CIS leaders to approve new counterterrorism program for 2023-25, says Kremlin aide

The leaders of the Commonwealth of Independent States (CIS) will approve an updated program on comnatting terrorism and extremism for 2023-2025 during a summit in Astana, Kremlin Aide Yury Ushakov told reporters at a briefing on Wednesday.

«They [the sides] intend to approve an updated program of cooperation of CIS member states in combatting terrorism and extremism for 2023-2025,» Ushakov said.

The Kremlin aide said that based on the results of the CIS Council of Heads of State, the sides also planned to make a decision on whether the CIS should obtain observer status with the CSTO. In addition, they planned to sign an agreement on cooperation of the CIS member states in combating corruption. «There are plans to sign an agreement on establishing an advisory council of heads of CIS electoral bodies,» Ushakov said.

The Kremlin aide said that a number of documents would be adopted. «All in all, apparently, there will be somewhere between 17 and 18 documents. We hope that the leaders will approve them,» he added.

Meeting of CIS Heads of State Council Kicks Off in Astana

The event is chaired by President of Kazakhstan Kassym-Jomart Tokayev as part of Kazakhstan’s chairmanship in the CIS.

It is expected that the Head of State will sum up the results of the country’s presidency in the CIS.

Leaders of Azerbaijan, Armenia, Belarus, Kyrgyzstan, Russia, Turkmenistan, Tajikistan, Uzbekistan as well as Chairman of the CIS Executive Committee came to Astana for the event.

Earlier, the Ministry of Foreign Affairs of Kazakhstan informed there would be no representative of Ukraine at the summit, which has suspended participation in the CIS events in recent years. President of Moldova will not be able to join the event for a busy work schedule.

The meeting will discuss the important issues of interaction within the CIS. The participants will also discuss and adopt a number of documents aimed at further development and strengthening of integration ties in trade-economic, cultural-humanitarian spheres and in security issues.

The heads of state are expected to approve a regular program of cooperation in fight with terrorism and extremism for 2023-2025. At the initiative of the Republic of Kazakhstan, the CIS leaders will adopt a Statement on Development of Cooperation in Culture.

The summit participants will also take a decision on handing over the chairmanship in the CIS to the Kyrgyz Republic in 2023 and on holding the regular meeting of the CIS Heads of State Council in Bishkek.

President Emomali Rahmon Attends Meeting of the CIS Heads of State Council in Astana

The Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan Emomali Rahmon took part in a meeting of the Council of the Heads of State of the Commonwealth of Independent States.

The meeting held in Astana under the chairmanship of President of the Republic of Kazakhstan Kassym-Jomart Tokayev. The meeting was also attended by the President of Azerbaijan Ilham Aliyev, Prime Minister of Armenia Nikol Pashinyan, President of Belarus Alexander Lukashenko, President of Russia Vladimir Putin, President of Turkmenistan Serdar Berdimuhamedov, President of Uzbekistan Shavkat Mirziyoyev, and President of the Kyrgyzstan Sadyr Japarov.

During the meeting in the restricted format, the leader discussed important issues of cooperation within the Commonwealth of Independent States and topical issues on the international and regional agenda.

While emphasizing the successful implementation of the goals within Kazakhstan’s presidency in the CIS, President Rahmon highlighted the global political issues, the impact of external factors on the economy and security of countries, the food and energy crisis, climate change, the impact of the COVID-19 pandemic, and the consequences of conflicts in different countries of the world.

In connection with the negative consequences of threats, he proposed, along with the work carried out within the CIS, to take more effective measures to jointly respond to growing challenges and threats.

“Multilateral economic cooperation was named as a priority area of relations between the participating states, because the Commonwealth states have large resources for its development,” President Rahmon noted.

“Despite the results achieved by the countries within the CIS over the past three decades, there are still obstacles and limitations that prevent further mutually beneficial development,” he added.

There is still untapped potential in the fields of economy, industry, science, technology, transport, transit, and the energy sector.

He also spoke about the consequences of major natural disasters related to water, material damage and loss of life, Tajikistan’s global initiatives to solve the problem of water shortage, the impact of climate change on water resources, the melting of glaciers, and the increased demand for drinking water.

Terrorism, extremism, drug trafficking, cybercrime, and other manifestations of transnational organized crime were named as the main threats to the security of countries.

Tajikistan is a supporter of the Program of Cooperation of CIS Member States in the Fight Against Terrorism and Extremism for 2023–2025.  The heads of states and governments of the CIS adopted documents related to the further development of the organization.

Lebedev Reappointed Chairman of CIS Executive Committee

Sergei Lebedev has been reappointed Chairman of the CIS Executive Committee – CIS Executive Secretary for another three-year period. The decision was taken at the CIS summit in Astana on 14 October, BelTA reported.

The CIS leaders also agreed with the proposal of Kazakhstan President Kassym-Jomart Tokayev to rename the position held by Sergei Lebedev from Chairman of the CIS Executive Committee – CIS Executive Secretary to CIS Secretary General from 2023.

During his speech at the CIS summit Aleksandr Lukashenko stated that Belarus supported Sergei Lebedev’s reappointment. “He is an experienced, competent and reliable person. We are in favor,” he outlined the position of Belarus on this item on the summit agenda.

Kazakh President suggests laying out approaches to ensure CIS water security

Kazakh President Kassym-Jomart Tokayev announced it is high time to lay out approaches to ensure water security in CIS countries, Kazinform reports.

«Climate change aggravates problem of ensuring water resources almost in all the CIS countries. I believe it is high time to develop common approaches to ensure water security in the Commonwealth,» President Kassym-Jomart Tokayev told the meeting of the CIS Heads of State Council.

President Emomali Rahmon Attends First Central Asia –Russia Summit in Astana

The Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan Emomali Rahmon took part in the first Central Asia –Russia Summit in Astana.

Also taking part in the summit were the President of the Russian Federation Vladimir Putin, the President of the Republic of Kazakhstan Kasim-Jomart Tokayev, the President of the Republic of Uzbekistan Shavkat Mirziyoyev, the President of Turkmenistan Serdar Berdimuhammadov and the President of the Kyrgyz Republic Sadir Japarov.

In his speech, President Rahmon expressed his gratitude to President Putin for his initiative to hold this meeting and the leader of the host country of Kazakhstan for organizing the event at a high organizational level.

Since the establishment of diplomatic relations between the countries of Central Asia and Russia, Tajikistan was able to achieve a high level of bilateral cooperation in the political, trade, economic, cultural, humanitarian, and other areas.

Satisfaction was expressed with the level of cooperation between the countries within the United Nations and other international and regional organizations.

President Rahmon noted the necessity of establishing cooperation in the areas of trade, transport, communications, education, countering new threats and challenges within the six-party dialogue.

He also highlighted the collaboration between the countries in the field of security, and in preventing the spread of extremist ideologies, countering the growth of terrorist and extremist groups, drug trafficking and transnational organized crime. He proposed to strengthen the coordination of the activities of intelligence agencies and competent authorities in order to develop and create new mechanisms for  the joint struggle against the aforementioned threats.

Regarding the political and humanitarian situation in the neighboring country of Afghanistan, Tajikistan’s readiness to provide humanitarian aid to the suffering Afghan people through the logistics centers was emphasized. Following the meeting, the heads of state adopted a joint statement.

Emomali Rahmon Meets Shavkat Mirziyoyev in Astana

The Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan Emomali Rahmon met with the President of the Republic of Uzbekistan, Shavkat Mirziyoyev within the CIS and Central Asia — Russia Summits in Astana.

During the meeting, a wide range of issues related to bilateral cooperation within regional and international organizations were discussed.

President Rahmon expressed satisfaction with the positive results of the development of the partnership and allied relations between Tajikistan and Uzbekistan and called today’s meeting an appropriate opportunity to discuss the current state and future prospects of friendship, cooperation, and good neighborliness.

While discussing the issues of expanding cooperation in the priority areas that are useful for the parties, the two leaders considered the full implementation of the previously reached agreements as a priority. A conversation also took place on other topical issues of mutual interest.

Journalists’ case: Pirmuhamamdzoda pleads guilty, prosecutor asks for more than 10-year sentence for Imomali

Abdusattor Pirmuhammadzoda has refuted information about use of torture against him and pleaded guilty to the charge brought against and once again stressed he did not make this confession because of torture, Pirmuhamamdzoda’s defense lawyer, Muhabbatshoh Ballayev, told reporters in Dushanbe yesterday after reviewing the case and talking to his client.

 

 

 

Abdusattor’s relatives had previously said that “he agreed to plead his guilty under torture, but actually considers himself innocent.”

 

 

 

Abdusattor Pirmuhammadzoda was detained in Vahdat Township on July 9. He had been charged with publicly calling for extremist activities. If convicted, he could face up to five years in prison.

 

 

 

Pirmuhammadzoda worked at the state-owned radio station Sadoi Dushanbe (Voice of Dushanbe) until 2019, when he quit after reportedly being given the choice between moderating his critical reporting and resigning.

 

 

 

Pirmuhammadzoda has reportedly published his personal views on free speech and alleged government injustices on his YouTube channel, where he has about 39,000 subscribers.

 

 

 

Abdulloh Ghurbati reportedly also pleaded guilty to the charges brought against him. A reliable source reportedly told Radio Liberty’s Tajik Service, known locally as Radio Ozodi, that Ghurbati confessed under duress two weeks before sentencing.

 

 

 

Ghurbati was sentenced on October 4 to 7 1/2 years in prison on charges of publicly insulting an authority, minor assault of an authority, and participating in the activities of an extremist group. The trial was held behind closed doors. According to Ghurbati’s defense lawyer, Abdulloh pleaded not guilty to all three charges.

 

 

 

Meanwhile one of officers of the Dushanbe-based pretrial detention facility on October 12 told Radio Ozodi on the basis anonymity that “police officers forced Abdulloh to repent of what he had done in front of the video camera.”

 

 

 

Ghurbati reportedly agreed to give a confession in the video in front of the video camera after they promised him release in the courtroom.

 

 

 

Meanwhile, prosecutor asked a court in Shohmansour district on October 12 to sentence noted Tajik blogger Daler Imomali to 10 ½ in prison on charges of illegal entrepreneurship, premeditated false denunciation, and cooperating with a terrorist group.

 

 

 

Imomali’s trial, which started on October 7, is being held behind closed doors inside a pretrial detention center in Dushanbe.

 

 

 

Imomali has pleaded guilty to the illegal entrepreneurship charge but rejected the other two.

 

 

 

Known for his articles critical of the government, Daler Imomali was detained along with noted journalist Abdulloh Ghurbati on June 15.

 

 

 

International groups have called on the Tajik government to release the reporters and end its campaign against the free press.

 

 

 

Ranked 152nd out of 180 countries in RSF’s 2022 World Press Freedom Index, Tajikistan has fallen 36 places in the index since 2015.

Tajikistan, Kyrgyzstan agree to intensify delineation of disputed segments of the mutual border

The Kazakh capital, Astana, yesterday hosted a trilateral meeting of the Presidents of Tajikistan Emomali Rahmon, Russia Vladimir Putin and Kyrgyzstan Sadyr Japarov. The meeting was held at the initiative of the Russian side.

 

 

 

The Tajik president’s official website says the heads of state exchanged views on issues of regional security and stability in Central Asia.

 

 

 

During the meeting, the course of the negotiation process on the delimitation and demarcation of the disputed segments of Tajikistan-Kyrgyzstan border.

 

 

 

An agreement was reportedly reached to resolve emerging issues exclusively by political and diplomatic means, as well as to intensify the activities of government groups on the delimitation and demarcation of the state border and working groups of experts in strict accordance with previously reached agreements.

 

 

 

The meeting was held behind closed doors.

 

 

 

Recall, Tajikistan and Kyrgyzstan signed a protocol (Protocol # 42) on the settlement of the situation along the mutual border on September 25. The document was inked by the head of the State Committee for National Security (SCNS) of Kyrgyzstan Kamchybek Tashiyev and his Tajik counterpart Saimumin Yatimov.

 

 

 

The border clashes that erupted on September 14 and continued for two days, where Kyrgyz and Tajik forces engaged in more than 12 places all along the border, after which the two sides agreed to a ceasefire on September 16, which has been largely held up despite several alleged incidents of shelling with a severe escalation on September 16 and 17.

 

 

 

According to Kyrgyz authorities, 62 Kyrgyz nationals were killed and 198 others were wounded in those clashes.

 

 

 

Official Dushanbe said 41 Tajik nationals had been killed and 30 had been wounded in September border clashes.

 

 

 

Meanwhile, correspondents of Radio Liberty’s Tajik Service reported a higher number after talking to relatives and friends of victims of the violence.

 

 

 

They concluded that 70 Tajik nationals, including dozens of civilians, lost their lives and have compiled a list of those killed.
