Residents of Batken region receive loans for 2.7 billion soms

At least 27,207 loans for 2,799.9 billion soms were issued on a priority basis to residents of Batken region from November 18, 2022 to February 28, 2023. The National Bank of Kyrgyzstan reported.

The bank recommended financial and credit institutions consider applications for loans in this border region as a matter of priority.

Guarantee Fund JSC issued 228 guarantees for 115.5 million soms. Thanks to this, 232 loans for 254.4 million soms were received.

Coal and smart meters: New agreements between Kyrgyzstan and Uzbekistan

More than 15 documents on cooperation were signed as a result of negotiations between the head of the Cabinet of Ministers Akylbek Japarov and the Prime Minister of Uzbekistan Abdulla Aripov. Press service of the Cabinet reported.

In particular, the parties adopted a plan of joint practical actions to implement the agreements reached during the state visit of Shavkat Mirziyoyev to Kyrgyzstan. A roadmap was also signed to promote priority projects and the protocol of the first meeting of the Uzbek-Kyrgyz working group on cooperation in the field of agriculture.

Dastan Transnational Corporation has signed an agreement with Toshelektroapparat JSC for the manufacture, assembly and production of smart meters. Kyrgyz Komur agreed with Uzkimeimpeks on the supply of coal for a total of $10 million.

The Department for Expertise of Agricultural Crops of Kyrgyzstan is going to cooperate with Agroservice Operator enterprise on the implementation of joint projects in the field of horticulture and fruit, berry crops. Memorandums have been concluded between the Department of Fisheries and the Research Institute of Fisheries, as well as between the Department of Organic Agriculture and the Research Institute for Quarantine and Plant Protection.

Investment agreements were signed between eight rural administrations of Kyrgyzstan and Baxodir Log`on Tekstil LLC on the development of land for growing crops. The total value of the contracts is estimated at $8 million. In addition, it is planned to develop yak breeding in At-Bashi district together with this company.

Vision Group and Mega Farm Service signed a memorandum on the implementation of a project to establish a joint pharmaceutical production in Kyrgyzstan. The contract value is $10 million.

Halmion Prom and Child Toys Corporation plan to implement a $3 million project and open a plant for the production of plastic pipes, plastic products and furniture in the Kyrgyz Republic. Tooke ZhT LLC (Batken region) trade and manufacturing enterprise SAYQAL signed a contract for joint work for $500,000.

Number of labor migrants from Russia doubles in Kazakhstan over the year

The number of labor migrants from Russia has doubled in Kazakhstan for a year. Altynai Omurbekova, Director of the Department of Labor Migration and Social Protection of the EEC, provided such data during a videoconference.

She noted that in 2022 the total number of labor migrants in the territory of the Eurasian space was 1,647,455 people. «This is 35,000 more than it was in 2021. I would like to remind you that the total labor market in five countries is 93 million, of which 1.8 percent enjoy their right to mobility and find employment in some countries of the EAEU,» she said.

Altynai Omurbekova added that, compared to 2021, the number of labor migrants from Armenia decreased in Russia and from Kyrgyzstan increased by almost 90,000. Kazakhstan and Belarus remained at the same level.

«Data on Kazakhstan have changed. There were twice as many workers from Russia — there were 32,000 and the number increased to 63,000, the number of citizens of Kyrgyzstan slightly decreased,» she said.

Bishkek to host first Islamic Investment Forum

Investors from the Persian Gulf countries are interested in financing businesses in Kyrgyzstan. Press service of the Islamic Business and Investment Corporation informed 24.kg news agency.

The First Islamic Investment Forum IBIF 2023 will be held in Bishkek on March 13-14. It will be attended by investors from Saudi Arabia, Qatar, Kuwait, Algeria, Egypt, as well as several European countries.

The purpose of the forum is to study and use the mechanisms of the Islamic system in the financial, credit, economic and business areas.

«The population of the Central Asian region, including Kyrgyzstan, does not have mechanisms for applying the Islamic system. There is no necessary knowledge about fair principles in the financial, credit, economic and business spheres. The IBIF 2023 Forum will launch this important and useful work. We are confident that the forum will help the participating countries get to know each other better, as well as strengthen social and economic ties,» said Murad Sekakmiya, Vice President of the Islamic Business and Investment Corporation.

Representatives of the business community will be able to study and exchange experience in successful financing and implementation of investment projects. The forum will become a platform for attracting direct Islamic investments to the economies of Central Asian countries.

Business center to be built on site of Naryn restaurant in Bishkek

The President of Kyrgyzstan laid a capsule at the construction site of a multifunctional modern complex, which includes a five-star hotel, a business center, residential and retail space in the central part of Bishkek, at the site where the Naryn restaurant was previously demolished.

Sadyr Japarov emphasized that the new building, being built in the very center of the capital of independent Kyrgyzstan, should be distinguished by modern design, decorating Bishkek and providing comfortable conditions for residents of the city.

The President expressed confidence that the capital’s City Hall, making a decision to support the construction of the building, carried out a comprehensive analysis and assessment of the appearance of the complex, soil conditions and seismic resistance, because many people will work there and visit it.

As Sadyr Japarov noted, a number of large construction projects are currently underway, contributing to the development of the construction industry at a rapid pace. He again repeated the appeal to all domestic and foreign investors who want to invest in Kyrgyzstan, and noted that the state policy is to create favorable conditions for the successful work of investors in any area, for which various preferences are provided — for example, the state is ready to provide free land plots, provide benefits for customs duties and tax payments.

«The most important thing is that we have established stability, and our citizens are well aware that until there is stability in the country, there will be no progress,» Sadyr Japarov stressed.

The design of the multifunctional complex provides for a modern five-star hotel with 296 rooms that meets international standards. It also provides residential apartments, retail space and underground parking for more than 1,200 cars.

The cost of the project is $321 million.

The project is being implemented by international companies — a branch of Feb Group LLP, Hyper Partners, ARIYA, Core Architecture and the construction company Gurgoli (Turkey).

Kyrgyzstan starts accepting documents for Meken-card

Acceptance of documents for obtaining Meken-cards begins in Kyrgyzstan from March 13. Press service of the Ministry of Labour, Social Security and Migration reported.

Foreign citizens who were previously citizens of the Kyrgyz Republic, their children and grandchildren will be able to apply for the status of a compatriot with foreign citizenship (except for citizens of border states).

To do this, a foreign citizen must contact the territorial divisions of the ministry, Public Service Centers (PSCs) or foreign institutions of Kyrgyzstan (in case of applying outside the republic).

Assigning the status of a compatriot with foreign citizenship (Meken-card) grants its holders special rights regarding the procedure for staying in Kyrgyzstan, labor rights, crossing the state border, receiving education and treatment.

The list of documents for obtaining Meken cards can be found on the official websites of the Ministry of Labour, Social Security and Migration, the Ministry of Foreign Affairs and the Ministry of Digital Development.

The project is being implemented jointly with Infocom state enterprise under the Ministry of Digital Development of the Kyrgyz Republic, which is the technical operator of Meken-card system.

Labor Ministry tells diasporas of migrants about protection of rights

The Ministry of Labor of Kyrgyzstan organized training for migrant diasporas in Moscow on the protection of labor rights. Press service of the ministry reported.

Deputy Labor Minister Zhanyl Alybayeva, deputies of the Parliament, public figures and others met with representatives of the diasporas.

Zhanyl Alybaeva told about the activities of the department in the field of migration, in particular, interaction with state and other bodies of the Russian Federation on the legal employment of Kyrgyzstanis in Russia. She also answered questions about life insurance for migrant workers and members of their families, procedures for migration registration, repatriation of cargo 200, appeals for non-payment of wages, protection of the rights of citizens held in special institutions in Russia.

Nurzhan Tulegabylova, Adviser to the Minister, Director of El Agartuu Public Foundation, conducted a training on forced labor and combating human trafficking, and a lawyer from Migrants Trade Union advised the audience on protecting the labor, social and other rights and legitimate interests of citizens of Kyrgyzstan in Russia.

Number of drunk driving cases decreases three times after toughening of fines

After toughening of fines for non-compliance with the traffic rules, the number of drunk driving cases decreased three times. Press service of the Main Traffic Safety Department reported.

«On March 8, the number of drivers arrested for driving while intoxicated decreased three times in Bishkek compared to previous years. In 2021, there were 18 violations, in 2022 — 20, this year only seven violations were recorded per day,» the statement says.

Kyrgyzstan has tightened the requirements for drivers since March 8. They apply to those who get behind the wheel in a state of alcohol intoxication.

Drunk driving is punishable by deprivation of the right to drive vehicles for a year.

Drunk driving without a driver’s license — arrest for three days.

If the driver refuses to undergo a drug test — arrest for three days, an offender without a driver’s license — arrest for five days.

If a drunk driver gets into an accident that caused harm to the health of other citizens through negligence, but there was no corpus delicti in the actions, he or she will be arrested for seven days, and the driver who has a driver’s license is deprived of them for a year. Previously, this was punishable by a fine of 20,000 soms.

For a repeated violation or a road accident while intoxicated, the car is temporarily seized and deprivation of a driver’s license for three years is possible.

Special services discover cache of weapons and ammunition in Osh region

A cache of weapons and ammunition was found in Osh region on the southern side of Amir-Timur microdistrict. Press center of the State Committee for National Security reported.

An 8-mm revolver, pistols of Italian and other foreign production, a grenade, a detonator cap, a magazine from a Kalashnikov assault rifle, cartridges of various calibers, gloves, and masks were stored in a plastic bag.

Appropriate examinations have been scheduled. Investigative and operational measures are being taken to establish the owners of weapons and ammunition.
