Iceland companies invited to invest in green energy in Kyrgyzstan

The Green Energy Fund and the Embassy of Iceland discussed strengthening cooperation in the field of renewable energy. Press service of the Cabinet of Ministers reported.

Chairman of the Green Energy Fund Emilbek Orozbaev told about the energy potential of the country at the round table «Iceland and Kyrgyzstan. Strengthening cooperation in the field of renewable energy sources: hydropower and geothermal energy». The event was attended by the companies of Iceland that are developing projects in the field of renewable energy.

Emilbek Orozbekov noted that the structure was created to form an effective management system in the field of green energy and is aimed at stimulating the development, implementation and production of energy-saving renewable energy technologies.

«To date, the investment potential of renewable energy projects is about $1.3 billion, which is equivalent to about 1.5-2 billion kilowatt-hours of electricity per year, depending on the specifics of the generation of each type of renewable energy and weather conditions. A list of 88 promising sites for the construction of small hydroelectric power plants has already been prepared. We are interested in fruitful and effective cooperation with investors,» the official concluded.

Financier suspected of extortion received citizenship of Kyrgyzstan

The Moscow Times notes that about half of well-known Russians have recently received citizenship of Kyrgyzstan. Previously, they lived in Moscow.

In particular, The Moscow Times, citing the director of Transparency International Russia, Ilya Shumanov, reported that, in addition to the former governor of Tver Oblast Dmitry Zelenin, the daughter of Mikhail Barshchevsky, the plenipotentiary representative of the Russian ?overnment in the highest judicial instances, Natalya Barshchevskaya, obtained the passport of Kyrgyzstan.

It is specified that the probable sons of a businessman, the owner of Fragrant World Valery Zadorin, Alexander and Mikhail, also received citizenship of the Kyrgyz Republic. Anton Shkurenko, co-founder of Bitzlato crypto exchange, also became a citizen of Kyrgyzstan. In February, he was arrested in Moscow at the request of French investigators. He is suspected of extortion committed by a group of people, data theft and gaining access to an automated data processing system, and money laundering.

According to The Moscow Times, the former Moscow financier Mikhail Zhukhovitsky received citizenship of the Kyrgyz Republic along with his family.

The businessman admitted that he helped about ten friends from Russia get a passport of the Kyrgyz Republic.

Minimum capital of banks in Kyrgyzstan increased to 1 billion soms

The Board of the National Bank of Kyrgyzstan adopted a resolution on the minimum amount of authorized and own (regulatory) capital of commercial banks. Website of the bank reports.

The minimum authorized capital for newly created commercial banks (including the requirement for the capital of branches of foreign banks) is set at not less than 1 billion soms.

For operating commercial banks (including branches of foreign banks), the minimum amount of authorized capital should be:

From April 1, 2023 — 600 million soms;

From July 1, 2024 — 800 million soms;

From July 1, 2026 — 1 billion soms.

For operating systemically important commercial banks, the minimum authorized capital should be 2 billion soms with a formation period of up to July 1, 2023.

If a commercial bank becomes systemically important, it must bring the capital in compliance within one year.

The National Bank believes that the presence of sufficient capital stock directly reflects the ability of banks to absorb losses. In addition, the increase in the minimum size of the authorized and own (regulatory) capital of banks will also help increase the competitiveness of domestic banks in the framework of integration processes within the EAEU.

«For some banks that do not have external financing, equity and deposit base remain the main sources of loan portfolio formation. Equity capital, being a short-term financing instrument, can affect the ability of banks to lend at more or less low interest rates,» the National Bank of the Kyrgyz Republic concluded.

Archival materials confirming ancient history of Kyrgyz found in China

Former ambassador of Kyrgyzstan to Malaysia Azimbek Beknazarov, accused of preparing for mass riots, asks the country’s president to release detainees from prison during the holy month of Ramadan. He posted the message on his social media page.

According to him, the issue of Kempir-Abad reservoir has been finally resolved de jure and de facto.

«It was handed over to the Uzbek side. Who needs to keep us, the Kempir-Abad supporters in prison, and why? 37 investigators, dozens of policeman, experts have been falsifying the criminal case against us for six months, and they are unable to turn our two-hour peaceful meeting into a crime. There is nothing there. Nothing will come of it. There was no crime at our meeting and no preparation for it either. Do not listen to Satan, who uses the state and, grossly violating the norms of the Constitution, the Code of Criminal Procedure, says that he will sue us at closed court hearings. In the holy month of Ramadan, do justice and release the prisoners who have been in custody for five months in the Kempir-Abad case,» he wrote.

Azimbek Beknazarov believes that illegal detention contradicts Sadyr Japarov’s statements calling for unity and friendship.

«The Kempir-Abad supporters also have conscience, relatives, friends and supporters. We are not broken, the youth is growing. If the issue is not resolved peacefully, legally, through negotiations, then we will have the spirit and education to protect our rights within the framework of the law... Law and justice are on our side,» he said.

The Committee for protection of Kempir-Abad reservoir was created on October 22. It includes activists, politicians and MPs. On the same day, in an interview with Kabar news agency, President Sadyr Japarov said: the authorities have information who was behind the rallies and marches on Kempir-Abad issue.

Mass arrests began on October 23. Authorities placed 27 people in jail on charges of preparing for riots. Three of them are under house arrest, 24 people are in the remand center 1.

Computed tomography center opened in KSMA Diagnostic Center

The first computed tomography center was opened in the Diagnostic Center of the Kyrgyz State Medical Academy (KSMA) under the public-private partnership (PPP) project. Press center of the Ministry of Health reported.

A total of six such centers will be created, two in Bishkek, one in Balykchy, Toktogul, Kadamdzhai and Uzgen districts.

The project involves not only the installation of new CT devices, but also the modernization of technically obsolete equipment and the improvement of the quality of services provided to patients. Its total budget is $5 million.

Afei Holding LLC won the competition for the PPP project «Installation of computed tomography (CT) scanners in healthcare organizations of the Kyrgyz Republic», which was held in 2022. «In accordance with the PPP agreement and the legislation of the Kyrgyz Republic, on November 9, 2022, the project company Shanshui Silk Road KG LLC was established,» the Ministry of Health noted.

The ministry added that within the framework of the World Bank projects, five computed tomography scanners were purchased and they were handed over to five regional combined hospitals.

Rosselkhoznadzor revealed a scheme of illegal supplies of pork fat to Kyrgyzstan under the guise of products from Paraguay. Website of the organization says.

According to it, in February and March two batches of pork fat from Paraguay were imported to Kyrgyzstan via Belarus and Russia. Products with a total weight of 41.7 tons were intended for the consignee from Bishkek, Gordost Naroda LLC, and were accompanied by Paraguayan veterinary certificates.

«However, it turned out during a check that the National Service of Quality and Animal Health of Paraguay (SENACSA) did not issue these documents. Thus, pig products of unknown origin and safety level were transported across the territory of the EAEU countries. Taking into account the high risks of transmission of animal diseases with such deliveries, Rosselkhoznadzor suspends the transit of quarantinable products through the territory of the Russian Federation to the address of Gordost Naroda LLC,» the organization noted.

Rosselkhoznadzor recalled that, according to the World Organization for Animal Health (WOAH), in 2023, the intensive spread of African swine fever continues in the countries neighboring Russia, despite the declared implementation of plans to eliminate the infection adopted within states and at the international level. According to the Friedrich Loeffler Institute, as of March 15, about 2,500 outbreaks of this disease were registered in 16 European countries alone.

Residential complexes in Kok-Zhar village to have no gas for two days
