which may exacerbate friction in the global media space. We acknowledge the importance of stepping up efforts on the national, bilateral and multilateral levels, particularly in the fight against the use of information and communication technologies for criminal purposes,» the parties pointed out.

The heads of state also highlighted the importance of boosting cooperation in the field of digital transformation of social life. «We will make efforts to boost and strengthen cooperation in the field of mass communications in order to maintain content, hold mutual events and organize the advance training of journalists from Russia and Central Asian countries,» the statement said.

At the same time, the presidents of the six countries expressed concern about a rise in the number of challenges posing a threat to universal values and social unity. The Central Asia — Russia summit was held for the first time to mark the 30th anniversary of Russia’s diplomatic relations with the five Central Asian nations.

Meeting of Topographic Working Groups of Tajikistan and Kyrgyzstan Held in Dushanbe

In accordance with the agreement reached by the parties, from October 10 to October 15, 2022, a meeting of topographic working groups of government delegations of the Republic of Tajikistan and the Kyrgyz Republic on the delimitation and demarcation of the Tajik-Kyrgyz state border was held in Dushanbe.

According to the Tajik Ministry of Foreign Affairs, the parties exchanged views on the passage of the line of the Tajik-Kyrgyz state border in the remaining sections and agreed to continue discussions at the next meeting, which will be held in the Kyrgyz Republic.

President Emomali Rahmon: Necessary to Create a Project of «Preventive Economy»

President Emomali Rahmon believes that Central Asia and Russia need to create a «preventive economy» project to join efforts in the context of the global crisis. He said this on Friday at the Russia-Central Asia summit.

“We believe that in the current conditions, the countries of Central Asia and Russia need to find non-standard approaches to the formation of the most effective model of economic cooperation, [such as the] launch of a joint project under the tentative name ‘preventive economy’ to combine efforts in the face of external shocks,” said President Rahmon.

“The policy of sanctions bypassing the UN Security Council has become not the exception, but the rule. We are following these developments with concern. Russia is a key trade and economic partner of Tajikistan and cooperation with it in this area occupies a special place in the complex of relations between the two countries,” he said. «Today we are witnessing how the current system of global economic regulation is undergoing a reformatting process,» he added.

President Emomali Rahmon Calls for Creation of Mechanisms for Joint Fight Against Radicalization in Central Asia

“We are in favor of strengthening coordination through our special services and competent authorities in order to develop existing, and create new mechanisms for the joint fight against the spread of radicalization in the region,” Emomali Rahmon said on October 14 in Astana during the first Russia — Central Asia summit.

“The situation in Afghanistan directly affects our security,” he stressed.

As the closest neighbor, Tajikistan has always advocated for the formation of Afghanistan as a peaceful state free from terrorism, war, and drugs.

“We share the calls for humanitarian assistance to the long-suffering people of Afghanistan. We provide our border infrastructure and logistics capabilities to all interested parties for the delivery of targeted humanitarian assistance to the people of Afghanistan. We have not stopped supplying the neighboring country with much-needed electricity for a single day,” said President  Rahmon.

Meanwhile, Tajikistan is trying to strengthen its border with Afghanistan and build the necessary border infrastructure. “In this regard, we are in favor of establishing more practical cooperation between our countries in providing assistance to each other in strengthening the potential of border protection,” said he.

Tajikistan and Russia to Establish Pharma Manufacturing Enterprise in Tajikistan

The Ambassador of Tajikistan to Russia Davlatshoh Gulmahmadzoda met with the Russian Minister of Healthcare Mikhail Murashko.

During the meeting, the parties discussed the current state and future prospects of cooperation between Tajikistan and Russia in the field of healthcare.

The interlocutors expressed their views regarding the establishment of a pharma manufacturing enterprise in Tajikistan, organizing of professional development courses for medical personnel, as well as increasing the number of scholarships for Tajik students in higher medical educational institutions in the Russia

Tajik President’s Demand For ‘Respect’ From Putin Viewed Millions Of Times On YouTube

A video of Tajik President Emomali Rahmon complaining to Russian President Vladimir Putin about his lack of respect for the countries of Central Asia that were once part of the Soviet Union has struck a nerve on social media, where it has been viewed millions of times.

Rahmon, addressing Putin directly, said that Tajikistan and other countries in the vast region have been treated like outsiders and indicates that the region deserves more investment from Moscow.

Rahmon made the comments on October 14 at a summit of leaders from the former Commonwealth of Independent States (CIS) in Kazakhstan’s capital, Astana.

Putin appears uncomfortable in the seven-minute video posted on YouTube, where it has been viewed around 4 million times. The video also also shows the leaders of Kazakhstan, Kyrgyzstan, Turkmenistan, and Uzbekistan looking on silently.

“We have always respected the interests of our main strategic partner,” Rahmon said, referring to Russia. “We want respect, too.”

At one point, Kazakh President Qasym-Zhomart Toqaev asks him to stop, but Rahmon refuses, saying, “We came to talk.”

Touching on a subject that Putin himself has cited, Rahmon said both he and Putin witnessed the collapse of the Soviet Union in 1991.

“I was there in those meetings in the room when the Soviet Union collapsed,” he said. “Then like now — and you have to forgive me for saying this — not enough attention was paid to the small republics, the small nations.”

Putin has called the collapse of the Soviet Union “the greatest geopolitical catastrophe of the [20th] century.”

Rahmon said the neglect of Tajikistan and the other countries of Central Asia, which he said were only used for their raw materials during the Soviet era, was one of the reasons for the collapse.

Putin’s response, according to TASS, was that during the Soviet era books were published in national languages, theaters were opened, and culture and the economy were developed.

Rahmon said Central Asian countries are not asking for many investments, adding that Russia should invest and that even billions invested “can be recouped in a very short period.” He suggested this would be reasonable in light of the Central Asians who travel to Russia to work.

Some of the YouTube users who commented on Rahmon’s statement congratulated him for speaking the truth to Putin. But others criticized Rahmon, who has ruled the tightly controlled former Soviet republic for three decades. Many said if he had provided decent living and working conditions for Tajiks, his relationship with his people would be different and Tajiks would not have to leave the country to find work.

Rahmon is one of Putin’s main allies, and Putin in June made his first public foreign trip since Russia’s unprovoked invasion of Ukraine to Dushanbe for talks with Rahmon.

On October 13, 2022, the Ambassador of the Republic of Tajikistan to the Russian Federation D. Gulmahmadzoda met with the Minister of Health of the Russian Federation Mikhail Albertovich Murashko.

During those meetings, the situation and prospects of cooperation between Tajikistan and Russia in the field of health were discussed. In particular, they expressed their views on the establishment of a pharmaceutical production enterprise in the Republic of Tajikistan, the organization of professional development courses for medical personnel, as well as the increase in the number of scholarships for Tajik students in higher medical education institutions of the Russian Federation.
