Ombudsman’s representatives do not meet with jailed journalist Pirmuhammadzoda

Ombudsman's representatives have never met with jailed independent journalist Abdusattor Pirmuhammadzoda to verify the fact of use of torture against him. Muqim Ashourov, the head of the Department for State Protection of Civil and Political Rights, Tajik Ombudsman's Office, and his colleague Husniddin Nidoyev told Asia-Plus on March 6 that they have not yet met with Abdusattor Pirmuhammadzoda, who previously claimed to have been tortured while in the pretrial detention facility. When asked why the meeting did not take place, they couldn't answer clearly. Asked whether they still intend to meet with the jailed journalist, they said they could not say anything specific at the moment. 'This is decided by the Ombudsman, but he is not here now. Meanwhile, Muqim Ashourov told reporters in Dushanbe on February 2 that the National Commissioner for Human Rights will verify the fact of use of torture against the jailed blogger Abdusattor Pirmuhammadzoda. According to him, none of Pirmuhammadzoda's relatives contacted them on this matter. Recall, a court in Dushanbe's Ismoili Somoni district sentenced independent journalist and blogger Abdusattor Pirmuhammadzoda to seven years in prison on December 26, 2022. The sentence followed his conviction on charges of collaboration with parties and movements banned in Tajikistan (Article 307 (3) of Tajikistan's Penal Code). The court's ruling is identical to the prosecution's earlier demand. A prosecutor in the trial of Abdusattor Pirmuhammadzoda on December 16 asked the Ismoili Somoni court to sentence Abdusattor to a seven-year prison term. Abdusattor's relatives said they do not agree with the ruling and are going to appeal to a higher court. The trial of blogger and journalist Abdusattor Pirmuhammadzoda started on October 13 behind doors. Pirmuhammadzoda was detained in Vahdat Township on July 9 last year. He had been charged with publicly calling for extremist activities. Abdusattor Pirmuhammadzoda worked at the state-owned radio station Sadoi Dushanbe (Voice of Dushanbe) until 2019, when he quit after reportedly being given the choice between moderating his critical reporting and resigning. He has reportedly published his personal views on free speech and alleged government injustices on his YouTube channel, where he has about 39,000 subscribers. It is to be noted that seven Tajik journalists and bloggers Mamadsulton Mavlonazarov, Abdulloh Ghurbati, Daler Imomali, Zavqibek Saidamini, Khoushrouz Jumayev, Ulfatkhonim Mamadshoyeva and Abdusattor Pirmuhammadzoda have been sentenced to prison terms of between seven and twenty-one years last year. They were charged with spreading false information, participation in extremism community and collaboration with banned organization. The journalists themselves and their relatives reject these charges as absolutely unfounded. International groups, including Human Rights Watch and the Committee to Protect Journalists (CPJ), have called on the Tajik government to release the reporters and end its campaign against the free press. A report released by the CPJ on December 14 last year says arrest and conviction of independent journalists and bloggers makes Tajikistan the leading jailer in Central Asia. The report, in particular, notes that the prisoners were tried secretly behind closed doors in detention centers, not courts, and sentenced to lengthy prison terms amid allegations of torture. Ranked 152nd out of 180 countries in RSF's 2022 World Press Freedom Index, Tajikistan has fallen 36 places in the index since 2015.

An official joint event of the representatives of Tajikistan and the Netherlands in the Republic of Korea on occasion of the UN Water Conference

On March 2, 2023, on occasion of the upcoming UN 2023 Water Conference scheduled to be held in New York on March 22-24, 2023, official joint event by the Embassies of the Republic of Tajikistan and the Kingdom of the Netherlands was organized in Seoul. The event was attended by distinguished leaders and representatives from relevant structures of the Republic of Korea, as well as international institutions specializing in the fields of water and climate.

During the address, the Ambassador of the Republic of Tajikistan to the Republic of Korea Sharifzoda Yusuf presented information on the United Nations' endorsement of the Republic of Tajikistan's initiatives on the resolution "2025 - International Year of Glacier Preservation", as well as the administrative arrangements for the upcoming UN Water Conference, which will be co-chaired by the Republic of Tajikistan and the Kingdom of the Netherlands.

The Minister received the Ambassador of Saudi Arabia

On 6 March, 2023, the Minister of Foreign Affairs of the Republic of Tajikistan, Sirojiddin Muhriddin received the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Saudi Arabia in the Republic of Tajikistan, Waleed bin Abdurrahman Alreshaidon.

At the beginning of the meeting, the Ambassador of Saudi Arabia handed over the message of the King of the Kingdom of Saudi Arabia, His Majesty Salman bin Abdulaziz Al Saud addressed to the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of the Tajikistan His Excellency Emomali Rahmon.

During the conversation, the parties also exchanged views on the current state and prospects for the development of bilateral and multilateral relations between Tajikistan and Saudi Arabia.

Tajikistan ranks 120th among 145 countries in terms of military strength

For 2023, Tajikistan is ranked 120 of 145 out of the countries considered for the annual Global Firepower (GFP) review. The country reportedly holds a PowerIndex* score of 2.6403 (a score of 0.0000 is considered 'perfect'). The finalized Global Firepower ranking utilizes 60 individual factors to determine a given nation's PowerIndex ('PwrIndx') score with categories ranging from military might and financials to logistical capability and geography. The perfect score would be 0.000. With its rating of 2.6403, Tajikistan is one position below Niger (2.6327) and one rung above Burkina Faso (2.6607). There are currently 145 countries considered for the Global Firepower (GFP) annual defense review (which currently covers the year 2023). Each country is evaluated on a multitude of factors related to a prolonged offensive or defensive military campaign. According to GFP list, Tajikistan's active frontline personnel are 9,500. Tajikistan's land forces include 37 tanks (readiness: 24), 4,352 vehicles (readiness: 2,859), 10 towered artillery (readiness: 7), 3 rocket artillery (readiness; 2). Aircraft total: 25 (readiness: 16), including 1 transport (readiness: 1), 4 trainers (readiness: 3), 20 helicopters (readiness: 13), 6 attack helicopters (readiness: 4). Tajikistan's defense budget for 2022 reportedly stood at 90.134,000 million U.S. dollars. Unlike other former Soviet republics in Central Asia, Tajikistan did not receive any military equipment from the former Soviet army. The Armed Forces were created on February 22, 1993. The Armed Forces consist of the Ground forces, the Mobile forces, the Air and Air Defense forces, the Special forces, the Airborne Forces troops, the National Guard and Security forces (internal and border troops). Meanwhile, Uzbekistan (1.0692), Kazakhstan (1.0873/), Turkmenistan (1.5986) and Kyrgyzstan (2.1703) rank 62nd, 63rd, 82nd and 107th, respectively. The Unites States tops the list with a rating of 0.0712, followed by Russia (0.0714), China (0.0722), and India (0.1025). Bhutan is at the bottom end of the ranking in the 145th position with a rating of 6.2017, preceded by Benin (41269). Global Firepower provided an analytical display of data concerning modern military powers. 127 powers are considered in the ranking this year, which allows for a broad spectrum of comparison to be achieved concerning relative military strength. The GFP ranking is based largely on each nation's potential conventional war-making capability across land, sea and air. The final ranking incorporates values related to resources, finances and geography and 60 different factors make up the final the final GPF ranking, delivering the 'PowerIndex' value with bonuses and penalties applied where appropriate. Tajikistan and Austria Hold the Meeting of the Intergovernmental Commission on Economic Cooperation

On March 2, the 8th meeting of the Intergovernmental Commission of Tajikistan and Austria on economic cooperation was held in Vienna.

The Tajik delegation was headed by Deputy Foreign Minister Sharaf Sheralizoda and the delegation of Austria, which included representatives of numerous state structures and private companies, was headed by the Co-Chairman of the Commission, Head of the Foreign Economic Relations Group of the Austrian Federal Ministry of Labor and Economics Franz Wessig.

The meeting focused on a wide range of issues of bilateral cooperation between Tajikistan and Austria in the areas of trade and economy, agriculture, industry, transport and construction, energy, healthcare, environmental protection, disaster management and digitalization.

How is quota for paid one-month reserve service allocated?

A quota or a target of a paid one-month reserve service is determined on the basis of a special decision before the beginning of a conscription campaign and is agreed with the Supreme Commander of the Armed Forces of the Republic of Tajikistan, Faridoun Mahmadalizoda, a spokesman for the Ministry of Defense of Tajikistan, told Asia-Plus in an interview Monday afternoon. According to him, the registration for the paid one-month reserve service for the spring conscription campaign will begin after April 1. 'There is no a certain quota for the paid one-month reserve service. The quota will be allocated annually, a month before the beginning of the conscription campaign,' the Defense Ministry spokesman said, noting that the quota can change both upwards and downwards, depending on the number of applicants. The two-month-long effort seeking to enlist young men aged 18-27 for the two-year compulsory military service takes place twice a year, in the spring and in the autumn. Mahmadalizoda further added that the number of military training centers is increasing in the country that will make it possible to gradually increase the quotas for the paid one-month reserve service. Recall, amendments were made to the country's law on military service in 2021. The amendments came into effect on February 4, 2021 and young men in Tajikistan who wish to forgo the military service may now do so by paying a fee to the government. A one-month basic reserve service will be organized for those who did not perform conscript service for a fee. At the end of basic reserve service they will receive military cards. Besides, under the law on the universal military duty in new edition, graduates of universities having military department will also be drafted into the army for one year. Only people who have done military service will be permitted to obtain employment with the government or join the army in a professional capacity. Tajikistan's armed forces consist of Ground Forces, Mobile Forces (paratroopers of the armed forces of Tajikistan), Air Force and Air Defense Force. During the 2022 autumn conscription campaign, the Defense Ministry of Tajikistan reportedly earned nearly 27 million somonis from the paid one-month basic reserve service. From December 2022 through February 2023, 1,000 young men reportedly took the paid one-month basic reserve service. Some of them reportedly took the basic reserve service from late December to January 18, 20223 and others took the basis reserves service from January 20, 2023 to February 10, 2023. Each of those 1000 draftees pad 26,800 somonis (equivalent to 420 calculating indicators). Since they were called up for military service during last year's autumn conscription campaign, they paid in accordance with last year's calculating indicator, which amounted to 64.00 somonis. Tajikistan has raised the rate of a calculating indicator (estimate) this year. On January 1, 2023, the calculating indicator rose 6.25 percent to 68.00 somonis. Beginning on January 1, 2022, the indicator for calculating taxes, state duties, other mandatory payment, fines and social payments as well as for calculating certain cost limiting values calculating will be set at 68.00 somonis. Those 1,000 young men took the paid one-month basic reserve service at Lohour (Roudaki district) and Fakhrobod (Khatlon province) training grounds as well as at Tajmahal training center in Dushanbe and at training base of the Military Institute's branch in Sughd province. The paid amounts were reportedly channeled to construction military units, improvement of material and technical base, payment of salaries to officers and teaching staff, payment of administrative expenses, ensuring social protection of other servicemen and so forth.

Round table on trade and economic cooperation between Tajikistan and Austria

On March 3, 2023, in Vienna, at the headquarters of the Association of Austrian Chambers of Commerce (WKO), a round table was held on the topic of opportunities for trade and economic cooperation between Tajikistan and Austria.

The meeting was opened by the Deputy Minister of Foreign Affairs of the Republic of Tajikistan Sharaf Sheralizoda, the Vice President of the Association of Austrian Chambers of Commerce (WKO) Patrick Sagmeister and Co-Chairman of the Joint Economic Commission, Head of the Foreign Economic Relations Group of the Austrian Federal Ministry of Labor and Economics Franz Wessig. The event was also attended by representatives of various departments of the Association of Austrian Chambers of Commerce and representatives of the World Bank, the Austrian Bank "Kontrollbank AG" and business circles of the two countries.

During the event, officials stressed the need to expand economic and commercial cooperation, attract capital and implement joint projects in priority areas, and Austrian companies expressed interest in establishing cooperation with Tajikistan in the areas of renewable energy, green economy, industry, digitalization, modern technologies, medicine, tourism, especially the development of winter tourism and mountaineering.
