Fight against corruption discussed at Ministry of Health

Minister of Health of Kyrgyzstan Gulnara Baatyrova held a meeting with the heads of healthcare organizations of the republic. Press center of the ministry reported.

The head of the Ministry of Health noted that, despite numerous warnings and instructions, complaints about extortion by medical workers are constantly received.

«Unfortunately, the other day we witnessed a situation involving the head of a healthcare organization. Of course, it’s premature to talk about anything now, the investigation and the competent authorities will make a decision,» she said.

Gulnara Baatyrova instructed the heads of healthcare organizations to carry out work within three months to switch to non-cash payments and eliminate cash payments between patients and healthcare organizations, as well as work out a mechanism for involving the population in the fight against corruption and satisfaction with the quality of medical care using digital solutions.

The minister especially focused on the corruption components in the transportation of patients, unreasonable tests, and instructed to stop all types of unethical marketing by medical workers.

Recall, the State Committee for National Security initiated a criminal case against the chief physician of the National Hospital Toktobai Maanaev. He was detained. Security agencies revealed corruption schemes — regular extortions, kickbacks during tenders, state purchases at inflated prices from affiliated suppliers, fictitious write-offs of medicines.

Pharmaceutical plant opened in Bishkek FEZ

Chairman of the Cabinet of Ministers of Kyrgyzstan Akylbek Japarov got acquainted with the activities of manufacturing enterprises in Bishkek Free Economic Zone (FEZ) and took part in the opening of a pharmaceutical plant. Press service of the Cabinet reported.

«The head of the Cabinet visited the Kyrgyz-German company New-Tek LLC, which is engaged in the production and supply of photovoltaic solar modules, development and implementation of innovative projects in the field of solar energy in the CIS countries, Europe and the Middle East,» the statement says.

Akylbek Japarov also took part in the opening of a pharmaceutical plant, which, after launch, is ready to ensure production of ten types of pharmaceuticals for such medical indications as cardiovascular, endocrinological, gastrointestinal and infectious diseases, as well as diseases of the urinary system.

He noted that the Bishkek FEZ has great potential that needs to be developed, and confirmed his readiness to support projects aimed at its development.

Meeting of the Ambassador with the Minister of Water Resources and Irrigation of Egypt

On March 15, 2023, a joint meeting of the Ambassadors of the Republic of Tajikistan Zarobiddin Kosimi and the Kingdom of the Netherlands Khan-Maurits Schaapveld in the Arab Republic of Egypt with the Minister of Water Resources and Irrigation of the Arab Republic of Egypt Hani Suwaylam was held.

During the conversation on the International Water Conference, which will be held on March 22-24, 2023 in New York under the chairmanship of Tajikistan and the Netherlands, the issues of cooperation in the field of water resources and irrigation, rational use of water and the adoption of joint and coordinated measures in within the World Water and Climate Alliance.

It was emphasized that Tajikistan, Egypt and the Netherlands, given their rich experience in these issues, can have fruitful cooperation for the benefit of their countries and all the peoples of the world.

International court in The Hague issues arrest warrant for Vladimir Putin

The International Criminal Court in The Hague has issued arrest warrant for Russian President Vladimir Putin and Children’s Rights Commissioner Maria Lvova-Belova. They are accused of deporting Ukrainian children. BBC reports.

«The International Criminal Court explains that Putin and Lvova-Belova are suspected of illegal deportation of Ukrainian children. On Thursday, the United Nations Commission of Inquiry said that their transportation to Russia could be considered a war crime,» the statement says.

The media outlet notes that Russia does not recognize the International Criminal Court and has not ratified its founding document, the Rome Statute. This, reacting to the news about the warrants, was reminded by the representative of the country’s Foreign Ministry, Maria Zakharova.

«Decisions of the International Criminal Court have no meaning for our state, including from a legal point of view. Russia is not a party to the Rome Statute of the International Criminal Court and does not bear obligations under it,» she wrote on social media.

Project for reconstruction of Botanical Garden presented to Sadyr Japarov

President of Kyrgyzstan Sadyr Japarov visited Enver Gareyev Botanical Garden in Bishkek, got acquainted with its current state and plans for reconstruction. Press service of the President reported.

«The head of state was informed that if the reconstruction project is implemented, a two-story office building, several outbuildings, a transformer substation, greenhouses, plant nurseries, an irrigation system and other facilities will be repaired in the garden. At the same time, the transport scheme on the territory will be brought into line with fire safety standards, and pedestrian zones will be improved according to modern standards,» the statement says.

Information was also provided on the scientific activities carried out by the employees of the Botanical Garden.

Sadyr Japarov said that the Botanical Garden should remain part of the National Academy of Sciences, and more attention should be paid to its scientific component.

«At the initial stage, he ordered to carry out reconstruction of the upper part of the Botanical Garden with an area of 5 hectares, which is located along Gorky Street. He noted that all the necessary conditions for leisure of citizens should be created there, it should become a favorite vacation spot for citizens and guests of the capital,» the press service emphasized.

It is noted that a cleanup was held there with the participation of employees of the presidential administration and the department of presidential affairs, the City Hall of Bishkek.

The Enver Gareyev Botanical Garden was founded in 1938 by the Decree of the Council of People’s Commissars of the Kirghiz SSR No. 336 dated March 13, 1938. It turned 85 this year.

This is the first research institution in the republic that began studying the local flora, enriching it by introducing plants from various countries of the world. The Botanical Garden is a research institute within the system of the National Academy of Sciences of the Kyrgyz Republic.

Belgium presents Bishkek with Smurfs sculpture

Belgian comic characters, the Smurfs, appeared in Yntymak-1 park in Bishkek. Press service of the City Hall of the capital reported.

The sculpture was donated by the Kingdom of Belgium to Bishkek and was timed to coincide with the 30th anniversary of the establishment of diplomatic relations between the two countries.

The Smurfs are forest dwellers, created and drawn in 1958 by the Belgian artist Pierre Culliford, who worked under the pseudonym Peyo. The Smurfs are a symbol of equality and goodness throughout the world, as well as deep family ties.

SCNS reveals illegal workshops for production of veterinary drugs

The State Committee for National Security of Kyrgyzstan (SCNS) revealed underground workshops for the production of veterinary drugs. Press center of the state committee reported.

The security services identified a group of people who illegally manufactured and sold unregistered and uncertified veterinary medicines.

Medicines were intended for dehelminthization of cattle, small cattle and horses (antiparasitic treatment).

The veterinary drugs were produced without observing technical standards and conditions, by adding dyes and flavors, which were subsequently sold through veterinary pharmacies without providing certificates of conformity and other permits.

According to the Department for Registration and Certification of Veterinary Medicines and Feed Additives, these drugs do not meet veterinary and sanitary standards, microbiological and chemical-toxicological safety and are recognized as poor quality. Their use can lead to mass mortality of livestock and negatively affect the epizootic situation in the republic.

As part of a criminal case, more than 300 boxes of low-quality drugs and a large amount of raw materials and consumables for their manufacture were seized in the underground workshop and veterinary pharmacies.

The investigators establish the market value of drugs, as well as the amount of damage caused.

Intensive care unit opened in hospital in Uch-Korgon village

An intensive care unit was opened at the General Medical Practice Center in Uch-Korgon village, Kadamdzhai district. Press center of the Ministry of Health reported.

The center was built in 1928 and since that moment there was no intensive care unit, patients had to be redirected to other hospitals.

Orozbek Muratov, director of the General Medical Practice Center, said that the United Nations Development Program (UNDP) provided digital and mobile X-rays devices, and the building was overhauled in accordance with sanitary standards.
