Tajik President Emomali Rahmon attended the Central Asia – Russia summit that took place in the Kazakh capital, Astana, on October 14.

 

Media reports say that during the summit that was initiated by Moscow, the presidents of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and Russia discussed prospects for further expansion of cooperation in the six-party format.

 

Along with this, the leaders analyzed the implementation of earlier reached interstate agreements, identified priority vectors for further joint activities.

 

The parties reportedly noted the importance of efforts to preserve and strengthen in every possible way the centuries-old ties of friendship, good neighborliness and strategic partnership.

 

The summit adopted a joint statement, which envisages topical issues of regional cooperation in the Eurasian space.

 

The forum, in particular, outlines the main areas of cooperation between the six nations, including economy, security, food security, transportation, energy, ecology, and health.

 

“Based on the primary responsibility for ensuring our security, we will continue to encourage six-party cooperation and information exchange focused on countering terrorism and extremism, illegal migration, and illegal drug production and trafficking,” the joint statement says.

 

The statement also said that the countries “intend to expand the practice of settlements in national currencies, taking into account the interests of the parties.”

 

This was the first ever summit of Russia and the countries of the Central Asian region. The forum was held in the year of the 30th anniversary of the establishment of diplomatic relations between Russia and all five Central Asia’s nations.

A number of agreements signed at the CIS summit in Astana

A number of agreements were signed and decisions were made at the CIS summit in Astana on October 14 in order to promote cooperation in various fields. The parties also discussed joint efforts to combat corruption, terrorism and extremism, as well as cooperation in economy, humanitarian field and culture.

Rahmon complains to Putin about his lack of respect for the Central Asian nations

Addressing directly Russian President Vladimir Putin at the Central Asia-Russia summit in Astana, Kazakhstan, Tajik President Emomali Rahmon said on October 14 that Tajikistan and other countries in the vast region have been treated like outsiders and indicates that the region deserves more investment from Moscow.

 

“We have always respected the interests of our main strategic partner,” Rahmon said, referring to Russia. “We want respect, too.”

 

Radio Liberty’s Tajik Service says video shows the leaders of Kazakhstan, Kyrgyzstan, Turkmenistan, and Uzbekistan looking on silently.

 

At one point, Kazakh President Kassym-Jomart Tokaev reportedly asks him to stop, but Rahmon refuses, saying, “We came to talk.”

 

Touching on a subject that Putin himself has cited, Rahmon said both he and Putin witnessed the collapse of the Soviet Union in 1991.

 

Rahmon noted that the neglect of Tajikistan and the other countries of Central Asia, which he said were only used for their raw materials during the Soviet era, was one of the reasons for the collapse.

 

“Why do we have to beg [Russia to attend] some miserable forum in Tajikistan?” Rahmon asked. “I gave instructions to the Foreign Ministry, I even talked to you to ask [Russia] to attend at least at the ministerial level. No, at the level of deputy ministers. Is this what Tajikistan deserves, a strategic partner?”

 

Rahmon said Central Asian countries are not asking for many investments, adding that Russia should invest and that even billions invested “can be recouped in a very short period.” He suggested this would be reasonable in light of the Central Asians who travel to Russia to work.

 

Rahmon is one of Putin’s main allies, and Putin in June made his first public foreign trip since Russia’s unprovoked invasion of Ukraine to Dushanbe for talks with Rahmon.

 

RFE/RL’s Tajik Service says a video of Tajik President Emomali Rahmon’ statement has struck a nerve on social media, where it has been viewed millions of times. This seven-minute video posted on YouTube has reportedly been viewed around 4 million times. According to RFE/RL’s Tajik Service, some of the YouTube users who commented on Rahmon’s statement congratulated him for speaking the truth to Putin. But others criticized Rahmon, who has ruled the tightly controlled former Soviet republic for three decades. Many said if he had provided decent living and working conditions for Tajiks, his relationship with his people would be different and Tajiks would not have to leave the country to find work.

Rahmon meets with his Uzbek counterpart in Astana to discuss cooperation

On the sidelines of the CIS and Central Asia + Russia summits, Tajik President Emomali Rahmon on October 14 met in Astana., Kazakhstan with his Uzbek counterpart Shavkat Mirziyoyev.

 

The Tajik president’s official website says the parties discussed a wide range of issues related to state and prospects of further expansion of the bilateral cooperation between Tajikistan and Uzbekistan.

 

Tajik leader, in particular, expressed satisfaction with the positive results of the development of partnership and allied relations between the two countries and called the meeting an appropriate opportunity to discuss the state and prospects of friendship, cooperation and good neighborliness.

 

The heads of state reportedly discussed at the meeting issues of expanding cooperation in priority and fruitful areas for the parties and named the full implementation of previously adopted agreements as a priority goal.

 

They also exchanged views on a number of regional and international issues being of mutual interest, according to the Tajik president’s official website.

Dushanbe Counter-Terrorism Conference to Begin Tomorrow

The International High-Level Conference on “International and Regional Border Security and Management Cooperation to Counter Terrorism and Prevent the Movement of Terrorists” will take place in Dushanbe, Tajikistan on 18-19 October 2022.

This two-day conference is co-organized by the Government of the Republic of Tajikistan,  the United Nations Office of Counter-Terrorism (UNOCT), the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), the Organization for Security and Co-operation in Europe (OSCE), the European Union (EU), the Kingdom of Saudi Arabia, and the State of Qatar.

The conference is aimed at promoting bilateral, sub-regional, regional, and international cooperation to improve border and customs controls in order to prevent and detect the movement of terrorists, including foreign terrorist fighters (FTFs), illicit trafficking of small arms and light weapons, conventional ammunition and explosives, nuclear, chemical, biological or radiological weapons and materials, and to take measures on border security and management, criminal justice, and information‑sharing in accordance with international humanitarian law, international human rights law and international refugee law.

This Conference is part of the “Dushanbe Process” launched in May 2018, when the first High-Level International Conference of the process on «Countering Terrorism and Preventing Violent Extremism» (Dushanbe, 3-4 May 2018) was jointly convened in partnership with the Government of the Republic of Tajikistan, UN entities, the OSCE and the EU. The UNOCT High-Level Conference of the process on “International and Regional Cooperation on Countering Terrorism and its Financing Through Illicit Drug Trafficking and Organized Crime” was convened on 16-17 May 2019 in Dushanbe.

The Conference will include a High-Level Opening Session with the participation of the President of the Republic of Tajikistan H.E. Mr. Emomali Rahmon, Secretary-General of the United Nations H.E. Mr. António Guterres, Under-Secretary-General of UNOCT Mr. Vladimir Voronkov, and a number of Government Ministers and other senior officials from the region and abroad.

The International High-Level Dushanbe Conference will conclude with the adoption of the Dushanbe Declaration on Border Security and Management Cooperation to Counter Terrorism and Prevent the Movement of Terrorists. Inflation in Tajikistan’s consumer goods sector for January-August estimated at 3.3 percent

Over the first eight months of this year, inflation in Tajikistan’s consumer goods has stood at 3.3 percent, which is 1.2 percent lower than in January-July this year, according to the National Bank of Tajikistan (NBT).

Rahmon sends condolences to Turkish President Recep Tayyip Erdogan over deadly mine explosion

 

Tajik President Emomali Rahmon sent a message of condolences to Turkiye’s President Recep Tayyip Erdogan on October 15 over 40 miners killed in the deadly mine explosion that occurred in northern Turkiye Friday October 14.

 

In his message, Emomali Rahmon said was deeply saddened by the accident and felt deeply grieved over the deaths of the victims, and expressed sincere condolences to the Turkish government, families of the dead, and the injured.

 

According to the latest media reports, 41 people killed in the mine explosion that occurred in the town of Amasra, in the Black Sea coastal province of Bartin on October 14. More than 50 miners reportedly managed to escape.

Anti-Terrorist Secretariat and Website to Be Established In Tajikistan

In order to implement Tajikistan’s national strategy on countering terrorism and extremism for 2021-2025, Tajikistan will establish a secretariat and a special database to reflect its activities.

Today Dushanbe hosted the eighth coordination meeting on the implementation of the national strategy under the auspices of the Prosecutor General’s Office and the OSCE Program Office in Dushanbe. On June 1, 2021, President of Emomali Rahmon approved the strategy on countering terrorism and extremism for 2021-2025.

The strategy defines the goals, objectives and main directions of state policy and is aimed at combining the measures of state bodies, self-government bodies of towns and villages, civil society institutions, and international organizations toward this direction.

Topographic Groups of Tajikistan, Kyrgyzstan Hold Talks in Dushanbe

Topographic working groups of governmental delegations of Tajikistan and Kyrgyzstan for delimitation and demarcation of the Tajik – Kyrgyz state border held talks in Dushanbe from October 10-15.

“The parties exchanged views on the passing of the line of the state border in the remaining sections and agreed to continue discussions at the next meeting, which will be held in Kyrgyzstan,” according to Tajikistan’s Ministry of Foreign Affairs.

On October 13, following the meeting of the leaders of Russia, Tajikistan and Kyrgyzstan in Astana, an agreement was reached between Dushanbe and Bishkek to intensify the work of government groups to delimit and demarcate the common border and solve all emerging problems only through diplomatic means.

CSTO chief to visit Tajikistan

Secretary General of the Collective Security Treaty Organization (CSTO) Stanislav Zas is expected to pay a visit to Tajikistan on 17 October, reported BelTA News Agency.

“During the visit, the CSTO secretary general is also set to take part in a high-level Conference on International and Regional Border Security and Management Co-operation to Counter Terrorism and Prevent the Movement of Terrorists, jointly organized by the UN Office for Counter-Terrorism, the Government of Tajikistan, the United Nations Regional Center for Preventive Diplomacy for Central Asia, OSCE and EU. The event is due to take place in Dushanbe on 18-19 October,” the spokesman added.
