President Emomali Rahmon Opens Micro cement Production Plant

On October 24, the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, commissioned a microcement production plant in Nurek, built at CJSC «Mechanical Experimental Plant».

The production workshop was built by a domestic entrepreneur, the head of Nurek’s «Mechanical Experimental Plant» CJSC Khujamurod Azimov. Construction work began in February 2022, the area of the facility is 9877 square meters.

The production capacity of the shop is 45 tons per day or 160 thousand tons of microcement per year.

The bulk of the workers here are local residents, their salary ranges from 2,000 to 2,500 somoni. 70 builders and engineering and technical workers took part in the construction and installation works of the workshop, and they were provided with good wages.

The technological line of the new workshop for the production of microcement was imported from the People’s Republic of China, through which the production of competitive products that meet modern requirements has been established.

After the commissioning of the new workshop, more than 36 local residents have been provided with permanent jobs; the number of workers and specialists at CJSC «Mechanical Experimental Plant» reached more than 1,500 people.

The workshop has a special laboratory, where specialists accurately determine the quality of products using modern equipment.

The Head of State, Emomali Rahmon, got acquainted with the activities of the workshop, which is equipped with modern digital computer equipment, and the products manufactured here, gave instructions and guidance to responsible persons to maintain product quality.

CSTO war game concludes in Tajikistan

The Collective Security Treaty Organization (CSTO) war game, dubbed Rubezh 2022 (Frontier 2022) that involved about 1000 military personnel along with more than 300 pieces of military hardware, including SU-25 fighters, helicopters and unmanned aerial vehicles (UAVs), closed at the Harbmaidon training ground in Tajikistan’s southern Khatlon province on October 21 with a final phase featuring live-fire missions. The active phase of the war game lasted from October 17 through October 21.

Rahmon inaugurates a number of economic and social facilities in Kulob region of Khatlon province

On October 23, President Emomali Rahmon paid a working visit to the Shamsiddin-Shohin district and the city of Kulob, where he inaugurated a number of economic and social facilities, according to the Tajik president’s official website.

 

Emomali Rahmon, in particular, put into operation an automobile bridge on the Kulob – Shamsiddin-Shohin section of the international highway Dushanbe – Kulob – Qalai Khumb – Khorog – Kulma.

 

The facility was reportedly built at a high quality level by the main contractor, a branch of the Limited Liability Company Xinjiang Construction Engineering Group.

 

The length of the bridge is 140 meters, the width is 10 meters, and its carrying capacity is 100 tons.

 

While in the Shamsiddin-Shohin district, the head of state also commissioned a building of the Center for Food Security in the village of Shuroobod.

 

A laboratory and work rooms for the study of meat and dairy products, fruits and vegetables, equipped with modern equipment and a hotel with five bed are placed within the three-story building of the Center for Food Security.

 

Rahmon also opened a new building of the State Center for State Sanitary and Epidemiological Supervision in the Shamsiddin-Shohin district.

 

While in the city of Kulob, the head of state reportedly commissioned secondary educational institution No. 47.

 

The new two-story school is designed accommodate 528 pupils in two shifts, and the facility area is 2.50 hectares.

 

Emomali Rahmon also inaugurated the Duoi Modar (Mother’s Blessing) Complex in Kulob. The complex was built at the entrance to the city on an area of about 1 hectare.

 

As part of his working trip to Kulob City, the president also commissioned a multi-story residential building. The 9-story apartment building was reportedly built by a domestic entrepreneur Bobokhon Nasimov in three years in accordance with the requirements of modern architecture and urban planning.

 

While in Kulob, the head of state also participated in an official opening of the renovated building of the College of Innovative and Information and Communication Technologies.

 

A new private educational institution was reportedly created by a domestic entrepreneur on the basis of the Kulob communication building. College is designed to accommodate 460 students.

 

This educational institution has computer and electronic classrooms, a conference room, a library, a laboratory and classrooms, as well as modern conditions and opportunities for teaching students advanced technologies.

AKAH hosts conference dedicated to the International Snow Leopard Day

On the occasion of International Snow leopard Day that is celebrated worldwide on October 23, the Aga Khan Agency for Habitat (AKAH) the Committee of Environmental Protection of Tajikistan has organized a conference to promote conservation of the snow leopard in Tajikistan.

 

According to the Aga Khan Development Network (AKDN) Resident Office in Tajikistan, the event brought together over fifty experts, scientists, government and nongovernment organizations, including, National Park, National Academy of Sciences of Tajikistan, United Nations Development Program (UNDP), Global Environment Facility Project, Association of Hunters of Tajikistan and many other entities that are engaged in conservation of the snow leopard and other ecosystem related issues in Tajikistan.

 

The conference was reportedly organized to facilitate the review of organizations’ activities mainstreamed towards the fulfillment of the National Action Plan and commitments on conservation of the snow leopard in Tajikistan for the years 2020-2024.

 

Powerful, captivating and incredibly vulnerable to poaching and loss of prey, snow leopards are sparsely distributed across central Asian countries and are usually found in high, rugged mountain landscapes at elevations of 3,000 – 4,500m. Recognizing the threat to snow leopards, governments of Central Asian countries have committed to coordinate their actions towards safeguarding these endangered feline species while joining the Bishkek Declaration on the Conservation of Snow Leopards in 2012. Tajikistan has approved a law against poaching and killing of snow leopards and committed to protecting the snow leopards’ habitat, as part of the Bishkek declaration. AKAH Tajikistan is working closely with the government, civil society and other NGOs to find ways to mitigate human wildlife conflict and contribute to snow leopard habitat and ecosystem protection in the country. Investing in the snow leopards’ fragile mountain habitat to ensure biodiversity conservation and sustainable development for the communities that share it is critical to these efforts.

 

The CEO of AKAH Tajikistan, Mr. Nawab Khan, said: “Human wildlife conflict poses a huge threat to snow leopards and communities’ livelihoods in mountainous areas of Tajikistan, in particular the Pamir Mountains. Mainly, livestock killing by snow leopards inside corrals and animal-sheds occurs regularly, resulting in major loss of resources and negative impact on the well-being and livelihoods of people in remote mountain areas. As part of the world’s ecosystems, wildlife provides balance and stability to nature’s processes, thus the goal of wildlife conservation is to ensure the survival of these species, and to educate people on living sustainably with other species, which AKAH jointly with its government partners is addressing through education and outreach programs, encouraging local people to value their forests and the amazing wildlife living in them, finding ways to improve the communities’ understanding and capacity to adapt and respond to human-wildlife conflicts and keeping a pulse of snow leopard population using robust monitoring tools, which are amongst the most important steps practiced worldwide. This issue couldn’t be managed and resolved alone, thus, a joint effort of all the concerned parties in the country is strongly encouraged in order to achieve desirable results and bring positive impacts.”

 

About 10 presentations related to sustainable conservation of high mountains ecosystems and effective management of snow leopard habitat were reportedly presented by participants and followed by series of discussions on snow leopard protection, including studies on the ways and methods of reducing human -wildlife conflict, methods of facilitating long-term conservation plans in snow leopard range countries, comprehensive transboundary collaboration, advocacy, and strategies with other neighboring countries and scientific research methods on protection and conservation of this valuable species and its habitat in the country.

 

Bringing together representatives of various organizations, the conference aimed to further enhance the visions, plans and country’s strategies about the snow leopard population and its conservation and protection approaches at all levels.

 

The conference was supported the Prince Sadruddin Aga Khan Fund for Environment (PSAKFE).

 

The Aga Khan Agency for Habitat (AKAH), which merges the capabilities of Focus Humanitarian Assistance, the Aga Khan Planning and Building Services, and the Aga Khan Development Network’s Disaster Risk Management Initiative, focuses on preparing for both sudden and slow-onset disasters. AKAH works to ensure that people live in physical settings that are as safe as possible from the effects of natural disasters; that residents who do live in high-risk areas are able to cope with disasters in terms of preparedness and response; and that these settings provide access to social and financial services that lead to greater opportunity and a better quality of life. Initially, priority areas of AKAH will include Afghanistan, Pakistan, Tajikistan, Kyrgyzstan, and India.

Russian Interior Ministry’s Passport and Visa Service to open representative office in Tajikistan

The Federal State Unitary Enterprise (FSUE) Passport-Visa Service at the Russian Interior Ministry intends to open its representative office in Tajikistan.

 

The Ministry of Labor, Migration and Employment of the Population of Tajikistan and the FSUE Passport-Visa Service signed a memorandum of understanding (MoU) on cooperation on October 19 in Dushanbe.

 

The document was inked by Ms. Shahnoza Nodiri, Deputy Minister of labor, Migration and Employment of the population of Tajikistan, and Fyodor Karpovets, Deputy Director-General of the FSUE Passport-Visa Service.

 

Ms. Nodiri has noted in her interview with Asia-Plus that the document, in particular, provides for the opening of the FSUE Passport-Visa Service representative office in Tajikistan.

 

According to her, a MoU was signed within the framework of a government-to-government agreement between Tajikistan and Russia on an organized recruitment of labor migrants in Tajikistan.

 

“The opening of FSUE Passport-Visa Service’s office in Tajikistan will simplify the procedure of registering Tajik nationals wanting to be employed in Russia ensure protection of rights of our nationals and their legal staying in the territory of the Russian Federation,” Ms. Nodiri said.

 

According to her, one of the important services that is planned to be offered by this office is passing the fingerprint examination.

 

The deputy minister stressed that being in homeland, a labor migrant will be able to get an answer from the Russian Federation within three days whether he/she can go to Russia or not.

 

She further noted that with the coordinated activity of the government agencies of the two countries the representative office will begin to operate next year.

 

Recall, FSUE General Director Sergei Mashin and Head of the Branch of the Ministry of Labor, Migration and Employment of the Population of Tajikistan in Moscow Zohir Mirzozoda discussed the issue of opening of FSUE Passport-Visa Service’s office in Tajikistan in early February last year.

 

It was noted that the representative office will help labor migrants to prepare all documents in their home country and get a work permit upon arrival to the Russian Federation.

 

They, in particular, noted that in accordance with the procedure, labor migrants will submit all necessary documents in their home country and get a work permit within 5-7 days after arrival to Russia.

European Union brings relief to the victims of border conflict in Kyrgyzstan and Tajikistan

The European Union is providing over 270,000 EUR in humanitarian funding in response to the armed conflict that marred the border between Kyrgyzstan and Tajikistan in mid-September, according to the European Union Delegation to Tajikistan.

 

The aid will contribute to support about 12,000 people in some of the worst affected areas in Kyrgyzstan’s Batken province and in Tajikistan’s Sughd province, Rasht valley and Lakhsh district.

 

The EU funding reportedly supports the Red Crescent Society of Kyrgyzstan’s (RCSK) and the Red Crescent Society of Tajikistan (RCST) in distributing much-needed cash grants to enable affected families in both countries – especially those who lost their homes. Other assistance, including health and hygiene promotion activities, hygiene products and psychological support, will also be provided.

 

The funding is part of the EU’s overall contribution to the Disaster Relief Emergency Fund (DREF) of the International Federation of Red Cross and Red Crescent Societies (IFRC), as well as the Programmatic Partnership with IFRC to provide effective and adapted local response to communities in need.

 

Some 100 people were killed and over 150,000 forced to flee their homes in several districts along the border between Kyrgyzstan and Tajikistan after a dispute over the lack of access to water, roads and pastures escalated into armed conflict along the contentious border on September 14. Two days of heavy clashes between Kyrgyz and Tajik troops also damaged hundreds of houses, public facilities and infrastructure, causing many to lose their homes, belongings, food supplies and sources of livelihoods.

 

It is to be noted that many border areas in Central Asia have been disputed since the Soviet Union’s collapse in 1991. The situation is particularly complicated near the numerous exclaves in the volatile Ferghana Valley, where the borders of Kyrgyzstan, Tajikistan, and Uzbekistan meet.

President Emomali Rahmon Meets with Leaders, Activists and Public Representatives of Norak

On October 24, the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, after the commissioning of the first unit of the Nurek hydroelectric power station, held a meeting with leaders, activists and representatives of the public of Nurek in the courtyard of the station.

First, the Head of State congratulated all those present on the occasion of the commissioning of the first unit and the 50th anniversary of the start of operation of this giant hydroelectric power station of the country.

The President of the country emphasized that the Nurek hydroelectric power station is still considered the largest hydropower facility in Central Asia, representing the enormous hydropower potential of our dear country.

It was emphasized that more than 486 billion kilowatt-hours of electricity have been generated at the hydroelectric power plant since the beginning of its operation, of which more than 336 billion kilowatt-hours, or 70 percent, falls on the period of independence of the country.

The Government of the country, taking into account the importance of the hydroelectric power plant in the economic development of the country and the implementation of one of the national strategic goals, that is, the achievement of complete energy independence, in the early 2000s, began the reconstruction and rehabilitation of the Nurek hydroelectric power plant.

After the full implementation of the project, the design capacity of the hydro power plant will be increased from 3000 to 3375 MW, taking into account renewable power and 375 MW of additional capacity obtained as a result of reconstruction, the operating capacity of the hydro power plant will increase by 775 megawatts, the level and quality of service at the hydro power plant will significantly increase and improve, will enhance many times provision of the population and sectors of the country’s economy with electricity.

At a meeting with the leaders and activists of the city, the Head of State, Emomali Rahmon, spoke on issues of state support in the direction of the development and progress of Nurek’s economy.

It was emphasized that during the period of independence, thanks to the support and care of the Government of the country and the selfless work of the inhabitants, all the cities and regions of our dear Motherland, including Nurek, which is distinguished by its special beauty, have become much more comfortable, beautiful and developed.

Over 31 years, more than 4.8 billion somoni were allocated for the socio-economic development of the city from all sources of financing, including 530 million somoni from the state budget.

Over the past 15 years alone, 22 public investment projects have been implemented in the city for a total of 1.5 billion somoni, now 7 more projects are being implemented, within which 1.3 billion somoni have been disbursed to date.

In addition, the Nurek socio-economic development program for 2021-2025 plans to implement 183 projects totaling 453 million somoni, which are aimed at developing the socio-economic sphere of the city and creating jobs for residents.

For a worthy celebration of the 30th anniversary of State Independence, 206 social and economic facilities were built and repaired in Nurek, and 180 other facilities are planned to be built by the 35th anniversary of State Independence.

In connection with the current situation in the world community, the President of the country, Emomali Rahmon, called on residents to efficiently and rationally use every inch of land, expand re-sowing, grow early vegetables, develop the fishing industry and widely use greenhouses in all seasons.

It was emphasized that residents, taking into account the very difficult situation of the modern world, should take seriously frugality and strict observance of the requirements of the law on streamlining customs and rituals, and take care of the family and children.

In conclusion, President Emomali Rahmon said that the implementation of constructive plans and programs of the Government of the country will contribute to the development of all cities and regions of the country, including Nurek, in the near future the city will become more prosperous and beautiful, and the quality of life of its inhabitants will improve in many ways.

President Emomali Rahmon Opens New Building of the Center of Justice in Norak

On October 24, the working trip of the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, to the Khatlon Province continued in Norak.

In Nurek, the Leader of the Nation first commissioned a building of the Center of Justice.

The building of the Center of Justice was built taking into account the national architectural art and modern elements of urban planning with the support of the Government of the Republic of Tajikistan and the financing of the Ministry of Justice in honor of the 35th anniversary of the State Independence of the Republic of Tajikistan.

It consists of 4 floors and a basement. On the first floor of the Justice Center building there is a single window, a library and a marriage hall. Digital information devices and equipment are installed in a single window, specialists with the help of an electronic system qualitatively fulfill all requests and appeals of citizens in a short time.

The library of the Center of Justice contains the works of the Leader of the Nation, a large number of works of art by famous Tajik writers, legal literature, legal acts and industry recommendations that are used by justice officials and residents of the city. The spacious wedding hall is decorated in accordance with the ongoing ceremonies. In this hall, modern conditions have been created for registering the marriage of newlyweds.

On the second floor of the building there are offices of the employees of the registry office, and on the third floor there are offices of the State Notary Office, the State Institution «Legal Aid Center» and the Inspectorate for Correctional Affairs of the Main Department of the Nurek Penitentiary System. On the fourth floor there is a modern hotel with four spacious rooms for 8 people. Standard and deluxe hotel rooms are equipped with amenities that meet international requirements.

In the basement of the building there is an archive of the department of registration of acts of civil status and the State Notary Office. Books of account and other important documents are archived in proper conditions. In general, the building of the Nurek Justice Center has 12 working rooms with all the necessary conditions, an elevator, technical and utility rooms.

Having familiarized himself with the opportunities provided in this building, the Leader of the Nation, Honorable Emomali Rahmon, expressed satisfaction with the quality of construction work and stressed that, using favorable working conditions, employees and specialists of the judiciary should be able to effectively implement state strategies and programs, provide timely and high-quality services to the population, more than ever to improve the legal education of citizens and promote family etiquette and education.

The constructed well-maintained facility is a valuable gift from the Government of the Republic of Tajikistan to employees of Nurek’s justice authorities.
